At the initial stage of the implementation of compulsory social health insurance, an upper limit was provided for the employee’s income from which contributions and deductions could be made to the compulsory social health insurance system. Its size today does not exceed 10 minimum wages (MSP). That is, contributions can only be levied on income up to 850 thousand tenge. No contributions are made for income above.
To ensure the principle of fairness “from each according to his ability, to each according to his needs,” the Ministry of Health proposed to increase the upper limit from 10 to 50 times the minimum wage starting in 2025. The pension system works on the same principle, where the upper limit is 50 times the minimum wage.
Today, the Kazakhstani model of compulsory medical insurance uses a regressive distribution of funds. That is, the lower the income, the higher the contribution as a percentage of income. In a fair system, people with low incomes should not have to pay more than people with higher incomes. Therefore, the proposed rule - increasing the upper limit to 50 minimum wages - provides for a more equitable distribution of responsibility for health expenses
The bill contains the following basic provisions:
Battery and causing minor harm to health are criminalized (now these acts are considered within the framework of the Code of Administrative Offenses).
Police will have the right to consider such facts based on information about violence in the media or online platforms, without waiting for a statement from the victim.
The court will be able to prescribe psychological assistance to change the aggressive behavior of people who have committed domestic violence.
Pedophiles are proposed to be imprisoned for life.
