The conclusion of the SAC to the Government's Report on Budget Execution for 2024 was reviewed by the Mazhilis of the Republic of Kazakhstan

At the plenary session of the Mazhilis of the Republic of Kazakhstan, the main findings of the Conclusion of the Supreme Audit Chamber on the Government's Report on the Execution of the Republican Budget for 2024 were presented. The document was thoroughly reviewed by the deputies of the lower house of Parliament.

In April 2024, the state planning system was updated again, but the central government agencies were unable to promptly adapt their development plans to it. As a result, 7 key national indicators and 20 target indicators in the development plans of government agencies were not achieved.

The 2024 revenue forecast was reduced by 2 trillion tenge from the original plan, but it was still not fulfilled by 609 billion tenge.

Despite the increase in the number of tax audits, the percentage of tax collection decreased by more than 2 times. Monitoring of 249 large taxpayers is haphazard, as a result, the amount of additional contributions amounted to 643 million – only 0,01% of the total revenues of large entities. In general, in 2024, tax collection decreased by 4,7% compared to the level of 2023.

These factors force us to increase not only borrowings, but also to increase the volume of transfers from the National Fund. In 2024– this is 5.6 trillion tenge. In general, the level of assets of the National Fund to GDP decreased by 7 percentage points compared to 2023. The goal of keeping the budget deficit in the range of 2.6% of GDP has not been achieved. The established limit of the non-oil deficit has also not been met, the absolute amount of which amounted to 10.8 trillion tenge.

In 2024, changes were made to budget expenditures 13 times, with 40% of the adjustments occurring in the 4th quarter. 112 budget investment projects worth 56 billion tenge were excluded from the financing plan: facilities in the field of gas, water and electricity supply, engineering and communication infrastructure, etc. After budget adjustments, 96 infrastructure projects worth 58 billion tenge were included in the second half of the year. However, in terms of directions, they are similar to those that were excluded earlier.

The pace of implementation of the Comprehensive Privatization Plan for 2021-2025 has decreased: in 2024, only 14 facilities were implemented.

As a positive development, the volume of funding for the quasi-public sector from the republican budget decreased by almost 29% in 2024. However, there are still instances of poor asset management.

For example, the Baiterek Holding Group delayed the delivery of preferential resources to recipients. The selection process for projects was not transparent enough, as projects were supported that either did not meet the stated KPI or did not have any counter-obligations.

The Samruk-Kazyna Fund canceled and suspended the implementation of 13 mining, metallurgical and industrial projects with a total value of 239 billion tenge.
