Submission of e-application for registration of marriage
You can obtain the service via the Portal:
Using the EDS:
Person applying for registration of marriage shall:

Log in on the portal and click the Request Online button.

Fill the application. Application should indicate IIN of husband/wife and choose the department of civil registry office in which the marriage will be registered.

Sign the application with EDS (electronic digital signature).

To get the confirmation of application by future husband/wife. Application can be confirmed within 48 hours and then is canceled.
Person who confirms the application on registration of marriage shall:

Log in on the portal and in the «History of services obtained» choose the request awaiting for signing.

Fill the application and sign it with EDS (electronic digital signature).

Make a payment by clicking the "Pay" button on the page of the Payment Gateway of the "e-government".

Sign the application with EDS (electronic digital signature).
Documents required for submission to service provider:

ID card (for personal identification).

Document confirming the fee payment to the budget.
Foreigners and stateless persons additionally submit the following:
-
Certificate of legal capacity to marry (apostilled/legalized, with translation into Russian or state language).

Foreigner permanently residing in the Republic of Kazakhstan presents a residence permit for a foreigner in the Republic of Kazakhstan.

Stateless person permanently residing in the Republic of Kazakhstan shall present a certificate of a stateless person with a mark of the internal Affairs bodies of the Republic of Kazakhstan on the registration at the place of residence.

Foreigner or stateless person temporarily staying in the Republic of Kazakhstan shall present a document certifying his / her identity issued by the competent authorities of the country of which the foreigner is a citizen or of the state of permanent residence of the stateless person and a notarized translation of their text in Kazakh or Russian.
The accuracy of the translation of the text of documents certifying the identity of foreigner or stateless person can be verified in a diplomatic mission or consular office or in the foreign Ministry of the state of which the foreigner is citizen, or the state of permanent residence of the stateless person.
Along with presenting identity documents, they must submit a notarized translation of their text in the state or Russian language.
If necessary, a marriage (matrimony) permit from the competent authority of the state of which the person is a citizen.
If it is necessary to shorten or extend the period of registration of marriage (matrimony) established by the law, a document confirming the grounds for reducing the period is additionally submitted: a certificate of the medical qualification Commission on pregnancy, a certificate of health status, certificates confirming other special circumstances.
Upon the necessity to decrease the marriage age established by the Law, additionally the following is submitted:

Documents confirming the need to reduce the established age of marriage: a certificate of the medical qualification Commission about pregnancy or information about the state registration of the birth of a common child.

Consent of legal representatives of persons entering into marriage (matrimony) who have not reached the age of marriage.

Information about documents confirming the authority of legal representatives.
If there are previous marriages (matrimony), information about the dissolution of the marriage (matrimony) or the death of the spouse is provided for verification.
When registering civil status acts outside the Republic of Kazakhstan, copies (apostilled/legalized, with a notarized translation into Kazakh or Russian) of the relevant certificates of state registration of civil status acts (originals for verification) are provided.
A certificate of state registration of the dissolution of marriage (matrimony), a re-issued certificate of state registration of the dissolution of marriage (matrimony) or a reasoned response to the refusal to provide the public service.
The form of the public service provision output: paper, electronic, digital document generated in the digital documents service.
If the application is submitted on behalf and from:
- Same sex persons.
- Persons of which at least one person is already in another registered marriage (matrimony).
- Between close relatives.
- Between adoptive parents and adopted children, children of adoptive parents and adopted children.
- Persons, at least one of whom has been declared incompetent due to mental illness or dementia by court decision that has entered into legal force.
- Submitting through a representative.
- In case of establishing the fact of providing knowingly false information.
- If the registering body has evidence confirming the existence of circumstances preventing the marriage (matrimony).
- Establishing the unreliability of the documents submitted by the service recipient for the receipt of the public service, and (or) the data (information) contained therein.
- The non-compliance of the service recipient and (or) submitted materials, objects, data and information necessary for the provision of public services with the requirements established by the regulatory legal acts of the Republic of Kazakhstan.
- The absence of the consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection", for access to personal data of limited access, which are required for the provision of public services.
The laws of the Republic of Kazakhstan may establish other grounds for refusal to provide the public service.
- appeal;
- initiative of an administrative body or official.
General requirements for the appeal
The appeal submitted in hard copy or electronic form shall indicate:
- Full name, IIN, postal address of a natural person, BIN of a legal entity;
- name of administrative body, official to whom the appeal is submitted;
- the essence of an appeal;
- date of filing an appeal;
- signature of the applicant or his representative;
- other information provided for by legislation of the Republic of Kazakhstan.
If the administrative procedure is on a paid basis, the applicant must submit a document confirming the payment.

The Law of the RK "On Public services"
The cost is made according to the Order.
They are exempt from paying the state fee for registration of civil status acts upon presentation of supporting documents listed in the Rules.
Registration of marriage (matrimony) is carried out after 15 calendar days from the date of submission of the application to the service provider by those wishing to enter into marriage (matrimony) (the day of admission is not included in the period for the provision of public services).
If there are valid reasons confirmed by the relevant documents - before the expiration of 15 calendar days or increases this period, but not more than 15 calendar days on the basis of a written application of the service recipients on the day of filing the application
If there are special circumstances - on the day of application of the application with mandatory indication of the reason and supporting documents.
Amendments, additions and corrections to the record of the act of civil status - 5 working days.
In the absence of IP registry office records the service period shall be extended for not more than 15 calendar days, notifying the applicant within 3 calendar days (subject to extension of term of consideration of applications received through State Corporation the result of rendering the state service, shall be sent by the service provider in Public Corporation).
On the portal – notification of confirmation of acceptance of the application is sent to your personal account within 1 working day.
