You are moving to live abroad

Checking for a ban on traveling abroad is available on the website aisoip.adilet.gov.kz.

Payment of fines and other debts is possible in the applications of second-tier banks "Kaspi.kz ", "Halyk", "bcc.kz ", "Bereke Bank" or at the terminals of Kazpost JSC located at the airports of the Republic of Kazakhstan.

Upon renunciation from citizenship you can withdraw your pension savings. To do this, you need to apply to Integrated Accumulative Pension Fund branch where a contract on pension assignment was signed and submit the required documents choosing one of the above options.  

Upon personal visit to Integrated Accumulative Pension Fund office:

• copy of international passport and original copy for verification;
• bank account details.

Via trustee/legal representative (documents are accepted only upon personal visit to Integrated Accumulative Pension Fund office of trustee/legal representative):

• notarized* copy of international passport, unless otherwise stipulated by international treaties ratified by the Republic of Kazakhstan;
• copy of a trustee`s/ legal representative`s ID document and original copy for verification;
• original copy of notarized* power of attorney or its notarized* copy or legal representative`s national ID/ abstract on the assignment of legal representative, in case if application is submitted by a legal representative;
• bank account details.

Via postal service:

• application on the assignment of pension accruals pursuant to the form established by Integrated Accumulative Pension Fund in-house documents, which is filled in by an applicant (relevant application form is available on the Integrated Accumulative Pension Fund website) and an applicant`s signature in application on the assignment of pension accruals should be notarized*;
• notarized* copy of international passport or stateless person certificate*;
• bank account details.

* – in case if notarial actions related to certification of validity of copies to original copies and authenticity of applicant`s signature are performed in a foreign country, they should be legalized.    

If you decided to move abroad and renunciate from Kazakhstani citizenship, you need to apply to a local agency of the Ministry of Internal Affairs of the RoK with the following documents:

1. Application on renunciation from the Republic of Kazakhstan citizenship.
2. Application.
3. Personal history statement.
4. Three photographs (3,5 х 4,5 cm).
5. Copy of birth certificate/marriage certificate.
6. Abstract from a local department of defense on exemption of military age individual from undergoing of military service.
7. Abstract from the place of work/study, and also an abstract from enforcement proceedings agency on availability/ non-availability of outstanding liabilities to government or property liabilities related to the interests of citizens, government agencies and organizations irrespective of property form.
8. Notarized application on absence of financial or other claims (if a service recipient has a spouse or individuals who are dependent on a service recipient in the Republic of Kazakhstan).
9. Receipt on the payment of national duty: 1 MCI.
10. Notarized copy of documents certifying divorce/death of one of the parents/adoption/ custody and guardianship (decision of relevant executive body)/ deprivation of parental rights/payment of alimony.
11. If both parents are citizens of the Republic of Kazakhstan and one of them is to renunciate from the Republic of Kazakhstan citizenship and applies for renunciation from citizenship for an underage child, he/she should provide a notarized statement from another parent which contains his/her opinion towards a child`s renunciation from the Republic of Kazakhstan citizenship.

The following information is stated by internal affairs agencies in statement on renunciation from citizenship:

1. availability/non-availability of outstanding liabilities to government or property liabilities related to the interests of citizens, government agencies and other organizations;
2. being liable as indictee;
3. data on the fact that your renunciation from the Republic of Kazakhstan citizenship does not conflict with national security interests.

If you have any of the abovementioned issues, your application for renunciation from citizenship will be declined.

Important Note: Please note the difference between voluntary renunciation and automatic loss of citizenship. If you acquire the citizenship of another state, the provision on the automatic loss of Kazakhstani citizenship comes into effect. In this case, instead of going through the lengthy renunciation procedure, you must notify the internal affairs bodies or foreign institutions of the Republic of Kazakhstan in writing within 30 calendar days from the date of receiving the foreign passport and surrender your passport/identity card of a citizen of the Republic of Kazakhstan.

Citizens of the Republic of Kazakhstan permanently living abroad (i.e. those who de-registered in internal affairs agencies of Kazakhstan, obtained exit permit for permanent residency and registered in Kazakhstani consular agencies in the country of residence) should submit an application on renunciation from the Republic of Kazakhstan citizenship to the name of President of the Republic of Kazakhstan via Kazakhstani consular agencies.

The following is to be enclosed to an application:

• application;
• personal history statement (drawn up personally);
• photograph (3,5 х 4,5);
• copy of ID document;
• exit permit for permanent residence issued by internal affairs agencies of the Republic of Kazakhstan;
• abstract of no criminal record;
• copies of childbirth certificate and marriage certificate (if available);
• document certifying the capability to obtain a foreign citizenship;
• document certifying the payment of consular fee;
• notarized consent for renunciation from the Republic of Kazakhstan citizenship and application on absence of financial or other claims from spouse or individuals who are dependent on a service recipient and residing in the Republic of Kazakhstan or copy of death certificate/ judicial decision deeming a citizen to be deceased or missing.

Applications related to citizenship of individuals under 18 and legally incapable individuals are considered upon a notarized request of legal representatives while in other countries a childbirth certificate should also be provided (adoptive parents, custodians and trustees should provide a copy of decision made by local executive bodies of Kazakhstan) or an ID document of legally incapable individual.

Upon submission of application on alteration of citizenship for a child aged 14-18, child`s consent is mandatory and should be expressed in written form and notarized while in other countries it should be notarized by a foreign mission.

Documents should be drawn up in Kazakh and Russian or other language with enclosure of notarized translation into Kazakh or Russian.

An applicant should draw up a separate statement for each family member.

After receiving the complete set of documents, the consular institution sends them for approval to the competent state agencies of the Republic of Kazakhstan (Ministry of Internal Affairs, National Security Committee, Ministry of Foreign Affairs) to conduct checks, after which the materials are forwarded for consideration to the Commission on Citizenship Matters under the President of the Republic of Kazakhstan.

Instruction: The petition for renunciation of citizenship of the Republic of Kazakhstan is submitted addressed to the President of the Republic of Kazakhstan. The applicant's materials undergo comprehensive verification and interagency coordination through the internal affairs bodies, national security bodies, foreign institutions, and the Ministry of Foreign Affairs. Following this, the package of documents is submitted for consideration to the Commission on Citizenship Matters under the President of the Republic of Kazakhstan. The final decision is made personally by the Head of State through the issuance of a corresponding Decree.

Review Period: The timeframes depend on the completeness of the submitted document package, the results of checks regarding the absence of unfulfilled obligations to the state, tax or property debts, as well as the schedule of the Commission's meetings. In total, the petition review procedure takes from 3 to 6 months (in certain cases, up to 1 year).

Result: The issuance of a Decree by the President of the Republic of Kazakhstan, after which the applicant is issued an official certificate of renunciation of citizenship of the Republic of Kazakhstan (in paper format) or a reasoned refusal is issued.

If you left Kazakhstan temporarily but decided to stay in a foreign country for permanent residency, you need to apply to Kazakhstani consulate and submit the following documents:

1. Application.
2. National ID and passport of the Republic of Kazakhstan citizen.
3. Alimony agreement concluded pursuant to the procedure established by Chapter 22 of Code “On Marriage and Family”, if there are family members permanently living in the Republic of Kazakhstan to whom a departing person should legally provide maintenance payment. In case of failure to achieve agreement, a departing person provides judicial decision on determination of alimony amount in fixed monetary amount or one-time payment or provision of property in repayment for alimony or payment of alimony some other way or establishment of fact that a departing person does not have any obstacles provided by the law to move abroad.
4. Statement made by guardianship and custodianship agencies on whether a child`s (older than 10 years old) opinion was taken into account by parents or other legal representatives when deciding on moving abroad.
5. Abstract on withdrawal from military service registration.
6. Upon moving abroad for permanent residence of the Republic of Kazakhstan citizens, who are under 18 years old with one of the parents (guardian, custodian): notarized consent of other parent residing on the territory of the Republic of Kazakhstan. If a consent is not provided by one of the parents, the issue of moving abroad of underaged can be settled in court;
7. Receipt on the payment of national duty: 1 MCI.

In case if national ID of the Republic of Kazakhstan citizen is absent, lost or expired, a citizen should provide an explanatory note.

After documents package is submitted, a foreign mission forwards it to a local internal affairs body in Kazakhstan at the place of applicant`s previous registration.

Then, a local internal affairs body considers the documents and makes a decision on providing a permit to leave the Republic of Kazakhstan for permanent residency.

If you plan to move permanently outside the Republic of Kazakhstan, you must complete the relevant documentation in accordance with the procedure established by law.

Obtaining permission to leave Kazakhstan for permanent residence abroad does not automatically result in the termination of citizenship of the Republic of Kazakhstan.

Application Methods

You can submit an application in two ways:

1. Through the Government for Citizens State Corporation (Public Service Center — PSC).

2. Electronically through the e-Government web portal www.egov.kz.

Method 1. Through a Public Service Center (PSC)

To receive the service, you must contact the State Corporation and submit an application form, identity documents, and other documents required by the Rules, depending on your individual circumstances.

In particular, the following documents may be required:

• documents relating to alimony obligations, where the grounds specified in the Rules apply;

• documents relating to the departure of minor children;

• documents required for certain categories of applicants;

• proof of payment of the state fee.

Information available through government information systems is requested in accordance with the procedure established by law.

Method 2. Through the eGov.kz Portal

1. Sign in to www.egov.kz.

2. Find the public service “Processing Documents for Departure from the Republic of Kazakhstan for Permanent Residence Abroad.”

3. Complete the electronic application form.

4. Attach electronic copies of the documents required by the Rules for your circumstances.

5. Pay the state fee using an available payment service.

6. Sign the electronic application using an electronic digital signature (EDS).

7. Track the status of your application in your personal account.

Completing the Procedure

After your application has been reviewed and you have received the relevant notification, you must complete the actions prescribed by the Rules for surrendering your identity card and deregistering from your permanent place of residence.

Within one business day after receiving the notification, the applicant must contact the State Corporation to surrender their identity card or another document specified in the Rules.

When applying through the portal, the decision on processing documents for departure for permanent residence abroad is sent to the applicant's personal account as an electronic document signed with the EDS of an authorized official.

Service Fee

State fee — 1 MCI (Monthly Calculation Index).

In 2026 — 4,325 tenge.

Service Processing Time

20 business days.

Result

A decision on processing documents for departure from the Republic of Kazakhstan for permanent residence abroad, or a reasoned notification of refusal.
