How to file a complaint against employment agencies and what is the review timeframe?

A complaint against employment agencies (career center, labor mobility center, employment and social programs coordination division) in Kazakhstan can be filed through eOtinish.kz portal, eGov Mobile application, 1414.kz portal, or in writing addressed to the head of the higher authority.

The complaint review timeframe

The timeframe depend on the application type and the need for additional verification:

  • Common complaint: Reviewed within 20 business days from the date of its receipt.
  • Simple appeal (statement, message): reviewed within 15 business days.

Extension: If additional study or verification is required, the head of the body may extend the period, but not more than until 2 months, about which the applicant must be notified within 3 business days.

What the complaint should contain?

According to the law requirements, the document must indicate:

  1. Name of the authority or full name of the official whose actions are being appealed.
  2. Your details: full name, individual identification number, postal address and contact phone number.
  3. The essence of the complaint: situation description, grounds and your requirements.

Date and signature (when submitted via e-Otinish, signed using an electronic digital signature).

How to File a Complaint

  • eOtinish.kz (eGov): The fastest way. Authorization with an EDS is required. The complaint shall be sent to the local executive authority (mayor office) or territorial departments of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.
  • A written appeal: Submit to the higher authority office (for example, to the Employment and Social Programs Coordination division in the case of a complaint against the Career Center) or by mail.
  • Person’s appointment: You can make an appointment with the management of the authority.
