In accordance with the Law of the Republic of Kazakhstan dated November 2, 2015 "On Public Councils", Order of the Minister of Information and Public Development of the Republic of Kazakhstan "On approval of the Model Regulation on the Public Council" dated February 26, 2021 No. 69, Public councils are formed by a working group from among representatives of state bodies and on a competitive basis - representatives of non-profit organizations, citizens. The term of office of the Public Council is three years. Only one representative may be elected to the Public Council from one legal entity that is a non-profit organization.
The quantitative composition of the Urdzhar district Public Council was determined by a working group of 13 people. The number of representatives of civil society in the Public Council must be at least two-thirds of the total number of its members.
On the basis of paragraph 1 of Article 10 of the Law of the Republic of Kazakhstan "On Public Councils", the following requirements are imposed on candidates for the Public Council of Urdzhar district:
The candidate may be a citizen of the Republic of Kazakhstan who has reached the age of eighteen, living within the Urdzhar district.
The candidate must not:
1) have a criminal record that has not been repaid or withdrawn in accordance with the procedure established by the legislation of the Republic of Kazakhstan;
2) be found guilty by a court of committing a corruption crime and (or) a corruption offense in accordance with the procedure established by law;
3) be registered in organizations providing medical care in the field of mental health, for mental, behavioral disorders (diseases), including those related to the use of psychoactive substances.
To participate in the competition , the following are submitted:
1) a written proposal of a non-profit organization and (or) a citizen's application for nomination to the Public Council;
2) information about the professional and (or) social activities of the candidate with the indication of autobiographical data;
3) certificate of the presence or absence of a criminal record;
4) certificate of the presence or absence of mental, behavioral disorders (diseases), including those related to the use of psychoactive substances.
Candidates who do not meet the above requirements for election to Public Councils are not allowed to participate in the competition.
