The deadline for issuing "paper" passports for self-propelled vehicles and other types of equipment has been extended in the EAEU
Since June 27, 2016, an Agreement on the introduction of uniform forms of vehicle passports and passports of self-propelled vehicles and other types of equipment and the organization of electronic passport systems has been in force within the EAEU.
This Agreement was adopted in order to create effective conditions for the free circulation of vehicles within the EAEU, simplify the relevant procedures for moving, buying and selling and other legal actions related to vehicles, as well as strengthen control over their movement across the customs borders of the EAEU.
From November 2, 2022, it was necessary to ensure the release into circulation of self-propelled machines and other types of equipment (tractors, road, construction, warehouse, etc. equipment) only with the issuance of an electronic passport.
Due to the lack of integration of the systems of national operators of the EAEU member states, it was not possible to proceed to the registration of a digital passport by the specified deadline.
In order to smooth out the multi-speed information readiness of the EAEU member states, as well as to ensure the free circulation of self-propelled vehicles and other types of equipment on the EAEU market, on November 3, the Commission Board extended the deadline for the transition to issuing only electronic passports for Armenia, Belarus, Kazakhstan and Kyrgyzstan until December 15 this year.
The Russian Federation has started issuing only electronic passports for the above-mentioned equipment since November 2 of this year.
At the same time, self-propelled vehicles and other types of equipment imported into the Russian Federation with "paper" passports are allowed to be registered until December 15 this year.
Today, in order to ensure full-fledged information interaction, the Republic of Kazakhstan, together with colleagues from the EAEU member states, is working on the issue of extending the transition period to electronic passports for June 1, 2023.

New approaches to recruitment in the EEC
Under the chairmanship of Senate Speaker Maulen Ashimbayev, a plenary session of the Senate of the Parliament of the Republic of Kazakhstan was held, during which the deputies considered and adopted the Law
«On Ratification of the Protocol on Amendments to the Treaty on the Eurasian Economic Union of May 29, 2014 in terms of clarifying the mechanism for the formation of the personnel of the Eurasian Economic Commission».
It is important to note that the amendments were proposed by the Republic of Kazakhstan.
As Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin noted: «These amendments are aimed at improving approaches to the formation of the personnel of the Eurasian Economic Commission.
For example, it is proposed to synchronize the employment contracts of officials with the term of work of the Members of the Board (Ministers) The Commission provides for mandatory accounting of the Commission of the results of national qualification selections of candidates held in the EAEU countries and the transfer of ordinary Commission employees from indefinite employment contracts to 5-year contracts.
The implementation of the amendments will allow updating the staff of the EEC, including strengthening the representation of Kazakhstan and the ability to rotate,» Serik Zhumangarin explained.
The issue of diversification of transport directions in the EAEU perimeter was discussed at the Council of the Eurasian Economic Commission
On September 23, at a regular meeting of the Council of the Eurasian Economic Commission in Moscow, they discussed and made decisions on a number of important issues for the EAEU member states. The Kazakh delegation was headed by Deputy Prime Minister - Minister of Trade and Integration Serik Zhumangarin.
The agenda of the meeting consisted of 60 issues affecting the areas of public procurement, mutual trade, technical, customs and tax regulation, sanitary and phytosanitary control, industry, energy, as well as international cooperation.
One of the significant issues aimed at diversifying trade routes in the EAEU perimeter was raised by the Kazakh side. This is the adoption of the documents necessary for the entry into force of the Agreement on Navigation. This document was signed in 2019 in Almaty within the framework of the meeting of the Eurasian Intergovernmental Council. Later, the Agreement was ratified in Kazakhstan, Armenia, Kyrgyzstan and Russia. The Agreement on shipping is of strategic importance for Kazakhstan's fleet to enter the open sea. Today, cargo from ports on the Black Sea to Kazakh ports is delivered in transit via the Volga-Don Shipping Channel. The Agreement on Shipping will serve to stimulate the transit potential of the ports of Aktau and Kuryk along the Trans-Caspian International Transport Route and the transportation of goods along the inland waterways of the Russian Federation to the ports of the Black and Mediterranean Seas, and will also provide an opportunity for a simplified procedure for passage through the inland waterways of Russia.
"The development of river navigation will make it possible to diversify traditional trade routes, opens up new opportunities for Kazakh exports along with other traditional modes of transport," Serik Zhumangarin said, adding that the implementation of the agreement will also reduce the time for obtaining approval for passage through the inland waterways of the Russian Federation from 6 months to 10 days.
Also, the Minister of Trade of Kazakhstan proposed to speed up the coordination of the necessary documents.
During the meeting of the EEC Council, among other issues, it was decided to extend the validity period of the duty-free import limit of goods in the amount of 1,000 euros purchased by individuals in the framework of online commerce until April 1, 2023.
The parties agreed to hold a regular meeting on October 7 this year in videoconference mode.
The draft Law aimed at ratification of the Agreement on Principles and Approaches of Harmonization of State Control has been approved
A plenary session of the Majilis of the Parliament of the Republic of Kazakhstan was held today, where deputies approved a draft law aimed at ratifying the Agreement on Principles and Approaches for state Control (Supervision) over Compliance with the Requirements of the Technical Regulations of the EurAsEC in order to harmonize the legislation of the EurAsEC member states in this area.
This Agreement provides for the procedure for considering disputes if the authorities of one country disagree with the results of state control of another country in order to prevent the creation of barriers to mutual trade, as well as the creation of a register of non-conforming products and information interaction through an information system.
In general, the ratification of the Agreement is aimed both at preventing the spread of non-conforming products and at removing technical barriers during illegal inspections in the EurAsEC countries.
At the same time, the Agreement initially takes into account all the requirements of the current legislation, and therefore, its ratification will not entail changes to the laws of the Republic of Kazakhstan.
The basic principles of the Agreement are:
presumption of good faith of legal entities and individual entrepreneurs;
transparency of the activities of state control (supervision) bodies;
the inadmissibility of carrying out inspections of compliance with the same mandatory requirements established by the technical regulations of the EAEU with respect to one legal entity or individual entrepreneur by several state control (supervision) bodies of the member state;
compliance with the rule of law in the appointment and conduct of measures for state control (supervision), making decisions on their results, etc.
The member States, in order to organize state control (supervision) and prevent the release into circulation and circulation on the territory of the EAEU of products that do not meet the requirements of the technical regulations of the EAEU, will ensure the interaction of state control (supervision) bodies by systematically exchanging information, organizing the exchange of experience in conducting state control (supervision).
The Eurasian Intergovernmental Council approved the list of priority infrastructure transport projects in the EAEU countries
At the meeting of the Eurasian Intergovernmental Council held on August 25-26 in Cholpon-Ata (Kyrgyzstan), the issue of financing industrial cooperation in the EAEU was discussed. The Prime Ministers of the participating countries agreed on the need for further development of industrial cooperation. The Eurasian Economic Commission has been instructed, together with the governments of the EAEU member states, to prepare and submit proposals on mechanisms and sources of financing for consideration by the Eurasian Intergovernmental Council in the fourth quarter of 2022.
- Industrial cooperation is one of the main tasks to which we must pay close attention. The heads of State of our countries have repeatedly noted the need to create conditions for the development of joint projects for the production of liquid products. It is important to work out the issues of possible sources of concessional financing of such facilities," Serik Zhumangarin, Acting Deputy Prime Minister and Minister of Trade and Integration of the Republic of Kazakhstan, commented on the results of the discussions.
During the meeting of the heads of government of the EAEU member states, a list of priority infrastructure transport projects in the countries of the Eurasian Economic Union was approved.
The list includes 7 projects of states aimed at developing Eurasian transport corridors and routes and strengthening transit potential within the EAEU.
Kazakhstan has included in the list a project for the reconstruction of Kazakhstani sections of the M-32 highway belonging to the international transport route "Europe - Western China".
- During the discussion, the list was adjusted. Projects that have a positive effect on the development of the transit potential of the entire Union have been preserved," Serik Zhumangarin explained.
For reference: List of priority integration infrastructure projects in the field of transport of the EAEU member states:
RA: Investment program of the North-South road corridor, the fourth stage (Tranche 4);
RK: Reconstruction of Kazakhstan sections of the M-32 highway related to the international transport route "Europe - Western China";
RB: Reconstruction of the highway M-1/E30 Brest (Kozlovichi) - Minsk - border of the Russian Federation (Radishes);
RB: Reconstruction of the highway M-10 border of the Russian Federation (Selishche) - Gomel - Kobrin;

At the meeting in Cholpon-Ata, the heads of the EAEU government also discussed the conditions of taxation in electronic commerce of goods sold by individuals.
The next meeting of the Intergovernmental Council will be held on October 20-21 in Yerevan (Armenia).
Kazakhstan is ready to introduce protective measures against alcohol imports from the EAEU
During the Eurasian Intergovernmental Council held on August 25-26 in Cholpon-Ata (Kyrgyzstan), the Prime Ministers of the EAEU member states discussed the formation of a common alcohol market within the framework of the Eurasian Economic Union. The document aims to eliminate barriers that are established by individual EAEU states for imports from other EAEU member states.
- The work on the document has been going on for more than 10 years. But we still cannot reach consensus on some positions. We insist on the abolition of the institution of a special reporter, which currently exists in Belarus and is an insurmountable barrier to goods from Kazakhstan and other EAEU countries. The Belarusian side proposes to introduce quotas for its alcohol imports. But our position on this position is also negative. We insist on the complete elimination of the barrier for alcoholic beverages throughout the Eurasian Union," Acting Deputy Prime Minister-Minister of Trade and Integration Serik Zhumangarin commented on the results of the meeting in Cholpon-Ata.
According to statistics, in the domestic market of alcoholic beverages of Kazakhstan for the 1st half of this year, compared with the same period last year, imports increased by 15.7% (from 18.5 to 21.4 million US dollars).
The volume of imports of alcoholic beverages from the Russian Federation increased by 31.9% and amounted to 14.9 million US dollars, from the Republic of Belarus – by 7.7%, amounting to 2.8 million US dollars.
At the same time, exports from Kazakhstan to the EAEU countries decreased by 24.8% and amounted to only $ 10 million (in Russia – $ 10 million, Kyrgyzstan – $ 0.02 million). Exports to the Republic of Belarus are zero.
- We get a situation where partner countries are increasing alcohol exports to Kazakhstan, which fully fulfills its obligations under the EAEU and ensures the free movement of goods. Our government has the opportunity to introduce "mirror" measures to goods in case of discrimination of our goods. The partners know Kazakhstan's position that in case of refusal to exclude restrictions, Kazakhstan intends to develop a set of retaliatory measures to protect the domestic market," Zhumangarin summed up.
The parties agreed to continue discussions to find compromise solutions. The issue will again be submitted to the next meeting in October this year.

Kazakh batteries will be able to participate
in public procurement of the EAEU countries
48 goods of the Kazakh manufacturer Kainar-AKB LLP are included in the Eurasian Register of industrial goods of the EAEU Member states (hereinafter-the Register). This provides the-equal conditions when conducting public procurement of the EAEU member states.
Recall that on January 12 of this year, the Rules for determining the country of origin for certain types of goods for the purpose of their free participation in public procurement of the EAEU countries (hereinafter - the Rules) came into force. The Rules include requirements for the conditions of production of goods 10 industries. The general requirements for the production of lead batteries were determined in May of this year.
To participate in public procurement of the EAEU countries, manufacturers of the member states must comply with the general Rules and be included in the Register.
To be included in the Register, a Kazakhstan’s manufacturer must obtain an expert certificate from Expert organizations. After that, the manufacturer applies to the Ministry of Industry and Infrastructure Development to include the product in the Register. In turn, the MIID sends an application to the EEC, where the conformity of documents is checked and this product and the manufacturer are included in the Register.
The presence of products in the Register allows Kazakhstan’s manufacturers to freely participate in public procurement of the EAEU countries.
It is important to take into account that common criteria for goods in participating in public procurement contribute to the favorable development of cooperative industries and allow them to compete with the producers of the EAEU on equal terms. Therefore, experts of the EAEU countries with the participation of business communities continue to form general production conditions for new types of goods to include them in the Rules. In this regard, we invite manufacturers to actively participate in negotiations with the aim of including products in the Register.
Information about the products included in the Register can be viewed at the link: erpt.eecommission.org.
