This Concept provides for lending to citizens for the purchase of housing

According to the Order of the Minister of Industry and Construction of the Republic of Kazakhstan dated May 30, 2025, No. 187 “On Approval of the Rules for Implementing State Support Measures Aimed at Improving Housing Conditions,” the conditions for providing preferential mortgage housing loans at an annual interest rate of 5 % (five percent) are:
Loan term – up to 20 (twenty) years;
Initial payment – at least 10 % (ten percent) of the loan amount.
Citizens meeting the program criteria may apply for a preferential housing loan.
One of the mandatory conditions for participation in the “5-10-20” program is that the applicant must have a documented income from employment and/or entrepreneurial activity for the last 6 (six) months, which does not exceed 6 (six) subsistence minimums per family member.
According to the Bank’s internal regulations, the borrower’s age at the time of application must be at least 18 years and not more than 64.5 years.
However, if the participant does not meet the age requirement, it is possible to acquire housing through full purchase without obtaining a mortgage loan.
From May 24, 2025, the provisions of the Law of the Republic of Kazakhstan “On Amendments and Additions to Certain Legislative Acts of the Republic of Kazakhstan on Housing Policy Reform” (dated November 22, 2024, No. 138-VIII) came into force, under which the Bank was granted the status of a national development institution.
The purpose of the adopted Law is the centralized management of housing policy, increasing the efficiency of housing provision for the population, optimizing procedures for obtaining housing, and introducing a unified mechanism for fair allocation of housing among all categories of citizens.
Thus, from the moment it was granted the status of a national development institution, the Bank began operating within the framework of the current legislation of the Republic of Kazakhstan and fulfilling its functions in the field of housing policy.
According to the current mechanism, registration and allocation of state support measures are carried out in an automated (online) mode through integration with state information systems and databases.
Allocation of housing takes into account the date the citizen was registered, as well as their income level, in order of priority and according to established need criteria.
According to Clause 14 of the Rules, at least 70 % of the total volume of housing under preferential mortgage loans through the housing construction savings system is provided to:
Veterans of the Great Patriotic War;
Veterans equated to Great Patriotic War veterans in terms of benefits;
Veterans of military operations in other countries;
Persons with disabilities of the first and second groups;
Families with or raising children with disabilities;
Widows (widowers);
Mothers of many children awarded the “Altyn Alka” or “Kumis Alka” decorations, or previously awarded the title “Mother-Heroine,” as well as recipients of the “Maternal Glory” I and II degree orders, and large families;
Orphans and children left without parental care.
At least 20 % of the total volume of preferential mortgage housing loans through the housing construction savings system is allocated to orphans and children left without parental care.
Thus, the above categories of citizens who are registered receive at least 70 % of the total housing volume on a priority basis. Orphans and children left without parental care are allocated at least 20 % of the total housing volume.
The remaining portion, not exceeding 30 % of the total housing volume, is distributed among other program participants.
According to Clause 24 of the Rules, participants in the preferential mortgage housing loan at an annual interest rate of 5 % (five percent) are citizens of the Republic of Kazakhstan and their kin registered as needing housing in the unified republican electronic database or in the “Housing Provision Center” electronic database, whose total family income from employment and/or entrepreneurial activities over the past 6 (six) months does not exceed 6 (six) subsistence minimums per family member.
When calculating the total family (citizen) income, income received in the Republic of Kazakhstan is taken into account, including:
Income in the form of wages, namely all types of remuneration according to the payment system, including piece-rate, time-based wages, as well as bonuses, additional payments, allowances, incentive and compensatory payments in monetary form (regardless of the source of funding, including amounts paid to employees in accordance with the labor legislation of the Republic of Kazakhstan, agreements, employment and collective contracts, and employer acts);
Income from entrepreneurial activities.
Thus, participation in the “5-10-20” mortgage program is allowed for citizens recognized as needing improved housing conditions. At the same time, a mandatory condition is that the total family income from employment and/or entrepreneurial activities over the past 6 (six) months must not exceed 6 (six) subsistence minimums per family member.
