You lost your documents

In case of loss of your driver's license you should apply to the Special CSC with the following documents:

• ID card;
• a medical certificate on form 073/u (provided only if the driving license has expired);
• a receipt of payment of the state fee (the cost is 1.25 MCI). In order not to stand in line at the checkout, you can pay the state fee for obtaining a driver's license through an online service or make an electronic payment using a QR code when submitting an application.

The obtained driver's licenses, instead of which the drivers have been given other driving licenses, lose their legal force from the moment of issue of new driving licenses and are subject to obligatory delivery to the REU for their subsequent destruction

Since 2024, adult citizens can apply for a passport with 36 or 48 pages if desired. For children from birth to the age of 16 with a 24-page passport, while for children under the age of 14, the passport is valid for 5 years, and for children from 14 to 16, the validity period is 10 years.

In case of passport loss you can apply to any branch of “Government for Citizens” Public Corporation and submit the following documents:

1. A written statement on the restoration of the document, in which it is necessary to indicate the circumstances of the loss;
2. A notification coupon from the criminal prosecution authority that accepted the application for theft or theft of the passport (in case of theft of the document);
3. An identity card of the Republic of Kazakhstan (if only the passport was lost);
4. A receipt for payment of state duty (the cost depends on the type of passport chosen) or a document confirming exemption from payment of state duty. In order not to stand in line at the checkout, you can pay the state fee for obtaining a passport through an online service.

If the passport was lost outside Kazakhstan, citizens need to apply to consular offices of the RoK where they can obtain a certificate of return to the RoK, which can also be used to travel across the country to the place of residence.      

After arrival, a citizen needs to apply to an authorized agency without delay to restore passport.

In case of loss of VRC it is necessary to visit to Special PSC and to bring the following:

• ID card;
• a receipt of payment of the state fee (the cost is 1.25 MCI). In order not to stand in line at the checkout, you can pay the state fee for issuing a duplicate vehicle registration certificate and obtaining a driver's license through an online service using a QR code when submitting an application.

There is no need to bring a car for verification.

Remember, driving without a registration certificate is prohibited!

In case if national ID was lost or stolen, you can apply to any branch of “Government for Citizens” Public Corporation and submit the following documents.

In case of loss:

1. Written application to restore the document, where you should indicate circumstances of loss;
2. a document confirming exemption from payment of state duty (if any);
3. Payment of state duty for obtaining a certificate is made during the application process through the mobile applications of the second-tier banks via a QR code, or at the cash desk of Kazpost JSC.;
4. Passport of the Republic of Kazakhstan citizen (if available).

In case of theft:

1. Notification coupon from the prosecuting authority that received the report of the theft or stealing of the identity card;
2. document confirming exemption from payment of state duty (if any);
3. Payment of state duty for obtaining a certificate is made during the application process through the mobile applications of the second-tier banks via a QR code, or at the cash desk of Kazpost JSC.;
4. Passport of the Republic of Kazakhstan citizen (if available).

In cases of loss or damage of the original (certified copy) of the title document for real estate, on the basis of which registration in the legal cadastre was made, the restoration of the title document is carried out by issuing a duplicate from a copy of the said document, which is stored in the registration file (registration authority).

If the registration file contains only a paper copy of the electronic document, a duplicate of the title document is issued by a notary.

The application must be accompanied by an ID card and a receipt of payment of the state duty for the issuance of a duplicate or a receipt of payment.

From the moment the application is received, the public service is provided within 3 working days.

If you lose your license plate, you need to contact the lost and found police station in the area of the loss.

Further, if your number plate was not found, you need to apply for a new number plate to the specialized departments of NJSC "State Corporation "Government for Citizens" with an application in any form for the loss of the state number.

In this case, there are two options, either to apply for a duplicate of GRNZ (manufacturing time of the duplicate is 5 working days for Astana and Almaty, for Shymkent and regions 15 working days), or to replace the technical passport (SPTS) and state numbers (GRNZ), with a finished result within 90 minutes, in accordance with the standard of public service, approved by the Minister of Internal Affairs of the RK № 341 of April 14, 2015.

When submitting an application for a duplicate of GRNZ, it is possible to submit a duplicate of one GRNZ, then the payment will be for one GRNZ, in the amount of 1.4 MCI, for two GRNZ 2.8 MCI.

In case of application for replacement of hydraulic fracturing, replacement of technical certificate and the sum of the state duty is 2.8 MCI for hydraulic fracturing, 1.25 MCI for SGRHS, 0.25 MCI state duty.

Necessary documents:

• Declaration of loss;
• ID card (for identification);
• Certificate of vehicle registration (technical data sheet);
• Documents confirming the right to exemption from tax - for persons who are not taxpayers in accordance with the legislation of the Republic of Kazakhstan.

Copies of documents on basic secondary and general secondary, technical and vocational, post-secondary education and appendices to them are issued in place of lost or damaged documents, as well as to persons who have changed their last name (first name, patronymic).

To restore a certificate of basic secondary, general secondary education, or a diploma of technical and vocational education, you must send an application through the Public Service Center or the office of the educational organization or the web portal of the "electronic government" www.egov.kz addressed to the head of the educational organization.

If the decision is positive, the employees of the organization send a duplicate of the document to the State Corporation via courier and postal service.

In case of loss of the technical passport for real estate it is necessary to submit an application to the CSC at the location of the real estate object or to submit an application via online service, with a duplicate of the document will need to be picked up at the CSC at the location of the property.

The application must be accompanied by an identity document, a document confirming payment for the issuance of a duplicate of the technical passport.

The process of restoring the duplicate of the technical passport for apartments, rooms in dormitories, individual houses, garages, country houses takes 1 working day, for real estate objects with total area up to 1000 square meters is issued on the 2nd working day, for objects with total area of more than 1000 square meters is issued on the 3rd working day.

Amendments to the Military Registration Rules came into effect on November 16, 2023. According to these amendments, registration certificates are no longer issued in peacetime, and military ID cards are issued only to individuals who have completed the required period of military service or service in law enforcement or special government agencies; who have completed a full course of military training under reserve officer and reserve sergeant programs at military departments; and who have completed paid training under the military-trained reserve training program in military-technical and other specialties at a specialized organization of the Ministry of Defense.

Intentional damage to a military ID card, as well as its loss due to the owner's fault, will result in a warning or a fine of 5 MCI. If you lose or damage your military ID, you can request a duplicate through the ‘e-government’ web portal www.gov.kz. You must provide an electronic copy of the order imposing an administrative penalty for intentional damage or loss of the military registration document, or a certificate from an authorized government agency confirming the loss or damage due to circumstances beyond the service recipient's control. 

A duplicate military ID is issued within 7 business days in cities of national and regional significance, as well as in the capital, and within 5 business days in districts.
