The Samar district with its center in the village of Samarskoye was formed as part of the Semipalatinsk district on January 17, 1928 from part of the Timofeevskaya volost of the Bukhtarminsky district, part of the Kokpektinsky volost of the Zaisan district, part of the Bukonsky volost of the Ust-Kamenogorsk district of the Semipalatinsk province. It included 24 village councils (Alexandrovsky, Batinsky, Bratsky, Bukonsky, Kaznakovsky, Kokpektinsky, Malorossiysky, Marinogorsky, Menovnovsky, Mirolyubovsky, Moscow, Novo-Arkhangelsky, Olegovsky, Panteleimonovsky, Petropavlovsky, Podgorny, Preobrazhensky, Prokhladnensky, Rozovsky, Samara, Slavyansky , Timofeevsky, Chigileksky, Chistoyarsky)
By a decree of the All-Russian Central Executive Committee of July 23, 1930, the district division was eliminated in the Kazak Autonomous Soviet Socialist Republic and a district division was introduced, which was based on enlarged districts. In this regard, the Samara district was abolished, and its territory became part of the Kokpektinsky and Kurchumsky districts, which had direct republican subordination since December 17, 1930.
On January 9, 1935, due to the disaggregation of the Kokpekty and Kurchum districts, the Samara district was re-formed (approved by the All-Russian Central Executive Committee on January 31, 1935) [5] as part of the East Kazakhstan region that existed since February 20, 1932, which consisted of 15 village councils: Aleksandrovsky, Batinsky, Zhanalinsky, Koznakovsky, Kokzhurinsky, Krasnopartizansky, Kuladzhurinsky, Malorossiysky, Marinogorsky, Mechetsky, Mirolyubovsky, Moscow, Panteleimonsky, Podgornensky, Samara (approved by the resolution of the East Kazakhstan Regional Executive Committee of February 24, 1935).
By the Decree of the Presidium of the Supreme Soviet of the Kazakh SSR dated August 13, 1954, some of the village councils were united: Kokzhurinsky, Zhanalinsky, Kaznakovsky - into Kaznakovsky, Kuladzhurinsky and Krasnopartizansky - into Krasnopartizansky, Moscow and Marinogorsky - into Marinogorsky, Batinsky and Podgornensky - into Podgornensky, Aleksandrovsky and Samara - to Samara.
As part of the administrative-territorial reform to divide districts into industrial and rural, by decree of the Presidium of the Supreme Council of the Kazakh SSR dated January 2, 1963, the Samara rural district was formed consisting of eight village councils - Kaznakovsky, Krasnopartizansky, Malorossiysky, Marinogorsky, Mirolyubovsky, Podgornensky, Samara, Chkalovsky and one village council - Palatsinsky.
By the decision of the East Kazakhstan Regional Executive Committee of May 17, 1972, the Malorossiysk and Marinogorsk village councils were merged into the Marinogorsk village council.
By the decision of the East Kazakhstan Regional Executive Committee of October 22, 1976, the Bastaushinsky Village Council was formed and the Podgornensky Village Council was abolished.
By decree of the President of the Republic of Kazakhstan dated May 23, 1997, the Samara district was abolished, its territory became part of the Kokpektinsky district.
On May 4, 2022, by decree of the President of Kazakhstan Kassym-Zhomart Tokayev, the Samara district with its center in the village of Samarskoye was again separated from the Kokpektinsky district.
