Citizens undergoing military service on conscription or under contract in the Armed Forces of the Republic of Kazakhstan, as well as those liable for military service for the period of conscription for military training have the status of military personnel. The state provides social support for military personnel, in connection with military service in conditions of increased workload, as well as in adverse climatic conditions, providing the necessary assistance to both the military personnel themselves and their family members.
Below, we will describe social benefits available for military personnel.
Military personnel are entitled to monetary compensation in the following cases:
If a contract servicemember is recognized as disabled during military service, or sustains an injury (wound, trauma, contusion) in the line of duty that does not result in disability, a lump-sum compensation in the amount of one and a half months’ monetary allowance is paid.
In case of a minor injury, compensation is paid in the amount of half of one month’s monetary allowance.
Contract and conscript servicemembers (including cadets of military educational institutions receiving scholarships) who become disabled as a result of injury (wound, trauma, contusion) or illness sustained in the performance of military duties within one year after discharge are entitled to compensation.
Family members are entitled to receive compensation in the event of the death of a servicemember or a person liable for military service resulting from injury (wound, trauma, contusion) or illness sustained in the line of duty.
Here you can familiarize with the instruction for payment of lump-sum compensation.
The monetary allowance of military personnel, with the exception of conscripts and cadets of military educational institutions, comprises monetary pay (official salary and salary based on a military rank), allowances for special conditions of service and other allowances and surcharges provided for by the legislation of the Republic of Kazakhstan.
The monetary allowance (scholarship) of conscripts and cadets of military educational institutions includes only the official salary.
When transferring military personnel, with the exception of cadets and conscripts, to a new place of service in another locality at a distance of more than 100 kilometers (including as part of a military unit or subdivision), they are paid a resettlement allowance in the amount of two months salary for a serviceman himself and half a month's salary for each family member.
Servicemen of the Armed Forces of the Republic of Kazakhstan, their family members, and military pensioners are entitled to free medical care in military medical institutions.
This right is закреплено in legislation and is granted for the restoration of the functions of organs and body systems — including treatment of acute diseases, exacerbations of chronic illnesses, wounds, contusions, and injuries.
If there are no military medical institutions, specialists, or specialized equipment available at the place of military service or residence, servicemen may apply to other public or private medical institutions to receive medical care within the framework of the guaranteed volume of free medical care or under the compulsory social health insurance system.
Medical care for family members of servicemen and military pensioners in military medical institutions is provided within the guaranteed volume of free medical care and/or under the compulsory social health insurance system, at the expense of the Social Health Insurance Fund.
In certain cases, medical care for family members of servicemen and military pensioners is provided at the expense of the Ministry of Defense of the Republic of Kazakhstan.
Servicemen of the Armed Forces, if medically indicated, are entitled to sanatorium-and-spa treatment at the expense of the Ministry of Defense of the Republic of Kazakhstan.
Military pensioners with 25 or more years of service, if medically indicated, are also entitled to sanatorium-and-spa treatment at the expense of the Ministry of Defense of the Republic of Kazakhstan.
Realization of the right to housing for military personnel is carried out from the date they are recognized as in need of housing, by providing official (service) housing or by transferring housing payments to the personal special account of the servicemember (Article 101-1 of the Law of the Republic of Kazakhstan “On Housing Relations”).
After being recognized as in need of housing, military personnel choose one of the housing provision options: either receiving official housing with the right to subsequent privatization or receiving current housing payments.
At the same time, military personnel who are provided with official housing that is not subject to privatization (an apartment or a room in a dormitory located within closed and isolated military towns, or a room in a dormitory located outside a military town) receive housing payments in the amount of 50% in addition to the official housing provided.
- For military personnel serving under the contract, payment of expenses for utility services, except payment for those who live in closed and separate garrisons, frontier outposts and garrison headquarters, is made under the procedure set by chairpersons of authorized bodies in the amount established by the Lawon the republican budget for a relevant financial year.
- Other expenses for transportation across the Republic of Kazakhstan and expenses for postal items are reimbursed for military personnel in cases prescribed by the Law of RK “On Military Service and Status of Servicemen”.
- Military personnel have a right to travel by railway, air, water and motor transport at the government expense when relocating to carry out service; dismissing from military service; going for hospital treatment, and also the right for transportation of ten tons of own property in case of relocation or dismissal from military service.
