How to get a recreational fishing permit

On the territory of the Republic of Kazakhstan, the recreational fishing is carried out in accordance with the Rules for fishing, approved by the Order of the acting Minister of Agriculture of the Republic of Kazakhstan dated February 27, 2015 No. 18-04 / 148.

If you decide to go fishing to meet sports and aesthetic needs, or for personal consumption of the caught products, then first you need to draw up certain permits.

In this article, we will tell you about what is needed to be engaged in recreational fishing, on the territory of which rivers of Kazakhstan and for how long the fishing ban is valid.

In what cases the fishing is not permitted

Fishing is not allowed:

  1. at the dams, locks and bridges, on the channels connecting the lakes with each other and the main river, on the supply canals and drainage systems, at thedistance of less than 500 meters in front of the mouths of rivers and canals on both sides of their confluence and at the distance of closer than 500 meters in the depth of reservoir, as well as at the distance of 1500 meters up the river and canal;
  2. with fishing gear, the use of which is not provided in The rules for fishing;
  3. in the wintering pits during the winter period, on the spawning grounds during the spawning and in other areas at the time and places established by the authorized body on the basis of biological justification;
  4. with floating equipment not registered and not marked with registration numbers in the manner prescribed by the Law of RK of July 6, 2004 "On Inland Water Transport";
  5. with fishing gear of commercial fishing without tags indicating the name of the organization and parameters of the fishing gear in accordance with the permit for the use of the wildlife;
  6. with fixed fishing gear for sturgeon catch in the sea and rivers;
  7. in a state of alcoholic or drug intoxication or intoxication of another type;
  8. in ways that are not allowed by Rules for fishing, restrictions and prohibitions;
  9. when fishing gear occupies more than two-thirds of the width of the river or channel;
  10. with the installation of fixed fishing gear in a checkerboard pattern, of vents and secrets within a radius of 500 meters from the mouths of rivers and drains, flowing canals;
  11. at the distance closer than 500 meters at the dams, locks and bridges when carrying out commercial fishing;
  12. in the places of concentration and on the migration routes of fish resources and other aquatic animals during their spawning period, in the places and terms established by the authorized body on the basis of biological justification;
  13. with the use of explosive devices, chemical and poisonous substances, as well as firearms;
  14. with the use of types of tools and fishing methods, not included into the list, without permission of the authorized body.

What items can be used for recreational fishing

For recreational (sport) fishing, you can use

  • rods (rods) of all names (lures, karmak, kind of fishing tackle, spinning rods) with hooks no more than 5 pieces per 1 angler,
  • spearfishing guns,
  • nets,
  • jigs,
  • loops, crayfish no more than 3 pieces per 1 fisher.

What is not allowed on fishery reservoirs

On the fishery reservoirs and (or) areas it is not allowed:

  1. the destruction of vegetation and other actions that worsen the living conditions of the fish resources and other aquatic animals;
  2. the riding on boats, motor boats and other floating equipment with the engines turned on in the designated areas of fish spawning grounds during their spawning season;
  3. the flight of planes, helicopters and other aircraft over the territory of the mass habitation of seals below the 1 kilometer;
  4. destruction of the habitat of fish resources and other aquatic animals, signposts, structures intended for the conduct of fisheries;
  5. seizure of rare and endangered species of fish and other aquatic animals, their parts or derivatives without a decision of the Government of the Republic of Kazakhstan;
  6. catching fish resources and other aquatic animals in excess of the established limit and outside the time limits specified in permits for the use of wildlife or vouchers, as well as in the rest zones;
  7. the extraction of fish resources and other aquatic animals using the types of tools, methods and ways of obtaining them not provided for by these Rules;
  8. extraction of fish resources and other aquatic animals using explosive devices, pesticides;
  9. production without the permission of the authorized body of introduction, reintroduction and hybridization of fish resources and other aquatic animals;
  10. destruction or damage of poles, floating identification signs and notices marking the boundaries of wintering pits, spawning grounds, fishery sites and places prohibited for fishing;
  11. operation of water intake and discharge facilities without fish protection devices, as well as those that do not meet the requirements established by order of the Minister of Agriculture of the Republic of Kazakhstan dated May 31, 2019 No. 221 "On approval of the Requirements for fish protection devices of water intake facilities";
  12. stopping water transport within the limits of places prohibited for fishing, with the exception of stops at villages, fish reception points, for the installation of buoys and in case of emergency;
  13. transfer of various types of fishing gear from some fishery reservoirs and (or) areas to others without special processing;
  14. opening of new fishery sites, troughs (trough sites), rafting and floating in rivers without the permission of the local executive body;
  15. being on a body of water or in its immediate vicinity with fishing gear, the use of which is not provided by the Rules;
  16. storage of fish on fish strings, release of dormant and sick fish from floating equipment and fishing gear into the water and the coastal strip, except for the cases specified in part four of clause 8 Rules;
  17. catching, receiving, buying and selling, transportation and storage of fish less than established by the Rules for fishing measure;
  18. carrying out the delivery and acceptance of fish by the individuals and legal entities without specifying the type or under the name "other" and "small fry";
  19. the production of simultaneous setting of two or more nets (into a key), as well as the beginning of the setting a net before the complete hauling of the previous net ashore;
  20. the movement of all types of water transport with the engines turned on during the period prohibited for fishing on fishery reservoirs and (or) areas, as well as in places prohibited for fishing, without the consent of the territorial division;
  21. within the boundaries of sanitary protection zones and water areas, the acquisition and sale of fish resources and other aquatic animals by the individuals and legal entities without the permits for the use of the wildlife and without registration of the documents provided for the Rules.

The fishing types

The fishing is subdivided into the following types:

  1. commercial fishing;
  2. recreational (sport) fishing;
  3. research fishing;
  4. control fishing;
  5. reclamation fishing;
  6. fishing for reproductive purposes.

Reacreational (sports) fishing is fishing for fish resources and other aquatic animals in order to meet sports and aesthetic needs, to hold sports competitions, as well as for personal consumption of the caught products, carried out with fishing gear that allows only piece fishing.

How to get a permit for recreational (sport) fishing

Obtaining a permit for recreational (sport) fishing is carried out for a fee through an online service:

When submitting an online application, you must attach:

  • an electronic copy of the list of persons involved in the withdrawal of objects of the animal world, with the exception of hunting, signed by the service recipient;
  • an electronic copy of the payment document confirming payment for the use of the animal world, except for cases of payment through payment gateway of e-government.

The registration of the application by the department or local executive body is carried out on the portal within 1 working day (if the application is accepted after 6 pm or on Saturday, then the calculation of the term for the applicant begins on the next working day) from the moment of receipt.

The fee rates are set by Tax code and is a multiple of the MCI.

For example, when conducting sports-amateur (recreational) fishing (with the exemption), the rate is:

  • large thick net - 0.017 (per 1 kilogram)
  • sturgeon - 5.5 (per 1 kilogram)
  • whitefish, salmon - 0.042 (per 1 kilogram)
  • small thick net - 0.008 (per 1 kilogram)
  • crayfish - 0.008 (per individual).

After submitting the application, within 3 working days, you will receive a permit or a reasoned refusal response.

On the constrained fishery reservoirs and (or) areas, the fishing is carried out on the basis of voucher.

The vouchers are issued on a paid basis by the user of nature, to whom the fishery reservoir is assigned, in the presence of an exemption quota. The cost of the voucher is determined by the nature user himself. In the market conditions and competition, when setting prices for vouchers, the user is guided by the consumer.

What are the prohibitions on fishing by date and place

There are bans that continue throughout the season. And it's important to understand where you are sport fishing and where you are poaching.

There are set places and times of use for fish resources and other aquatic animals, their parts and derivatives.

Where is recreational (sport) fishing

The recreational (sport) fishing is carried out in the constrained and unconstrained (reserve fund) fishery reservoirs and (or) areas.

In the reserve fund, recreational (sport) fishing is carried out free of charge without any permits up to 5 kilograms per 1 fisher per trip. When fishing over 5 kilograms, it is necessary to obtain permission from the local executive body upon written application.
