How to enter the civil service

The procedure for entry into the civil service differs greatly from the usual procedure of employment in private structures.

Several stages are waiting for you, including the passing of testing for knowledge of the legislation and the state language, assessment of personal qualities, collection of necessary documents and passing the final interview.

These steps require careful preparation, and in this material we will describe each of them in more detail.

What kind of documents to prepare

Persons who have expressed a desire to participate in the general competition submit documents to the state body that announced the competition, on purpose, by mail or electronically to the e-mail address specified in the announcement or via the e-government portal gov.kz within the deadline for receiving documents.

The following documents are provided for participation in the general competition:

1) Application;

2) the track record of a candidate for an administrative public position of corps "B" with a 3x4 color photo in the form, according to Annex 3 to the Rules of the competition for the occupation of an administrative public position of corps "B";

3) copies of educational documents and appendices to them, notarized.

Copies of educational documents received by citizens of the Republic of Kazakhstan in foreign educational institutions are accompanied by copies of certificates of recognition or nostrification of these educational documents issued by the authorized body in the field of education, with the exception of educational documents issued by foreign higher educational institutions, research centers and laboratories to citizens of the Republic of Kazakhstan – holders of the Bolashak international scholarship, as well as those subject to an international treaty (agreement) on mutual recognition and equivalence.

Copies of educational documents issued to the holders of the international scholarship "Bolashak" are accompanied by a copy of the certificate of completion of the international scholarship of the President of the Republic of Kazakhstan "Bolashak" issued by JSC "Center for International Programs".

Copies of educational documents subject to an international agreement (agreement) on mutual recognition and equivalence are accompanied by copies of certificates of recognition of these educational documents issued by the authorized body in the field of education.

The Personnel Management Service checks the candidate's availability through the integrated information system "E-kyzmet":

1) a certificate of passing a test for knowledge of the legislation with results not lower than the threshold values for the testing program for the category of the advertised position, valid at the time of submission of documents;

2) conclusions on passing the assessment of personal qualities in the authorized body with results not lower than the threshold values, valid at the time of submission of documents for participation in the competition.

Candidates who have submitted a full package of documents on purpose or by mail, the secretary of the competition commission issues a receipt for acceptance of the documents.

Submission of an incomplete package of documents, or false information, or non-compliance of documents with the requirements imposed on them is the basis for refusal to accept them by the secretary of the competition commission.

For candidates who have submitted a complete package of documents in electronic form to the e-mail address, the receipt is sent electronically to the candidate's e-mail address.

Interviewing

The state body that announced the competition reviews the documents submitted by the candidates for compliance with the qualification requirements and decides on the admission of the participants to the interview within one working day after the deadline for accepting documents.

The list of candidates admitted to the interview and the schedule of the interview are posted on the Internet resource of the state body that announced the competition before the expiration of the next working day from the date of the decision by the personnel management service and no later than one working day before the day of the interview.

Candidates admitted to the interview are notified by the secretary of the competition commission about the date of the interview and the essay, as well as, if necessary, other means of selecting candidates within one working day after the decision is made by the personnel management service (HR service) or the person assigned to perform the duties of the personnel management service (HR service) and no later than one working day the day before the day of the interview. Notification is carried out by phone or by sending information to the e-mail addresses and mobile phones of the participants.

The purpose of the interview is to assess the professional and personal qualities of candidates. When evaluating candidates, the competition commission proceeds from the qualification requirements and job description of the corresponding vacant position.

Interviews with candidates, if necessary, can be conducted by remote means of video communication.

Candidates applying for positions of categories A-1, B-1, C-1, C-O-1, C-R-1, D-1, D-O-1, E-1, E-R-1 write an essay consisting of no more than two hundred words on one of the topics determined by the competition commission, in the presence of the secretary of the competition commission in the state or Russian language for the choice of the candidate. The essay writing time should not exceed 45 minutes.

Personal qualities assessment testing

Testing to assess the personal qualities of candidates is carried out after the completion of testing for knowledge of the legislation. At the same time, persons who have received the results of testing for knowledge of the legislation below the values specified in the testing programs are not allowed to assess personal qualities.

Testing to assess the personal qualities of candidates for the positions of corps "B" includes tasks to identify the level of:

 - stress resistance (10 tasks);

 - initiative (10 tasks);

 - responsibilities (10 tasks);

 - service consumer orientation and information (10 tasks);

 - integrity (10 tasks);

 - self-development (10 tasks);

 - efficiency (10 tasks);

 - cooperation and interaction (10 tasks);

 - activity management (10 tasks);

 - decision-making (10 tasks);

 - leadership (10 tasks);

 - strategic thinking (10 tasks);

 - change management (10 tasks).

The testing also includes questions to determine the level of confidence. The value of passing the personal qualities assessment test is at least 50% in terms of reliability.

The total time to run the tests is 100 minutes.

Based on the results of the personal qualities assessment test, a conclusion is issued that is valid for one year from the date of passing such testing. Repeated testing of candidates who have received the results of testing for an assessment of personal qualities below the value is allowed no earlier than fifteen calendar days from the date of passing the test.

Testing for knowledge of legislation and state language

Testing takes place in regional testing halls, whose addresses are published on the website of the Civil Service Agency.

In order to sign up for testing, you need to apply online on the portal Gov.kz, or contact the SC NJSC "Government for Citizens", having an identity card with you.

Testing for knowledge of the state language and legislation of the Republic of Kazakhstan consists of three programs:

The first program is designed for categories A-1, A-2, A-3, A-4, A-5, B-1, B-2, B-3, B-4, C-1, C-2, C-3, C-O-1, C-O-2, C-R-1, D-1, D-2, D-3, D-O-1, D-O-2, E-1, E-2 and includes:

 - tests knowledge of the state language (20 questions) lasting 20 minutes;

 - tests on knowledge of the Constitution (15 questions), constitutional laws "On the President of the Republic of Kazakhstan" (15 questions), "On the Government of the Republic of Kazakhstan" (15 questions), Administrative Procedural Code (15 questions), laws "On the Civil service of the Republic of Kazakhstan" (15 questions), "On combating corruption" (15 questions), "On Legal acts" (15 questions), "On Public Services" (15 questions), the Code of Ethics of Civil Servants (Rules of Ethics of Civil Servants), approved by Presidential Decree No. 153 of December 29, 2015 (10 questions).

The values of passing the test in the first program are at least 91 correct answers out of the total number of questions (130 questions) for all regulatory legal acts and at least 5 correct answers for each regulatory legal act. The total time to complete the tests for knowledge of the legislation under the first program is 115 minutes.

The second program is designed for categories B-5, B-6, C-4, C-5, C-O-3, C-O-4, C-O-5, C-O-6, C-R-2, C-R-3, C-R-4, D-4, D-5, D-O-3, D-O-4, D-O-5, D-O-6, D-R-1, D-R-2, D-R-3, E-3, E-R-1, E-R-2, E-R-3, E-G-1, E-G-2 and includes:

 - state language proficiency tests (20 questions) lasting 20 minutes;

 - tests on knowledge of the Constitution (15 questions), the Constitutional law "On the President of the Republic of Kazakhstan" (15 questions), the Administrative Procedural Code (15 questions), the laws "On Public Service of the Republic of Kazakhstan" (15 questions), "On combating corruption" (15 questions), "On public services" (15 questions), "On Local Public Administration and Self-Government in the Republic of Kazakhstan" (15 questions), the Code of Ethics of Civil Servants (Rules of Official Ethics of Civil Servants), approved by Presidential Decree No. 153 of December 29, 2015 (10 questions).

The values of passing the test in the second program are at least 69 correct answers out of the total number of questions (115 questions) for all regulatory legal acts and at least 5 correct answers for each regulatory legal act. The total time to complete the tests for knowledge of the legislation in the second program is 105 minutes.

The third program is designed for categories C-R-5, D-R-4, D-R-5, E-4, E-5, E-R-4, E-R-5, E-G-3, E-G-4 and includes:

 - state language proficiency tests (20 questions) lasting 20 minutes;

 - tests on knowledge of the Constitution (15 questions), the Administrative Procedural Code (15 questions), the laws "On Public Service of the Republic of Kazakhstan" (15 questions), "On combating Corruption" (15 questions), "On local public administration and self-government in the Republic of Kazakhstan" (15 questions), "On state Services" (15 questions), the Code of Ethics of Civil Servants (Rules of Official Ethics of Civil Servants), approved by Presidential Decree No. 153 of December 29, 2015 (10 questions).

The values of passing the test in the third program are at least 50 correct answers from the total number of questions (100 questions) for all regulatory legal acts and at least 5 correct answers for each regulatory legal act. The total time to complete the tests for knowledge of the legislation under the third program is 95 minutes.

What are vacancy announcements and where to look for them

The competition is held by a state body that has vacant and (or) temporarily vacant administrative state positions of the "B" corps. Competitions are divided into the following types: internal competition and general competitions.

The competition includes a number of consecutive stages:

1) publication of the announcement of the competition;

2) acceptance of documents from persons who have expressed a desire to participate in the competition;

3) consideration of the documents of the participants of the competition;

4) interview with the participants of the competition conducted by the competition commission of the state body;

5) conclusion of the competition commission of the state body.

An internal competition is held to fill the vacant position of corps "B" among the civil servants of this state agency. If there is no candidate for this position among them, then a general competition is held for all citizens who have passed the test.

In addition, a general competition is held to fill a vacant administrative state grassroots position. Internal competitions are not held to fill vacant grassroots positions.

Conditions of admission to the civil service

1. Citizens of the Republic of Kazakhstan who meet the qualification requirements, are capable of fulfilling their official duties assigned to them by their personal and professional qualities, state of health, level of education and who have not reached the retirement age established by the law of the Republic of Kazakhstan, are accepted for public service.

The age restriction provided for in part one of this paragraph does not apply to political public positions for which the Constitution and laws of the Republic of Kazakhstan define the terms of their powers.

In other cases not provided for by this Article, a person who has reached retirement age may be appointed to a political public position only by the President of the Republic of Kazakhstan, the First President of the Republic of Kazakhstan – Elbasy.

Age restrictions for citizens applying for positions of law enforcement agencies are established by the laws of the Republic of Kazakhstan.

2. Citizens entering the service of law enforcement agencies are tested, including an assessment of personal qualities, in the authorized body, with the exception of persons:

  • applicants for training in law enforcement education organizations;
  • those entering the initial professional training for the positions of ordinary and junior commanding officers;
  • provided for by paragraph 8 of Article 6, paragraph 3 of Article 7 and paragraph 1 of Article 7-1 of the Law of the Republic of Kazakhstan "On Law Enforcement Service".

The procedure and testing programs for citizens entering the law enforcement service are determined by the authorized body in coordination with law enforcement agencies.

A citizen may not be accepted for public service:

1) under eighteen years of age, unless other requirements are established by the legislation of the Republic of Kazakhstan in respect of relevant public positions;

2) recognized by the court as incompetent or with limited legal capacity;

3) deprived by the court of the right to hold public office for a certain period of time;

4) having a disease that prevents the exercise of official powers, based on the conclusion of a medical institution, in cases where special requirements for the state of health for holding relevant public positions are established in the qualification requirements;

5) who refused to accept the restrictions established by this Law in order to prevent actions that may lead to the use of his status and authority based on it in personal, group and other non-service interests;

6) who, within three years before entering the civil service, was brought to disciplinary responsibility for a disciplinary offense discrediting the civil service. At the same time, a citizen dismissed for a disciplinary offense discrediting the civil service is not allowed to enter the civil service;

7) for whom an administrative penalty was imposed for committing a corruption offense for three years prior to entering the civil service;

8) who committed a corruption crime;

9) in respect of whom, within three years before entering the civil service, a court verdict was passed for committing a criminal offense or crimes of small and medium gravity, or who was released from criminal liability for committing a criminal offense or crimes of small and medium gravity on the basis of paragraphs 3), 4), 9), 10) and 12) part one of Article 35 or article 36 of the Criminal Procedure Code of the Republic of Kazakhstan;

10) having a criminal record, which by the time of admission to public service has not been repaid or removed in accordance with the procedure established by law;

11) previously convicted or released from criminal liability for committing a crime on the basis of paragraphs 3), 4), 9), 10) and 12) part one of Article 35 or Article 36 of the Criminal Procedure Code of the Republic of Kazakhstan for committing grave or especially grave crimes;

12) who committed a crime as part of a criminal group;

13) in respect of which a criminal case on a crime as part of a criminal group has been terminated by a criminal prosecution body or a court on the basis of paragraphs 3), 4), 9), 10) and 12) part one of Article 35 or Article 36 of the Criminal Procedure Code of the Republic of Kazakhstan before the expiration of the lower limit of the penalty in the form of deprivation of liberty, provided for by the relevant article of the Special Part of the Criminal Code of the Republic of Kazakhstan;

14) dismissed for negative reasons from law enforcement agencies, special state bodies and courts, military service, with the exception of cases of dismissal of a citizen on the basis of absence from work (service) without a valid reason for three or more consecutive hours, who has the right to enter public service after three years after such dismissal;

15) in other cases provided for by the laws of the Republic of Kazakhstan.

  • Failure to provide or intentional misrepresentation of the information specified in paragraph 3 of this Article is the basis for refusal of admission to public service.
  • It is not allowed to establish any discrimination when entering the civil service on the grounds of origin, social, official and property status, gender, race, nationality, language, attitude to religion, beliefs, place of residence or any other circumstances.
  • Restrictions on the admission of persons to law enforcement agencies are established by the laws of the Republic of Kazakhstan.
  • Persons entering the civil service and their spouses submit to the state revenue bodies a declaration of assets and liabilities in accordance with the procedure established by the tax legislation of the Republic of Kazakhstan and within the time limits established by the Law of the Republic of Kazakhstan "On Combating Corruption".

Persons who have entered the civil service and their spouses are obliged to submit declarations of individuals to the state revenue authorities in the manner and within the time limits established by the tax legislation of the Republic of Kazakhstan.
