Implementation of an electronic medical examination system.  In order to switch to paperless document circulation in the healthcare system, another project, "Electronic system of medical examination" (further - ESMO), is being implemented. Establishing the fact of the use of psychoactive substances and the state of intoxication requires high qualifications of medical specialists and strict adherence to diagnostic standards. In addition, a medical examination is associated with a number of  legal problems, that is, in most cases, there are legal proceedings related to the results of a medical examination.
Such cases will increase the importance of introducing an electronic medical clearance system. ESMO communicates with the medical information system (KIIS). The conclusion of the survey enters the passport of citizens' health. The project does not require financial resources and within the framework of the project this system is located in 8 district centers and the regional center for mental health.
