How TSA is calculated

The amount of targeted social assistance (TSA) is calculated as the difference between the average per capita income of a family and the size of the poverty line established in regions, cities of republican significance, the capital. The average per capita income is the share of the total family income per each family member per month. The poverty line is set at 70% of the regional subsistence minimum.

When calculating the total family income, all types of income received in the Republic of Kazakhstan and abroad during the billing period are taken into account, including:

- income received in the form of wages, social benefits;

- income in the form of alimony for children and persons specified in the Code of the Republic of Kazakhstan dated December 26, 2011 "On Marriage (Matrimony) and family";

- income from private farming (household farming, including the maintenance of livestock and poultry, gardening, gardening);

- income from entrepreneurial activity;

- income from the rental and sale of real estate and vehicles;

- income from securities;

- income received in the form of donation, inheritance of real estate, vehicles and other property;

- income from the use of credit (microcredit);

- income in the form of gratuitously received money;

- income in the form of remuneration for cash deposits and deposits;

- income in the form of money transfers;

- income in the form of winnings in kind and (or) monetary terms received at contests, competitions (Olympiads), festivals, lotteries, sweepstakes, including deposits and debt securities;

- monthly state allowance for large families with 4 or more children;

- income received from participation in active employment promotion measures, with the exception of a one-time relocation payment (for each family member) to participants in voluntary resettlement under the Program;

- the amount of housing certificates to cover part of the initial loan payment in accordance with the procedure established by housing legislation;

- scholarships paid to interns, undergraduates, doctoral students, residency students and other students of educational institutions, regardless of the source of funding, and others.

When calculating the total income of a family, they are not considered as the income of an individual:

- one-time burial allowances;

 - one-time state benefits in connection with the birth of a child;

 - one-time cash payments in connection with the adoption of an orphan child and (or) a child left without parental care;

 - State social disability benefits for children with disabilities under seven years of age;

 - state social disability benefits for children with disabilities from seven to eighteen years of age of the first, second, third groups;

 - special state benefits for children with disabilities up to seven years old;

 - special state benefits for children with disabilities from seven to eighteen years of age of the first, second, and third groups;

 - the amount of housing certificates to cover part of the initial loan payment in accordance with the procedure established by housing legislation

 - monthly state allowance for mothers with many children who were awarded the pendants "Altyn alka", "Kumis alka" or who previously received the title "Mother Heroine", awarded the orders of "Maternal Glory" I and II degrees;

 - targeted social assistance;

 - housing assistance;

 - assistance provided to the family in order to compensate for damage caused to their health and property as a result of an emergency;

 - financial and material assistance to students from low-income families provided in educational institutions;

 - assistance in cash or in kind provided to low-income citizens in connection with the increase in food prices from the state budget and other sources;

 - charitable assistance;

 - payment for the trip of citizens for free or preferential prosthetics;

 - the cost of free or preferential travel of citizens outside the settlement for treatment, etc.
