What parents should do to register the child birth abroad?

Child birth registration in the foreign consulate.

The Kazakhstanis living abroad, who have a Kazakhstan sample marriage certificate, can register a child abroad submitting an enquiry or online, within no later than two months after the child birth date.

What documents are required?

When applying to the foreign consulate:

  • application for state registration of the child's birth;
  • documents certifying the identity of parents or an electronic document from the parents digital documents service;
  • notary certified power of attorney, in the case a representative of the service recipient applies;
  • if one of the child's parents is a citizen of the foreign state, a notary certified consent to receive a Kazakhstani sample certificate;
  • if one of the parents is a citizen of the foreign state, a notary certified translation of the document into the state or Russian language;
  • a copy of the parents' marriage certificate;
  • a birth medical certificate or a court decision establishing the fact of a child's birth, or an original of the child's birth certificate (for verification), or a copy of the birth certificate;
  • an original document confirming the payment of consular fee.

Please note that:

Documents issued or certified by foreign state authority or specially authorized person within its competence and in the established form, sealed with the stamp of the foreign state, shall be received upon passing the procedure of special certification (legalization or apostillation) (not required for participating countries of the Convention on Legal Aid and Legal Relations in Civil, Family and Criminal Cases, executed in Minsk on January 22, 1993, ratified by the Resolution of the Supreme Council of the Republic of Kazakhstan dated March 31, 1993 and Convention on Legal Aid and Legal Relations in Civil, Family and Criminal Cases, performed in the city of Chisinau on October 7, 2002, ratified by the Law of the Republic of Kazakhstan ).

Documents issued outside the Republic of Kazakhstan in the language of the corresponding foreign state must be translated into the state or Russian language.

In the case of violation of the child's birth registration deadline, a written explanation from the parents, drawn up in any form, shall be additionally submitted.

If the parents of the child had not been married at the time of the child's birth, along with the application for state registration of the child's birth, a joint application from the child's parents for making changes and additions to the state registration of the birth in connection with the paternity examination (Annex 2), to be verified for the correctness of filling and attached documents.

Changes, additions to the birth record in connection with paternity examination

The following documents are required for making changes, additions to the birth record in connection with paternity examination:

  • An application for making changes and additions to the state birth registration record in connection with paternity examination (Annex 2);
  • a receipt confirming the payment of consular fee.

Child birth registration online

What documents are required for registration on the Electronic Government portal:

  • an electronic application certified by an electronic digital signature of the service recipient;
  • an electronic copy of medical birth certificate;
  • an electronic copy of receipt confirming the payment of consular fee.

Information about the enquiry received status, as well as a notification indicating the date and time of the birth certificate receipt is sent to the "personal account".

The public service provision term for the child birth registration is 5 working days when submitting an application to the foreign consulate, and 3 working days when submitting an application through the portal.
