TSA is assigned to the following categories of the population of the Republic of Kazakhstan who have an average per capita income below the poverty line:
The average per capita income is the share of the total family income per each family member per month.
The poverty line is the maximum minimum amount of monetary income per person, set at 70% of the subsistence minimum.
In turn, the cost of living on a quarterly basis by region is calculated by the bodies of the Bureau of National Statistics of the Republic of Kazakhstan.
Unconditional monetary assistance is provided:

2. Low-income families, in which there are no able-bodied persons or the only able-bodied member takes care of a child under the age of three, a child with a disability, a person with a disability of the first or second group, the elderly, in need of outside care and assistance.
Unconditional monetary assistance is assigned for the current quarter from the month of application and is paid monthly.
Conditional monetary assistance is provided to single or low-income able-bodied persons living alone, as well as low-income families with an able-bodied member, including individuals who are payers of a single aggregate payment.
There are certain benefits for an able-bodied member: they help him find a job, get an education or open his own business. The conditional allowance is assigned monthly or paid on a one-time basis, depending on the specific situation.
An additional payment in the amount of 1.5 monthly calculation index for each child aged from one to six years inclusive is paid on a monthly basis to the assigned amount under the TSA. Its size in 2024 is 5 538 tenge (3 692 * 1.5 MCI).
