Department of Energy and Housing and Utilities of Aktobe region

The state institution "Department of Energy and Housing and Communal Services of the Akimat of Aktobe region" is a state body of the Republic of Kazakhstan that provides leadership in the fields of energy, housing and communal services of the region.

The state institution "Department of Energy and Housing and Communal Services of the Akimat of Aktobe region" has no branches or representative offices.

The State Institution "Department of Energy and Housing of the Akimat of Aktobe region" carries out its activities in accordance with the Constitution and laws of the Republic of Kazakhstan, acts of the President and Government of the Republic of Kazakhstan, other regulatory legal acts, as well as the Regulations of the department

The main tasks, functions, rights and duties of the state body

The mission of the state institution "Department of Energy and Housing and Communal Services of Aktobe region":

assistance in ensuring energy security, in order to meet the growing needs of the economy for energy resources through the development of the energy sector of the regional economy, energy conservation and energy efficiency, assistance in the development of utility, water and gas utilities.

Tasks:

state regulation and management in the fields of energy, utilities, housing, water and gas management.

Responsibilities of the state institution "Department of Energy and Housing and Communal Services of Aktobe region":

1) to carry out inspections in accordance with the legislation of the Republic of Kazakhstan;

2) do not interfere with the established operating mode of the inspected facility during the inspection period;

3) ensure the safety of the received documents and information obtained as a result of the audit;

4) draw up acts on violations of the rules of housing maintenance;

5) issue orders to eliminate violations of the rules of housing maintenance;

6) carrying out anti-corruption activities within its competence.

Functions:

1) performing the functions of the customer for the construction and reconstruction of energy and utilities facilities in the region (engineering communication networks, energy, water, gas facilities), financed from budgetary funds;

2) implementation of general monitoring of the state and safety of energy, utilities and housing in the region;

3) coordination of activities in the fields of energy, utilities and housing in the region;

4) monitoring the development and analysis of the state of energy, utilities and housing in the region (engineering communication networks, energy facilities, utilities, housing, water, gas facilities);

5) participation in the development of the fuel and energy complex;

6) implementation of measures to determine the natural volumes of fuel required by the state institutions of the region for the annual heating season;

7) organization of fuel supply to state institutions of the region;

8) review and approval of project documentation for facilities affecting energy and utilities facilities;

9) organization of the work of acceptance commissions for the commissioning of constructed and reconstructed engineering communication networks, energy, water, and gas facilities;

10) organization of interaction and cooperation with other government agencies, organizations of all forms of ownership in matters of their competence;

11) organization of reception of citizens on issues related to the competence of the state institution "Department of Energy and Housing and Communal Services of the Aktobe region", consideration of incoming proposals and applications from citizens, and decision-making on them;

12) issuance of a coupon for receiving a notification on the commencement or termination of activities for the collection (procurement), storage, processing and sale by legal entities of scrap and waste of non-ferrous and ferrous metals in accordance with the legislation of the Republic of Kazakhstan on permits and notifications;

13) participation in the development of engineering infrastructure and public utilities in the territory of settlements of the region;

14) organization and conduct of public procurement of works, services and goods related to the construction of engineering infrastructure and utilities in accordance with the requirements of the legislation;

15) development and implementation of sectoral (sectoral) and regional programs in the field of housing;

16) organization of engineering and communal services (operation and repair of water supply, sewerage);

17) monitoring the operation and technical condition of heat-using installations of consumers;

18) control over the preparation and implementation of repair and restoration works on heating networks and their functioning in the autumn-winter period;

19) conducting an investigation of technological violations on heating networks (main, intra-block);

20) coordination of planned repairs of heating networks (main, intra-block);

21) coordination of design and construction of redundant (shunting) power transmission lines and substations;

22) organization and conduct of prospecting and exploration works for groundwater for domestic and drinking water supply of settlements;
