In order to help people with disabilities feel better, both in terms of health and in terms of socialization, measures are being taken that are fixed in the "Individual Habilitation and Rehabilitation Program" (IHRP) card.
And the PAR determines the specific volumes, types and terms of habilitation and rehabilitation, as well as types of social assistance. What IPAR includes and how it is being developed will be described in this material.
The MSA (medical and social assessment) department monitors the implementation of IHRP and assesses the effectiveness of IHRP measures during the next inspection of persons with disabilities.
In order to ensure timely correction of IHRP and development of further rehabilitation measures, the territorial unit organizes dynamic monitoring, for which purpose it determines the deadline for persons with disabilitiesn to visit the territorial unit.
Depending on the reasons for the failure to implement rehabilitation measures, in the presence of indications, the MSA department corrects the social and professional part of IHRP and (or) decides on the necessity and expediency of further rehabilitation measures.
Rehabilitation facilities and services are provided to persons with disabilities on the basis of IHRP at the place of residence.
The provision of rehabilitation facilities for persons with disabilities includes the provision of prosthetic and orthopedic, sign language, typhlotechnical and hygienic means, as well as wheelchairs.
It also includes the provision of social assistance services for individual assistants, sign language specialists, sanatorium treatment, special social services in a hospital, semi-hospital and home care.
Persons with disabilities can use the social services portal to order certain technical means of habilitation and rehabilitation and social assistance in public institutions.
Vocational rehabilitation of persons with disabilities includes:
Vocational guidance is provided by educational and social welfare organizations.
Employers who create special jobs for the employment of persons with disabilities participate in vocational guidance for persons with disabilities.
Vocational training (retraining) of the persons with disabilities is carried out by organizations conducting educational activities on the basis of a license obtained in accordance with the established procedure.
Medical rehabilitation includes:
The medical part of rehabilitation is conducted by medical organizations and other specialized organizations, regardless of their form of ownership.
Therapy, treatment and other types of assistance are provided on the basis of individual medical indications and contraindications.
For example, hearing care is child and adult specific, with mandatory training on how to adapt to a hearing aid, as well as on how to use it and how to use it for a long time.
In granting a voucher to the sanatorium will be refused in case of mental illness, drug addiction, chronic alcoholism, malignant neoplasms, mental retardation and other diseases.

Rehabilitation of person with disabilities includes a set of medical, social and professional activities aimed at eliminating or possibly fully compensating for disabilities caused by health disorders with persistent impairment of body functions.

The territorial subdivisions of the Committee on Labour, Social Protection and Migration of the Ministry of Labour and Social Protection carry out medical and social assessments of a person with disabilities.

Within 1 month from the date of the survey, an IHRP card is developed. When developing it, the following employees are involved (if necessary):
IHRP is mandatory for the relevant state bodies, enterprises, institutions and organizations, regardless of ownership forms and modes of management.

IHRP is developed for the period of disability determination, indicating the period of implementation of each rehabilitation measure.
In order to adjust the IRP, the medical organization applies to the MAB for an opinion (or form 088/u) on the need for these rehabilitation aids, and then to the MSE department at the place of residence.
Social rehabilitation of persons with disabilities includes:
1.Training people with disabilities in basic social skills of personal hygiene, self-service, movement and communication;
2.providing the persons with disabilities with technical aids (compensatory) and special means of transportation;
3.provision of special social services for persons with disabilities at home, including children with disabilities in need of outside care and assistance;
4.providing social services in accordance with an individual rehabilitation programme:
5.providing special social services in medical and social institutions (organizations);
6.rendering legal assistance in accordance with the legislation of the Republic of Kazakhstan;
7.other types of social rehabilitation in accordance with an individual rehabilitation programme.
