How the one can receive skills in-demand or improve qualification on the Electronic Labor Exchange?

The Skills Enbek is a marketplace for short-term online training courses. This means that experts post their courses and share their knowledge and experience, and anyone who is willing he undergoes the training and, based on the results, receives a skills mastered certificate.

The platform is available to any citizen of the Republic of Kazakhstan who wants to learn in-demand skills or improve his qualifications.

The Skills Enbek  users have the opportunity to learn smart skills that are relevant to the work and life on a free basis, for example, the courses “Financial Literacy”, “Business Idea from Scratch”, “Fundamentals of Marketing” and others. There are courses such as “Creating websites from scratch”, “Android application developer”, “Educational methodologist”, “Work with preschool children”.

Since its launch, the authors have published 233 courses on the Platform in various areas, of which 177 are free. The course duration ranges from 1 to 72 hours.

The one can access a training course by clicking a link skills.enbek.kz or selecting a section “Online training” on the Electronic Labor Exchange ( enbek.kz ).

Upon training completion the student must pass testing with a threshold level of 70%. Upon successful online course completion a skill mastered certificate is issued. A prerequisite for the course accomplishment is assessment of the course by the learner.

This certificate automatically pops out in the CV generated by the student when registering on the Electronic Labor Exchange (enbek.kz). When doing an employee search, a potential employer will see the certificates obtained upon successful training accomplishment on the Platform.

Posting of the online courses on the Platform is free for authors and developers. The platform provides for an option to adapt the interface for students with special needs.

Vocational training for unemployed citizens is a measure of social protection and is aimed at increasing their competitiveness in the labor market.

The duration of vocational training is no more than 6 months, based on the qualifications and skills specifications.

Vocational training is organized through the career centers.

Training is carried out in educational organizations that are in the register of educational institutions and training centers of the NCE “Atameken”.

The training curricula are developed by educational organizations together with the employers and consist of the theoretical (40%) and practical (60%) classes.

Unemployed people undergoing the training are provided with state support for tuition fees, a scholarship in the amount established by legislation of the Republic of Kazakhstan for students studying in educational organizations that implement technical and vocational educational programs by job qualification, as well as financial assistance for travel, accommodation and medical examination.

Upon the course completion, the educational organizations conduct a final certification of the unemployed and issue an appropriate training completion certificate.

The training is organized on the basis of employers, with the assignment of a mentor from among experienced workers. During the training period, the employer enters into an employment agreement with the unemployed. At the same time, the unemployed allowance is paid by labor mobility center at the state budget expense.

A monthly salary amount is 20 times the MCI excluding the taxes, mandatory social contributions, compensation for leave of absence (vacation), banking services and payments for environmental allowances.

Upon the training completion the employer conducts a final certification of the unemployed and issues a training accomplishment certificate.

To receive a referral for training, an unemployed person must contact a career center at his place of residence with an application.

The following documents are attached to the application:

1) identity card;

2) documents confirming work record (if available);

3) education related documents (attestatione, certificate, diploma), training completion documents (certificate), if available;

4) a copy of health certificate.

The basics of entrepreneurship as part of Bastau Business project  transferred to the platform “Skills Enbek”.

Participants who accomplished the online course and received a certificate can apply for a grant to implement business ideas through the portal business.enbek.kz. If the one meets the requirements, he can go to the Skills.enbek.kz platform and start training.

The training duration is no more than 14 calendar days. Each participant is engaged in the course self-study on an individual basis.

The training is completely free of charge.

And it consists of the several stages:

• online course with several modules;
• final testing;
• obtaining a certificate.

During the training process, the user must accomplish 12 modules, consisting of several sessions. Upon the completion of each module, interim testing is carried out. To advance to the next stage of training, the participant must score at least 70% correct answers. The number of attempts to pass the intermediate test is unlimited.

Based on the training results, the participant receives an electronic certificate with a unique number. The validity of the certificate in the basics of Entrepreneurship within the Bastau Business project is 3 years.
