The next trip of Akim of the North Kazakhstan region Gauez Nurmukhambetov took place to Zhambyl district. In the village of Kladbinka, the construction of a first-aid post is being completed. A 16-apartment building in the regional center has been restored, and those on the waiting list will become the owners of the housing.
This year a modern sports and recreation complex will appear in Presnovka. At the art school, local children are taught to be creative. In the village of Zhambyl, the akim of the region inspected the construction of a dairy farm of Alisaray LLP.
In the village of Kairankol, the head of the region visited a cultural and leisure center and met with residents. A workshop for the production of vegetable oils of Dynastiya Agro LLP operates in Blagoveshchenko, where Gauez Nurmukhambetov met with the leaders of agricultural formations.
The head of the region, Gauez Nurmukhambetov, visited the most remote district of our region - Ualikhanov. There are positive changes happening in this area. In the village of Kishkenekol, construction is currently underway on a new clinic and an indoor swimming pool with a gym.
In the village of Akbulak, the construction of a dairy farm for 1.3 thousand heads continues.
“Thanks to this project, the residents of Akbulak will be provided with jobs all year round. I visited the local school in Akbulak and held a meeting with the villagers. Now water distribution networks are being installed here. Next year it is planned to repair internal roads,” the akim of the North Kazakhstan region wrote on his page on social networks.
In addition, the akim of the region visited the dairy farm of the Zholdasbay Agro farm under construction and met with farmers of the Ualikhanov district.
Akim of the region Gauez Nurmukhambetov inspected the work of medical institutions - a multidisciplinary regional and children's regional hospital, and met with the teams. Among the doctors there are many who came to us from other regions. This year, the regional hospital added 29 doctors, and the children's hospital hired 11 specialists.
“In general, in the region this year, the shortage of medical personnel has decreased from 183 to 134. A positive trend is observed due to the creation of conditions for doctors and an increase in allowances to 5 million tenge. We will continue to work to attract specialized specialists to our region,” the head of the region wrote on his page on social networks.
A key indicator of the quality of work of medical facilities is the presence of advanced equipment, which makes it possible to detect diseases at an early stage and effectively treat patients. You should also pay attention to the condition of the buildings of medical institutions. Now the percentage of equipment with medical equipment is 65%, and the wear and tear of the healthcare infrastructure is 77%. To improve these indicators, this year 5.2 billion tenge was allocated for the purchase of equipment, and 1.9 billion tenge was allocated for the overhaul of 27 facilities.
Akim of North Kazakhstan region Gauez Nurmukhambetov held a meeting with the Chairman of the Board of Directors of the Turkish company “YDA Group” Hussein Arslan. During the meeting, both sides discussed partnership issues in the healthcare sector.
Together with central government agencies, active work is underway to accelerate the implementation of the project for the construction of a multidisciplinary hospital.
“This is a significant project for our region. The new hospital will be equipped with modern equipment, comfortable conditions will be created for doctors and patients. Thus, North Kazakhstanis will have access to high-quality medical services,” the head of the region wrote on his page on social networks.
“A doctor of the highest category, a famous surgeon, candidate of medical sciences Kabdrakhman Yerkenovich Saktaganov passed away. I express my deepest condolences to relatives and friends,” Aidarbek Saparov, Akim of the North Kazakhstan region, wrote on his page in social networks.
Kabdrakhman Yerkenovich devoted his whole life to medicine. Over the years, he worked as a surgeon and intern in the Surgical Department in the First City Hospital of Petropavl, as Deputy Chief Physician for Medical Work in the Regional Hospital. He headed the Third City Hospital, the Department of Healthcare of region and the Regional Oncological Dispensary.
Being a highly qualified specialist, Kabdrakhman Saktaganov has come a long way from a simple doctor to a leader. Thanks to his deep knowledge and rich work experience, he made a significant contribution to the development of the healthcare sector in the region, improving the quality of medical services to the population, and as a surgeon, he saved hundreds of lives.
Blessed memory of Kabdrakhman Yerkenovich Saktaganov.
At the operational meeting, two issues were considered: the sanitary and epidemiological situation in the region and the shortage of personnel in the healthcare sector.
Akim of the region Aidarbek Saparov noted that the issue of the shortage of medical personnel should be taken under special control.
“We need to develop a whole action plan. How many doctors we need and how many we will close according to the plan this year. All conditions must be created. If you need additional funding, let's allocate it. Maybe you need to raise the lift. Then it is necessary to bring this issue to the session of the regional maslikhat,” Aidarbek Saparov, Akim of the region, said.
The head of the region also noted that there are facts when equipment is idle, or vice versa, in some areas, doctors do not have the necessary medical equipment. Akim of the region emphasized that there should be no such facts, it is necessary to provide personnel and necessary equipment.
This year, at the initiative of the President, the implementation of the National Project “Modernization of Rural Healthcare” was launched, which will increase the availability of medical care in the regions and ensure the timely provision of emergency assistance to the rural population.
As part of this work, 14 units of ambulance vehicles were purchased in the North Kazakhstan region, which are sent to the regions and will provide services to the villagers. Akim of the North Kazakhstan region Aidarbek Saparov took part in the ceremony of handing over the keys to new cars and talked with the chief doctors of regional hospitals.
Thanks to the new acquisition, the depreciation of vehicles in the region will decrease from 73% to 63%. In total, there is a need to update 45 vehicles in the region. To solve this problem, work will continue on updating the fleet of vehicles. In 2023, it is planned to purchase about 10 more vehicles.
“As part of the National Project, 46 medical facilities will be built in the villages. These are a polyclinic, medical outpatient clinics, feldsher-obstetric and medical centers,” the head of the region Aidarbek Saparov said.
Also on this day, the head of the region, Aidarbek Saparov, inspected the work of the regional hospital, the cardiological center and the multidisciplinary city hospital, talked with patients.
Akim of the region noted that it is necessary to strengthen the work on providing personnel and equipping hospitals with medical equipment.
This year, 5 billion tenge has been allocated in the region for the purchase of medical equipment. Angiographs, expert-class ultrasound, endoscopic, resuscitation and radiographic equipment will be supplied to hospitals.
“For example, in order to develop a cardiology service, we are acquiring 2 digital angiographs for a cardiological center and a stroke center in a multidisciplinary city hospital. Modern equipment is designed to perform surgery for stroke and heart attack,” the Akim of the region added.
This year, 2 polyclinics will be opened in the microdistrict. "Bereke" and "Zhas Orken".
Also in 2023, major repairs of healthcare facilities will be carried out. 1.5 billion tenge will be allocated for these purposes.

Residents of settlements in North Kazakhstan region will watch domestic TV channels in digital format. The work on the transition to a new quality of television broadcasting has been carried out in the region since 2013. The regional branch of the national operator “Kazteleradio” JSC has installed modern digital equipment; in total, 42 radio and television stations have been built and modernized on the territory of North Kazakhstan region.
Residents of Petropavlovsk have already appreciated the advantages of the digital format, they watch more than 20 domestic TV channels without a monthly fee.
Digital stations are located not only in regional and district centers, but also in small border settlements. Previously, they had to watch domestic TV programs in very low quality, or even TV channels from neighboring states. Now, they will have access to 15 Kazakh channels in digital format.
In addition to high-quality sound and images, experts note other advantages of digital broadcasting: a wider choice of channels and programs, high resistance to interference and cost-effectiveness. The analogue signal was vulnerable and could simply disappear. Digital TV broadcasting has a high level of protection and signal quality, it is transmitted over long distances. Analog broadcasting worked on the principle: one transmitter provides one channel. The transition to digital format provides broadcasting of up to 15 channels on one transmitter.
The final check of new radio and television stations is underway. In February 2021, the North Kazakhstan region will completely switch to digital broadcasting. The population coverage is 98.3%, which is almost 617 settlements with a population of 537,000 people. The transition from analog to digital is being implemented within the framework of the Digital Kazakhstan state program. The main goal of the unique social project is to provide Kazakhstanis with free high-quality television.
