
How to get the service online:
Using EDS:
1. Log in to the portal or register
2. Click on "Request online" button
3. Fill in information on the time of residence, work or service (including compulsory military service) on the territory of the radiation exposure zone in the periods from 1949 to 1965, from 1966 to 1990 by selecting the region, district and locality.
4. Upload scan copies of documents confirming the period of residence, work or service (including compulsory military service) on the territory of the Semipalatinsk nuclear test site, according to the Public Service Standard.
5. Sign a request with digital signature
6. In personal account ("History of obtained services") familiarize with notification on your request processing status, which will be sent within the stated period.

Documents required for submission to "Government for Citizens" Public Corporation":
An ID document or an electronic document from the Digital Documents service (for identification).
Documents confirming the fact and period of residence on the territory of Semipalatinsk nuclear test site in the periods from 1949 to 1965 and 1966 to 1990 (archival certificates, certificates of rural, village (aul) Councils of People's Deputies, housing and maintenance departments, house administrations, akims of the village, aul (village), aul (rural) district, cooperatives of apartment owners; work record; diploma of graduation; military ID; birth certificate or an electronic document from the Digital Documents service (for identification), certificate of basic secondary education or general secondary education, marriage certificate (certificate of state registration of civil status acts) or divorce certificate (if any) or an extract from vital record on divorce (in case of change of surname).
If available, a certificate issued earlier in accordance with the procedure established by the Law of the Republic of Kazakhstan "On Social Protection of Citizens Affected by Nuclear Tests at the Semipalatinsk Nuclear Test Site".
The documents are submitted in original copies and afterwards are returned to a service recipient.
If the documents confirming the period of residence on the territory of the Semipalatinsk nuclear test site have not been preserved, then a court decision is submitted establishing the legal fact and period of residence on the territory exposed to nuclear tests.
A service provider receives information about a service recipient`s identity documents that confirm registration at the permanent place of residence from the state information systems through the e-Gov Gateway.
A service provider, Public Corporation receives a written consent of a service recipient to use the information constituting a legally protected secret contained in information systems when providing public services, unless otherwise provided by the laws of the Republic of Kazakhstan

2) non-compliance of the service recipient and (or) the submitted materials, data and information necessary for the public services provision with the requirements established by the Rules;
3) a negative response of the authorized public body to the request for approval, which is required for the public services provision as well as a negative conclusion of the examination, research or verification;
4) the absence of the consent of the service recipient, provided in accordance with Article 8 of the Law of the Republic of Kazakhstan "On Personal Data and Their Protection", for access to personal data of limited access, which are required for the public services provision.

When applying to the service provider, a state corporation, or through the portal – from the moment the service provider registers the document package:
Making a decision on registration (or reject to register) of citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site – shall take 20 working days from the date of application registered.
An issuance of a certificate to first-time applied service recipients shall take 5 working days upon the decision taken to register the citizens affected by nuclear tests at the Semipalatinsk Nuclear Test Site.
An issuance of a duplicate certificate shall take 5 working days from the date of registration of the service recipient's application.
One-time state benefit payment according to the lump-sum payment schedule for regions, cities of national significance, and capital city.
The benefit authority makes a decision on the benefit payment within ten calendar days and forwards the case files to the district (city) offices of the State Corporation through branches in the regions, cities of national significance, and capital city of the State Corporation to estimate funding requirements for benefit payment.
The deadline for the public service provision is extended by one month if additional inquiries and audits are required to make a decision on the public service provision.
When applying to the State Corporation, the day of application submitted is not included in the designated public service provision timeframe.
