National ID of the Republic of Kazakhstan is a main document certifying identity and citizenship of the Republic of Kazakhstan. The document is required almost in all spheres of service delivery. 

In this material, we will tell what is national ID, how to obtain it and replace or restore it in case of loss.

 

 

 

Obtainment of national ID upon conferment of citizenship of the Republic of Kazakhstan

The identity card is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation.

The cost of the state duty for issuance of the certificate is 0.2 MCI

The registration period is 15 working days.

for Astana, Almaty, Shymkent and Aktobe:

  • Up to 1 working day - 3 372 tenge;
  • Up to 3 working days - 1 771 tenge.

For other regional centers:

  • Up to 3 working days - 3 372 tenge;
  • Up to 5 working days - 1 771 tenge.

For regional cities:

  • Up to 7 working days - 678 tenge.

 

To obtain national ID upon conferment of citizenship of the Republic of Kazakhstan, you need to apply to any branch of “Government for Citizens” Public Corporation and submit the following documents:

  • abstract on conferment of citizenship;
  • receipt on the payment of national duty (0,2 MCI) or document certifying exemption from the payment of national duty.

Obtainment of national ID for the first time by citizens older than 18 years old

The identity card is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation.

The cost of the state duty for issuance of the certificate is 0.2 MCI

The registration period is 15 working days.

Documents in forms issued on the basis of birth certificates for persons over 18 years of age are produced without the acceptance of a fee for expedited production of documents.

 

An authorized employee determines the citizenship for individuals older than 18, who do not have ID documents and permanent registration until reaching a legal age.

Also, an employee authorized for documentation and registration of citizens draws up a report on personal identity identification by photograph provided together with photograph of other individuals, who resemble an identifiable person in the amount of no less than three with involvement of relatives (one or more) or if there are no relatives with involvement of an individual, who knows a citizen for no less than five years (no less than two people).Upon completion of the verification, identification and confirmation of belonging to the citizenship of the Republic of Kazakhstan, an authorized employee issues a conclusion and makes an application for an identity card and, if necessary, a passport of a citizen of the Republic of Kazakhstan.

The list of documents to be submitted by citizens older than 18 years old to obtain ID documents for the first time:

  1. application in no particular format with indication of reason for untimely obtainment of ID document;
  2. complete biography with indication of all places of residence, study and work;
  3. birth certificate (to verify a submitted birth certificate, an employee authorized for documentation and registration of citizens requests a copy of act record on birth from Civil Registry Office);
  4. document certifying the identity of one of the parents.

Persons over the age of 18 who do not have identity documents of a citizen of the Republic of Kazakhstan and permanent registration until they reach the age of majority in the republic, apply to city and district police departments with an application for determining their citizenship and identification.

An authorized employee checks their application, upon completion of which they are issued a certificate of form-13, which is the basis for making a decision on documenting with a passport and identity card of a citizen of the Republic of Kazakhstan.

The following citizens are exempt from the payment of national duty for obtainment of passport and national ID of the RK

  • Heroes of the Soviet Union, heroes of socialist labour;
  • Individuals decorated with the Order of Glory (three categories) and Order of Labour Glory (three categories), "Altyn Kyran", "Otan" and  who have a title of "Khalyk Kaharmany", "Kazakhstanin Yenbek Yeri";
  • Mothers of large families decorated with "Altyn Alka", "Kumis Alka" pendants as well as “Mother-Heroine” title;
  • Participants of the Great Patriotic War and individuals equated to them decorated with the Soviet orders and medals for selfless labour and impeccable military service in the rear during the Great Patriotic War; individuals, who served no less than six months in the period June 22, 1941 to May 9, 1945 and were not decorated with the Soviet orders and medals for selfless labour and impeccable military service in the rear during the Great Patriotic War; disabled people and one of a parents of  person disabled from childhood;
  • Elderly people living in medical and social organizations for the elderly and disabled people; orphans and parentless children who are on a complete state provision and live in orphan asylums and (or) boarding schools;
  • Citizens suffered as a consequence of the Chernobyl disaster.

National ID replacement due to change of surname after marriage or divorce

The identity card is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation.

The cost of the state duty for issuance of the certificate is 0.2 MCI

The registration period is 15 working days.

  • Up to 3 working days - 1 771 tenge.

For other regional centers:

When it is necessary to replace the ID card in connection with a change of surname after the conclusion or dissolution of marriage, it is necessary to apply to any branch of NJSC GC "Government for Citizens" within one month from the date of conclusion or dissolution of marriage. (PSC) with the following documents:

  • certificate to be replaced;
  • marriage certificate;
  • certificate of a change of identity (if applicable);
  • legally enforceable court judgement dissolving the marriage;
  • receipt of payment of the state duty (cost - 0.2 MCI) or a document confirming the exemption from payment of the state duty.

Replacement of the ID card on request, in connection with the modification of documents according to the new technology of their production

The identity card is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation.

The cost of the state duty for issuance of the certificate is 0.2 MCI

The registration period is 15 working days.

for Astana, Almaty, Shymkent and Aktobe:

  • Up to 1 working day - 3 372 tenge;
  • Up to 3 working days - 1 771 tenge.

For other regional centers:

  • Up to 3 working days - 3 372 tenge;

In case you have not yet replaced your old ID card with a new one and have expressed your wish to do so, you can apply to any branch of NJSC GC "Government for Citizens" (PSC).

In case you have contacted the PSC, you must provide it:

  • identification card to be replaced;
  • a receipt for the payment of the state fee (cost - 0.2 MCI) or a document confirming the exemption from the state fee.

For other reasons, such as: obtaining an ID card in connection with reaching the age of 16, a change of name, loss or other reasons, the service is provided only through a PSC.

National ID has to be obtained by each Kazakhstani citizen upon reaching the age of 16.

For this purpose it is necessary to apply to any branch of NJSC GC "Government for Citizens" (PSC) with the following documents:

  • Birth Certificate;
  • Passport of a citizen of the Republic of Kazakhstan (if any);
  • ID card of one of the parents. If the child was born abroad and one of the parents is a foreigner, his or her notarial consent to the execution of the passport of the citizen of the Republic of Kazakhstan is additionally required;
  • A receipt of payment of the state duty (cost - 0.2 MCI) or a document confirming the exemption from payment of the state duty.

What is the national ID and what is it needed for

Citizens of the Republic of Kazakhstan permanently residing on its territory should have the national ID as it is a main document certifying identity. The document is issued to citizens for 10 years upon reaching the age of 16.

The national ID is used in a variety of spheres. Without it a citizen won`t be able to obtain public services, services in banks and other organizations, make transactions and etc.

Residence of the Republic of Kazakhstan citizens without the national ID or with an invalid national ID for the period from 10 days to 1 month entails notification.  Upon the expiry of the period, a citizen is subject to administrative liability and is to pay a fine in the amount of 7 MCI. The similar violation committed repeatedly within one year entails a fine in the amount of 13 MCI.

The national ID contains the following information:

  • Full name
  • Date of birth
  • Nationality
  • Photograph
  • National ID number
  • Place of birth
  • IIN
  • Who issued the document
  • Expiry date 

National ID replacement due to change of name/surname/patronymic according to national traditions

The identity card is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation.

The cost of the state duty for issuance of the certificate is 0.2 MCI

The registration period is 15 working days.

Individuals of Kazakh ethnicity can apply with request to change surname and patronymic by submitting an application in no particular format to “Government for Citizens” Public Corporation with indication of the desired surname, patronymic in Kazakh or Russian (excluding non-native Kazakh affixes in surnames and patronymics).     

The following documents should be submitted to PSC:

  • Statement;
  • Birth certificate;
  • National ID that is subject to replacement;
  • receipt on the payment of national duty (0,2 MCI) or document certifying exemption from the payment of national duty.

If national ID was lost or stolen

In case if national ID was lost or stolen, you can apply to any branch of “Government for Citizens” Public Corporation and submit the following documents.

In case of loss:

  1. Written application to restore the document, where you should indicate circumstances of loss;
  2. Receipt on the payment of national duty (0,2 MCI) or document certifying exemption from the payment of national duty;
  3. Passport of the Republic of Kazakhstan citizen (if available).

In case of theft:

  1. Notification coupon from the prosecuting authority that received the report of the theft or stealing of the identity card;
  2. Receipt on the payment of national duty (0,2 MCI) or document certifying exemption from the payment of national duty;
  3. Passport of the Republic of Kazakhstan citizen (if available).
