How can a disabled person get employed?

Every person with a disability has the right to employment. It is our task to help these people to do that. 

In this article we will look at how Kazakhstani citizens with disabilities can get a job and what support programmes are available.

Registration on the Enbek.kz portal

1. To register on the portal as an applicant, click "Log in" button in the upper right corner of the homepage.

In the window that opens, click "Registration" button.

Then, a registration form will open, where:

  • In the 'Who are you?' field, select 'Applicant';
  • Register using your e-mail address or mobile phone number;
  • Complete the registration form.
  • Click the "Create an account" button after completing the registration form;

A letter with a link to activate the account or an SMS with a code will be sent to the e-mail address or mobile phone number provided. Check the e-mail address you provided during registration and follow the link in the e-mail to successfully activate your account.

2. The algorithm for registering as a jobseeker on the Electronic Labor Exchange (enbek.kz):

Log in or register on the Portal.

Go to your personal account.

In the "Public Services" tab, select the "Registration as a jobseeker or unemployed" section.

Undergo verification whether you are entitled to get the service.

Fill in your personal details, provide information about your education, work and skills.

Sign an application using one of the signing methods: DS, QR, SMS.

3. The algorithm for registering on the e-Government portal:

Log in to the portal.

Select the service "Registration of job seekers".

Click "Request online" button.

Fill in your personal details, provide information about your education, work and skills.

Sign an application using a DS.

Note! If no work is found within three working days, the person is automatically registered as unemployed.

What are employers' obligations?

An employment contract with a disabled person should include conditions for workplace equipment that take into account his or her individual abilities.

The employers have the following obligations:

  • creating or allocating special jobs for the employment of people with disabilities;
  • offer disabled employees the opportunity to work flexible hours or remotely, where the nature of the job allows;
  • ensuring that employees with disabilities are provided with working conditions in accordance with their individual rehabilitation and habilitation programmes.

Working restrictions for people with disabilities

All restrictions provided for people with disabilities are enshrined in the Labor Code of Kazakhstan and are designed to protect their health and ensure safe working conditions:

  • reduced working hours - no more than 36 hours per week (for people in the first and second groups);
  • employees with disabilities may be assigned to night work only with their written consent, unless a medical certificate prohibits such work for health reasons;
  • overtime work is prohibited;
  • provision of additional paid annual work leave of at least 6 calendar days (for persons in the first and second groups);
  • sending on a business trip - if such work is not prohibited to the disabled person for medical reasons (at the same time, the employee has the right to refuse).

About support for the disabled

Having a disability is not a barrier to employment. The main criteria for recruitment are professional skills, qualifications and the absence of medical contraindications for the performance of work duties.

The following measures are currently available to promote the employment of people with disabilities:

  • provision of intermediary services through public employment services;
  • quota allocation and creation of specialized jobs;
  • short-term training programs for in-demand skills;
  • provision of subsidized jobs, with priority given to people with disabilities.

Where to apply and what documents you need?

In 2023, employment centers were transformed into career centers, which provide employment services by finding suitable jobs.

You can register as a job seeker by visiting a career center at your place of residence or online.

  • a document of education, qualifications, special knowledge or professional training (if available).
