Obtainment of passport of the Republic of Kazakhstan

Passport of the Republic of Kazakhstan citizen is a document certifying identity and citizenship both on the territory of Kazakhstan and outside the country. The document is needed to travel abroad.

In this material, we will tell what is passport, how to obtain it and replace or restore it in case of loss.

 

 

Who is exempt from payment of national duty for issuance of passport?

  • Heroes of the Soviet Union, heroes of socialist labour;
  • Individuals decorated with the Order of Glory (three categories) and Order of Labour Glory (three categories), "Altyn Kyran", "Otan" and  who have a title of "Khalyk Kaharmany", "Kazakhstanin Yenbek Yeri";
  • Mothers of large families decorated with "Altyn Alka", "Kumis Alka" pendants as well as “Mother-Heroine” title;
  • Participants of the Great Patriotic War and individuals equated to them decorated with the Soviet orders and medals for selfless labour and impeccable military service in the rear during the Great Patriotic War; individuals, who served no less than six months in the period June 22, 1941 to May 9, 1945 and were not decorated with the Soviet orders and medals for selfless labour and impeccable military service in the rear during the Great Patriotic War; disabeled people and one of a parents of  person disabled from childhood;
  • Elderly people living in medical and social organizations for the elderly and disabeled people; orphans and parentless children who are on a complete state provision and live in orphan asylums and (or) boarding schools;
  • Citizens suffered as a consequence of the Chernobyl disaster.

In which cases you can leave an old passport when obtaining a new one?

If a citizen has a valid foreign country visa in passport, the passport won`t be withdrawn upon citizen`s application.

In this case, the invalid passport is to be repaid (by punching a hole in one of the sides of the passport).

How to obtain the passport upon reaching the age of 16

The passport is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation (PSC).

The cost of the state duty for issuance of the certificate is 8 MCI

The registration period is 15 working days.

for Astana, Almaty, Shymkent and Aktobe:

  • Up to 1 working day - 3 372 tenge;
  • Up to 3 working days - 1 771 tenge.

For other regional centers:

  • Up to 3 working days - 3 372 tenge;
  • Up to 5 working days - 1 771 tenge.

For regional cities:

  • Up to 7 working days - 678 tenge.

 

To obtain the passport upon reaching the age of 16, a citizen needs to apply to any branch of “Government for Citizens” Public Corporation (PSC) and submit the following documents:

  • national ID;
  • receipt on the payment of national duty (8 MCI) or document certifying exemption from the payment of national duty.

How to obtain the passport for children under 16 years old

The passport is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation (PSC).

The cost of the state duty for issuance of the certificate is 4 MCI. (from January1. 2024.)

The registration period is 15 working days.

for Astana, Almaty, Shymkent and Aktobe:

  • Up to 1 working day - 3 372 tenge;
  • Up to 3 working days - 1 771 tenge.

For other regional centers:

  • Up to 3 working days - 3 372 tenge;
  • Up to 5 working days - 1 771 tenge.

For regional cities:

  • Up to 7 working days - 678 tenge.

From January 1, 2024, the state fee for issuing a passport of a citizen of the Republic of Kazakhstan with a volume of 24 pages (for children under 16 years old) it will amount to 4 MCI.

To obtain the passport for children under 16 years old, parents should apply to any branch of “Government for Citizens” Public Corporation and submit the following documents:

  • national ID of one of the parents. If a child was born abroad and one of the parents is a foreigner, his/her notarized consent for the issuance of passport should also be submitted;
  • childbirth certificate;
  • receipt on the payment of national duty (4 MCI).

Child`s presence at PSC is compulsory.

Is there any responsibility for an expired passport?

Passport of the Republic of Kazakhstan citizen is issued optionally irrespective of age. Thus, it is a citizen`s right to decide whether to obtain a new passport or not. The administrative legislation does not provide liability for an expired passport.

Replacement of the passport upon request, in connection with the modification of documents according to the new technology of their production

The passport is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation (PSC).

The registration period is 15 working days.

In case you have not yet replaced your old passport with a new one and have expressed your wish to make a replacement, you can apply to any branch of NJSC GC "Government for Citizens" (PSC).

In case you have applied for a PSC, you must provide it:

  • passport to be replaced;
  • a receipt for the payment of the state duty (cost - 8 MCI) or a document confirming the exemption from the state duty payment.

In the event of other reasons (obtainment of passport for the first time, replacement of passport due to change of name/surname/patronymic, loss, etc.) the service is provided via PSC only.

If passport was lost or stolen

The passport is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation (PSC).

There can be situations, when you can lose your documents or they might be stolen from you.

In case of passport loss you can apply to any branch of “Government for Citizens” Public Corporation and submit the following documents:

  1. Written application to restore the document, where you should indicate circumstances of loss;
  2. Abstract on the theft of the document from District Office of Internal Affairs (in case of documents were stolen);
  3. Receipt on the payment of national duty (8 MCI) or document certifying exemption from the payment of national duty;
  4. National ID (if passport was lost).

If the passport was lost outside Kazakhstan, citizens need to apply to consular offices of the RoK where they can obtain a certificate of return to the RoK, which can also be used to travel across the country to the place of residence.      

After arrival, a citizen needs to apply to an authorized agency without delay to restore passport.

Passport replacement due to change of name/surname/patronymic according to national traditions

The passport is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation (PSC).

The registration period is 15 working days.

Individuals of Kazakh ethnicity can apply with request to change surname and patronymic by submitting an application in no particular format to “Government for Citizens” Public Corporation with indication of the desired surname, patronymic in Kazakh or Russian. Thus,  unnatural to the Kazakh language affixes such as “-ov, -ova”, “-ev,eva”, “-in,-ina” are excluded whereas root of surname and patronymic is preserved, also instead of unnatural to the Kazakh language affixes, such words as “uly” or “kyzy” are added to patronymic depending on the gender.      

It is necessary to have the following documents with you at the PSC:

  • Certificate of name change (if any);
  • Birth certificate;
  • ID card;
  • Passport to be replaced;
  • A receipt for the payment of the state duty (cost - 8 MCI) or a document confirming the exemption from the state duty payment.

Passport replacement due to change of surname after marriage or divorce

The passport is issued by the Ministry of Internal Affairs of the Republic of Kazakhstan through the branches of the “Government for Citizens” Public Corporation (PSC).

The registration period is 15 working days.

To change passport due to change of surname after marriage or divorce, you need to apply to any branch of “Government for Citizens” Public Corporation and submit the following documents:

  • passport that is subject to replacement;
  • marriage/divorce certificate;
  • receipt on the payment of national duty (8 MCI) or document certifying exemption from the payment of national duty.

What is passport of the Republic of Kazakhstan citizen

Passport of the Republic of Kazakhstan citizen is a brochure of 88x125 mm in size with rounded corners that consists of cover, flyleaves glued to cover and  12 sheets (24 pages), 18 sheets (36 pages), 24 sheets (48 pages).

The passport`s cover is in a colour of the State Flag of the Republic of Kazakhstan. In its center, the coat of arms of Kazakhstan is embossed with golden foil. Also, the cover has such inscriptions as “Republic of Kazakhstan” (KAZ Қазақстан Республикасы) and “Passport” (KAZ Паспорт) in Kazakh and English.

The passport contains the following information about a citizen:

  1. surname, name;
  2. date and place of birth;
  3. gender;
  4. nationality;
  5. citizenship;
  6. photograph;
  7. name of authority that issued the document;
  8. date of issuance, document number, validity term;
  9. owner`s signature.

Also, the following entries and marks are made in passport:

  • foreign country visa;
  • mark on boundary crossing made by border control post.

The passport is issued for 10 years to citizens at their request regardless of age.
