Digitalisation has simplified enrolment in kindergartens, schools, universities and dormitories, as well as streamlined processes in healthcare, social protection and registration services. The Republic of Kazakhstan ranks first among the CIS countries in the UN Online Services Index (OSI), which assesses the quality of online services provided by governments with an emphasis on accessibility, content and level of interaction between the states and citizens.

In September 2024, Kazakhstan ranked 24th among 193 countries in the UN E-Government Development Index (EGDI), which assesses the development and effectiveness of e-government taking into account online services, telecommunications infrastructure and human capital.

«National Information Technologies» JSC

Established in 2000, the Company is e-Gov infrastructure operator. In other words, the Company is responsible for continuous operations for such portals as:  egov.kz portal, e-license portal. Also, the Company provides technical support of information systems for Citizen Service Centers and national databases.

Also, NIT JSC supports and develops interdepartmental and standard information systems for government agencies. Moreover, the Company`s experts deliver technological and methodological support when creating and operating departmental systems and information resources.

International Technological Park of IT Startups «Astana Hub»

International “Astana Hub” IT Startups Technological Park is a key component in creating innovative ecosystem in Kazakhstan. The company was established in 2018. Today, it`s a single platform to support IT startups in Kazakhstan. Acceleration programs and incubation projects of startup teams were launched in the Hub. Apart from financing, innovators get an opportunity to become partners with domestic and international organizations.

Today, “Astana Hub” is becoming a single digital and physical platform for startup teams, IT companies, investors and other players, which should positively impact on boosting the development of major technological companies in Kazakhstan. Also, the Hub is to become a kernel and driver for innovations development in Kazakhstan, and also the center for development of technological business recognized at an international level.

NP JSC State Corporation «Government for Citizens»

Established in 2016, the corporation delivers public services based on the one stop-shop principle via Citizen Service Centers. Out of 740 public services indicated in the register, the corporation delivers 635 (85.58%). Today, 329 Citizen Service Centers operate in Kazakhstan, which are equipped with everything that is required for convenient servicing of Kazakhstani and foreign citizens.  

Also, 17 Digital Service Centers were established in the country under the digital development program, where each citizen can learn how to work with e-Government portal and obtain public services unassisted.

«National Radio-Frequency Service» RSE in the COEC

The organization was established in 2018. The Service`s experts control the quality of communication services, including the quality of TV and radio channels.  Also, the experts provide operation of subscriber`s mobile communication devices` identification codes and centralized database of subscribers` numbers. 

The key area is international and legal protection of orbital and frequency resource reserved for Kazakhstan. It is a matter of principle for operation of domestic “KazSat” communication and broadcasting system.

Moreover, the Service monitors radio-frequency spectrum and detects radio-electronic equipment and high-frequency devices operation of which violates Kazakhstani legislation.

«Digital Government Support Center» RSE on REM

On February 4, 2022, on behalf of the President of the Republic of Kazakhstan, the «Digital Government Support Center» RSE on REM was created, which acts as a methodological and coordinating (think tank) core to support project management processes, reengineer business processes of state bodies, and review draft regulatory legal acts for «digitization».

The Center was established as a result of the reorganization of the «Institute of Applied Mathematics», which was established by the Decree of the Cabinet of Ministers of the Kazakh SSR No. 564 of September 26, 1991, in Karaganda on the basis of the Department of Applied Mathematics of the Institute of Mathematics and Mechanics of the Academy of Sciences of the Kazakh SSR.

Also, by Decree of the Government of the Republic of Kazakhstan dated May 25, 2022 No. 337, the Center is defined as a «service integrator».

Artificial Intelligence Ecosystem:

The NAIP creation objectives include the formation of a unified ecosystem for AI development, data collection and analysis automation, and public administration improvement. The project is aimed at improving the quality of service provision and strengthening the Kazakhstan's position in the international arena in the field of artificial intelligence.

 

EDS (E-Digital Signature) systems:

National Certification Authority of the Republic of Kazakhstan - NCA of the RK

Provides means of e-digital signature and registration certificates to natural persons or legal entities for generation of e-documents in tpublic and non-public information systems. Was officially established on October 29, 2008.

Certification center of public bodies of the Republic of Kazakhstan - CC PB of the RK

Certification center of public bodies of the Republic of Kazakhstan is a certification center that serves public bodies, officials of public bodies in information systems and other public information resources of public bodies of the Republic of Kazakhstan. Was officially launched in 2020.

Root Certification Center of the Republic of Kazakhstan - RCC of the RK

The Root Certification Center of the Republic of Kazakhstan is an information system designed to build a hierarchical interaction model between certification centers of the Republic of Kazakhstan, as well as a public keys secure system to verify e-digital signatures, protect communication channels (key encryption) and authenticate in e-document management systems, e-commerce, trade, etc., that require secured protection of e-transactions and data access via Internet and other networks. Was officially launched in 2015.

Trusted Third Party of the RK - TTP of the RK

This is an information system that within the framework of cross-border interaction, confirms the authenticity of a foreign e-digital signature and an e-digital signature issued on the territory of the Republic of Kazakhstan. Was officially launched on November 23, 2012, as part of the "National Gateway" project.

The "E-government" Portal - eGov.kz

With its help, the one can receive certificates online, prepare documents, submit applications, track the status of enquiries and interact with various public systems with no need to visit the public bodies. Was officially launched on April 12, 2006.

 

A mobile application of e-government - eGov mobile

The mobile application of E-Government "eGov Mobile" is an updated ecosystem of eGov.kz, which provides access to public services directly from mobile devices. Thanks to the mobile application eGov Mobile, citizens can quickly and conveniently receive public services without leaving home, using all the capabilities of digital government on their smartphones. Was launched in two stages: In 2012, the first version was released under the name mGov. On October 2, 2019, an updated version was introduced as eGov Mobile.

 

The "E-licensing" portal - e-License

 

The image displays the official logo of the electronic licensing portal eLicense.kz.The information system "Public Database "E-Licensing" was created with the aim of automating the processes of licensing, permitting documents and ensuring an effective, transparent mechanism for information interaction between government agencies - licensors and business community of the Republic of Kazakhstan. Was launched in pilot mode in 2008.

 

The Open Government - Ashyq

 

The image displays the official logo of the Open Government initiative Ashyq.The main objective of Open Government is to create a transparent and accountable state, expand the rights and opportunities of citizens in governing the state, strengthen the fight against corruption, and use new technologies to improve the efficiency of public governance.

The Open government consists of such components as: open data, open regulatory legal acts, open dialogue, open budgets, and assessment of the effectiveness of public bodies. Was launched in 2015 under the “100 Concrete Steps” national plan.

 

The "E-Government" Gateway - eGov gateway

Was implemented under the 2005–2007 e-government development program.

 

The "E-Government" Payment Gateway - e-Gov pay

 

The image displays the official logo of the e-Government Payment Gateway eGov Pay.The E-Government Payment Gateway is an information system that automates the processes of transferring information on payment proceeds within the provision of paid services rendered in e-form. Was launched in 2010.

 

Unified Notary Information System "E-Notary" - eNotary

The Unified Notary Information System is a software and hardware complex created to ensure the efficient work of notaries and their interaction with republican and territorial notary chambers, with the Ministry of Justice of the Republic of Kazakhstan, as well as to provide the population with high-quality, legal notary services. Was launched in December 2009 in pilot mode in Astana. 

Integrated Public Service Centers Information System - IPSC IS

The IPSC IS is designed to automate a process of services provision to the population (natural persons and legal entities) through a Non-Commercial JSC “State Corporation “Government for Citizens”, as well as relevant ministries and departments. Was developed from 2007. In early 2023, version 2.0 of the system was introduced.

Public Database "Natural persons" - PBD NP

The Public Database "Natural persons" is a unified system for registering and storing information about natural persons of the Republic of Kazakhstan, sufficient for identification and determination of civil status. Was introduced into industrial operation in 2007.

Public Database "Legal Entities" - PDB LE

This is an information system designed to maintain a national register of business identification numbers and ensures the assignment of BINs to legal entities, branches and representative offices in interaction with departmental systems of the National Statistics Bureau of the Agency for Strategic Planning and Reforms of the Republic of Kazakhstan and Public Revenue Committee of the Ministry of Finance of the Republic of Kazakhstan. Was launched in 2007 as part of the e-government program.

Civil Registry Office Information system - Civil Registry Office IS

The Civil Registry Office information system is a system designed to register civil status acts of the population of the Republic of Kazakhstan on certain events (birth, death, marriage/divorce, adoption, establishment of paternity and change of full name), while information about birth and death of natural persons is transferred to the Public Database Natural Persons. Was introduced into industrial operation in 2008.

The National Artificial Intelligence Platform (NAIP) is a centralized infrastructure aimed at supporting public bodies of Kazakhstan in using the capabilities of generative text AI. Was officially launched in 2024.

Platform - eOtinish

The e-Otinish platform is designed to automate a process of filing and processing appeals from natural persons and legal entities, tracking the history and status of submitted appeals, assessing the quality, if necessary, filing a complaint by citizens to the relevant public bodies of the Republic of Kazakhstan, as well as filing a claim in court. Was officially launched on July 1, 2021.

Platform - Qaztech

It is a cloud solution with development, management and security tools. It simplifies the creation, modernization and improvement of information systems. Technologically, the QazTech platform consists of 6 modules: Cloud platform module, Development platform module, Qaztech UI components module, Identity platform module, Qaztech bus module (integration bus), Security platform module. Was officially launched on June 27, 2024.

 

Unified public bodies internet resources platform - UPBIRP (gov.kz)

 

The image displays the official logo of the Unified public bodies internet resources platform UPBIRP — gov.kz.A UPBIRP that united all the websites of local executive bodies and central government agencies into a single and convenient structure and has become a single window for getting information and population interacting with it. The platform is a constructor of more than 3,400 websites, where a public body employee unskilled as a developer can post news in 1 minute and even create a website in 15 minutes through a personal account.  Was launched in pilot mode on June 24, 2020.

An information and analytical system - Smart Data Ukimet

A Smart Data Ukimet is an information and analytical system designed for collection, storage and comprehensive analysis of data accumulated in information systems of public bodies. Was officially launched in pilot mode on May 15, 2025.

 

An information and communication service - Smart Bridge

 

The image displays the official logo of the Smart Bridge information and communication service.Smart Bridge is an information and communication service in the form of a “Service Showcase” platform aimed at simplifying the processes of integrating information systems between public bodies and private businesses, facilitating more efficient information exchange and improving overall transparency and coordination. Was officially launched on December 20, 2019. Full-scale rollout with government agency integration began in January 2020.

 

An operational Information Security Center - OISC

The Operational Information Security Center is a close-knit team of professionals, consisting mainly of analysts, operators and information security engineers, which, regardless of the time of day, 24/7, ensures informational security of information and communication infrastructure of "e-government" and information systems of public bodies connected to the OISC. Was officially launched on March 7, 2019.

Infrastructure:

Regional data processing centers - RDPC

Regional data processing centers had been put into operation in 2013-2014. A phased process of construction, development and implementation of server virtualization technology and "cloud computation" for public bodies and local executive bodies was launched. The main project objective was to provide Hosting and Colocation services of public bodies and local executive bodies. At the present 14 data processing centers of the Company have been operating in the regions, where the Hosting and Colocation services of public bodies and local executive bodies are provided.

Videoconferencing and online broadcasting - VC OB

A video conference is a "live" people communication session, including ordinary speech, exchange of text and visual information in real time using hardware and software of computing equipment. Our company provides video conferencing services for high level officials of the Republic of Kazakhstan, local executive and central public bodies of the Republic of Kazakhstan, provides video conferencing services with the participation of foreign countries, within the CIS, the Eurasian Economic Commission, the Eurasian Development Bank and others.

Data Processing Center - DPC

The main project objective is to create an effective centralized model of IT services provision to public bodies, as well as effective management and development of e-government infrastructure.

 

Unified public bodies transport environment - UPBTE

The terrestrial segment of UPBTE, covering a distributed fiber-optic network in Astana, as well as municipal networks in the regional centers of the Republic of Kazakhstan and Almaty and Shymkent cities. The main public bodies data transmitting network technology is MPLS technology, on the basis of which each public body receives a distributed isolated network. Was officially commissioned on July 4, 2007, in Astana.

A satellite segment of UPBTE covers the entire territory of the Republic of Kazakhstan. The Company's remote terminals support the capacity of return channels from 512 kbit/s to 8 Mbit/s. Modern satellite broadcasting data transmitting standards DVB-S2X ACM are supported. Satellite channels are protected by encryption with a current active license.

A wireless segment of UPBTE covers 179 district centers and 11 cities of regional significance of the Republic of Kazakhstan, with a data transmitting channel capacity from 512 kbit/s to 20 Mbit/s. The communication organization scheme allows district centers to have the capability to transmit data in the direction of regional and republican node.

Smart Data Ukimet project won international competition “Project of the Year” in the Best Analytics and Big Data category. In September 2024, the international competition “Project of the Year” was launched, organized by the professional IT community Global CIO, within the framework of which the Smart Data Ukimet project won in the Best Analytics and Big Data nomination. The competition attracted a record number of applications - 129 projects were submitted for participation this year. The Smart Data Ukimet project became the leader in its nomination.

At the international government summit The World Government Summit, which was held in Dubai in February 2017, mGov was awarded the First World Govtechineers Race-2017 for the development and implementation of e-government mobile application. As noted by the summit organizers, a mobile application, launched at the end of 2014, had showed a performance and proved its effectiveness in such a short period. The Egov.kz mobile application is implemented on three platforms (Android, iOS, Windows Phone). Today, there are 83 services available in it. Its objective is to create a mobile government platform for services provision to the population via mobile communications.

In May 2017, following the results of international competition of the World Summit on the Information Society WSIS Prizes-2017, three projects were recognized as champions - Electronic Government, Open Government, Single Contact Center 1414. There were 345 projects from different countries of the world that took part in the prestigious WSIS Prizes-2017 competition, of which, based on the results of voting and jury expert assessment, 90 projects were recognized as champions, entering the top five in each category.

The international competition was held in 18 categories. The Electronic Government category included the projects “Electronic Government of Kazakhstan” and “Open Government”, a “Single Contact Center 1414” project had participated in the category “the Role of Public Governance Bodies and All Stakeholders in Promoting the ICT Use for the Development”.
