Benefits and allowances for large families

The monthly state allowance of the awarded mother is assigned to mothers who were awarded the pendants "Altyn alka", "Kumis alka" or who previously received the title "Mother Heroine", awarded the orders of "Maternal Glory" of the I and II degrees. The amount of the allowance:

• awarded with the Kumis Alka pendant – 6.4 MCI or 23,629 tenge;
•  awarded with the "Altyn alka" pendant or previously received the title "Mother Heroine", awarded with the orders of "Maternal Glory" of I and II degrees – 7.4 MCI or 27,321 tenge.

The service can be obtained in three ways

1) Non-profit Joint Stock Company "State Corporation "Government for Citizens";

To assign benefits to a mother with many children, it is necessary to apply by submitting an application to the Corporation with an attachment of a document confirming the award:

•  an identity document or an electronic document from the digital documents service (for identity identification);
•  a document confirming the awarding or receiving the title of a mother with many children, awarded with the pendant "Altyn Alka", "Kumis alka" or previously received the title "Mother Heroine", awarded with the orders of "Maternal Glory" of the I and II degrees.

For residents of the city of Baikonur – a certificate from the department for accounting and registration of citizens of the housing sector of the city of Baikonur.

2) cellular subscriber device (proactive);

When providing a service through a proactive service, the result of the provision of the service is provided by SMS notification to the mobile phone of the service recipient (if there is registration in the Database of mobile citizens of the applicant).

The service recipient's consent to the provision of a proactive service is required, as well as confirmation or provision of a bank account number via the service recipient's cellular subscriber device.

3) the web portal of "electronic government" (portal).

When applying for an appointment through the e-government web portal - an application in the form of an electronic document, a scanned copy of the document confirming the award or receipt of the title of a mother with many children, awarded with the pendant "Altyn Alka", "Kumis alka" or previously received the title of "Mother Heroine", awarded with the orders of "Maternal Glory" I and II degree", bank account data and sign using EDS.

If a large family receives an average per capita income below the poverty line, then it has the right to apply for targeted social assistance (TSA).

Allowance for families with four or more minor children or full-time students of the age under 23 years is allocated regardless of the family income earned in the amount of:

• for four children - 16.03 MCI or 59 183 tenge;
• for five children - 20.04 MCI or 73 988 tenge;
• for six children - 24.05 MCI or 88 973 tenge;
• for seven children - 28.06 MCI or 103 598 tenge;
• for eight and more children - 28.06 MCI or 103 598 tenge plus 4 MCI for each subsequent child after the seventh.

There are three ways to apply for the appointment of this benefit.

1) You can apply for this benefit through online service

When applying for an appointment through the e-government web portal - an application in the form of an electronic document, information about children, about the conclusion /dissolution of marriage, about guardianship/guardianship, about adoption from the birth certificate, bank account data and sign using EDS.

2) cellular subscriber device (proactive);

When providing a service through a proactive service, the result of the provision of the service is provided by SMS notification to the mobile phone of the service recipient (if there is registration in the Database of mobile citizens of the applicant). Thus, in order to assign a benefit, the consent of the service recipient to provide a proactive service, as well as confirmation or provision of a bank account number via a cellular subscriber device is required.

3) If it is not possible to use the online service, then you can apply by visiting the branch of the State Corporation "Government for Citizens" NJSC with the following documents:

1. an identity document or an electronic document from the digital documents service (for identification).
2. birth certificate, or an electronic document from the digital documents service (for identification);
3. certificate of the educational institution in accordance with Appendix 29 to Order No. 169 dated May 24, 2023, if dependents aged eighteen to twenty-three years are full-time students of general education or professional programs in organizations of general secondary, technical and vocational, post-secondary, higher and (or) postgraduate education, provided annually;
4. • In the case of establishing guardianship (custody) over the child or adoption of a boy (adoption of a girl) - a document confirming the establishment of guardianship (custody) over the child or information about the adoption of a boy (adoption of a girl) from the birth certificate;
   • In case of discrepancy between the applicant's data and the data in the child's birth certificate - a certificate of conclusion, dissolution of marriage (matrimony).
5. a court decision (to confirm the cohabitation of children with one of the parents at the dissolution of marriage (matrimony) between the spouses).

For residents of the city of Baikonyr - a certificate from the housing sector citizen registration department of the city of Baikonyr.

The terms of rendering the state service are 7 (seven) working days.

Mothers with many children who have been awarded the pendants "Altyn alka", "Kumis alka" or who have previously received the title "Mother Heroine", as well as awarded the orders of "Maternal Glory" of the first and second degrees, large families have the primary right to receive a dwelling from the state housing fund or dwelling rented by a local executive body in a private housing fund.

Mothers with many children who were awarded the "Altyn alka" and "Kumis alka" pendants are also exempt from paying a number of taxes and state duties:

• - mothers with many children, awarded the title of "Mother Heroine", awarded the "Altyn alka" pendant from the tax on land plots occupied by the housing stock, including buildings and structures attached to it, adjacent land plots;
• - mothers with many children, awarded the title of "Mother Heroine", awarded with pendants "Altyn alka", "Kumis alka" - for vehicles (one vehicle each); for all notarial actions; when performing legally significant actions by an authorized state body in the field of intellectual property.

At the same time, in accordance with paragraph 3 of Article 11 of the Law of the Republic of Kazakhstan "On pension provision in the Republic of Kazakhstan", women who gave birth (adopted a boy, adopted a girl) to the 5 or more children and raised them up to eight years of age are entitled to pension payments by age upon reaching 53 years old.

In accordance with the Code "On Marriage (Matrimony) and Family", a large family is a family consisting of four or more minor children living together, including children studying full-time in organizations of secondary, technical and vocational, post-secondary, higher and (or) postgraduate education, after they reach adulthood until the time of graduation from educational organizations (but not more than before reaching the age of twenty-three).

In accordance with the Law "On State Awards of the Republic of Kazakhstan", mothers with many children who have given birth and raised six children, when the sixth child reaches the age of one year and if the other children are alive, are awarded the "Kumis alka" pendant, as well as mothers who have given birth to seven or more children when the seventh child reaches the age of one year and if the remaining children are alive, are awarded the "Altyn Alka" pendant.
