In order to help people with disabilities recover, both in terms of health and socialization, measures are being taken, as set out in the document "Individual Habilitation and Rehabilitation Program" (IHRP) card.
And the PAR determines the specific volumes, types and terms of habilitation and rehabilitation of a person with a disability based on his individual needs. What IPAR includes and how it is being developed will be described in this material.
Rehabilitation of person with disabilities includes a set of medical, social and professional activities aimed at eliminating or possibly fully compensating for disabilities caused by health disorders with persistent impairment of body functions.
IHRP consists of:
When carrying out rehabilitation measures, individuality, consistency, complexity, continuity and continuity of rehabilitation measures are ensured, as well as dynamic monitoring and monitoring of the effectiveness of the rehabilitation measures carried out.
A multidisciplinary group, the MSE of a medical organization, assesses the effectiveness of comprehensive rehabilitation measures carried out by the medical part of the IHRP. Medical rehabilitation is carried out in medical organizations.
Social and occupational rehabilitation is carried out by organizations of the social protection system of the population, as well as employers in case of labor injury and/or occupational disease.
The territorial division of the Committee monitors the implementation of IHRP and evaluates the effectiveness of IHRP measures during the next examination of a person with a disability.
Rehabilitation facilities and services are provided to persons with disabilities on the basis of IHRP at the place of residence.
The provision of rehabilitation facilities for persons with disabilities includes the provision of prosthetic and orthopedic, sign language, typhlotechnical and hygienic means, as well as wheelchairs.
It also includes the provision of individual assistants, sign language specialists, sanatorium treatment, special social services in hospital, semi-hospital and home care.
Persons with disabilities can use the social services portal to order certain technical means of habilitation and rehabilitation and services in public institutions.
Vocational rehabilitation of persons with disabilities includes:
Vocational guidance is provided by educational and social welfare organizations.
Employers who create special jobs for the employment of persons with disabilities participate in vocational guidance for persons with disabilities.
Vocational training (retraining) of the persons with disabilities is carried out by organizations conducting educational activities on the basis of a license obtained in accordance with the established procedure.
IHRP is developed by the MSE department during the examination (re-examination), taking into account the plan of rehabilitation measures specified in form 031/y based on medical and social indications and contraindications.
An examination (re-examination), with the exception of a proactive correspondence examination (re-examination), is carried out upon an application for MSE in accordance with the MSE Rules, with the presentation of an identity document or an electronic document from the digital documents service (for identification) of the person being examined, the legal representative when submitting the application, and on the basis of information obtained from government information systems through the gateway of "electronic government" in the form of electronic documents, certified with an electronic digital signature.
The MSE report is issued in the form No. 031/y. The validity period of form No. 031/u is no more than one month from the date of its signing.
In case of an in-person examination, the application is accepted at the territorial division of the Committee for Regulation and Control in the Field of Social Protection of the Population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan.
When providing public services in a proactive correspondence format, notification of the patient and obtaining his consent to conduct a proactive correspondence examination (re-examination) is carried out through a medical organization.
The IHRP is developed on the day of the application for an in-person examination, in the case of receipt of the draft MSE act for an absentee proactive examination within 3 (three) working days.
The IHRP is developed for the period of disability determination, indicating the duration of each rehabilitation measure corresponding to the period of implementation of the IHRP.
The territorial divisions of the Committee receive all the necessary supporting documents and information for the development of IHRPfrom the information systems of government agencies.
The medical part of IHRP is developed by a multidisciplinary group of a medical organization in accordance with the Rules of Medical rehabilitation approved by the Order of the Minister of Health of the Republic of Kazakhstan dated October 7, 2020 No. KR DSM-116/2020 and clinical protocols for diagnosis, treatment and rehabilitation, certified by the EDS of the Chairman of the WCC.
Medical rehabilitation is carried out by medical organizations in accordance with the legislation in the field of healthcare.
Data on the implementation of the medical part of the IHRP are entered by specialists of medical organizations into the relevant information systems of medical organizations.
The effectiveness of the comprehensive rehabilitation measures carried out by the IHRP medical unit is assessed by a multidisciplinary group, the VCC of the medical organization.
Depending on the results of the rehabilitation and expert diagnostics performed and on the needs of a person with disabilities to carry out rehabilitation measures, taking into account the rehabilitation plan, the MSE department develops the social part of the IHRP based on medical and social indications and contraindications.
Social rehabilitation of persons with disabilities includes:
- provision of prosthetic and orthopedic care;
- provision of sign language equipment;
- provision of typhlotechnical facilities;
- provision of mandatory hygiene products;
- provision of special means of transportation;
