The President signed a Decree on extending the state of emergency in Kazakhstan
President Kassym-JomartTokayev signed a Decree extending the state of emergency in the Republic of Kazakhstan.
In accordance with paragraph 3 of article 7 of The law of the Republic of Kazakhstan «on emergency situations» I DECREE:
Extend the state of emergency on the entire territory of the Republic of Kazakhstan, introduced by decree of the President of the Republic of Kazakhstan dated March 15, 2020 No. 285 "on the introduction of a state of emergency in the Republic of Kazakhstan" until 07:00 on May 1, 2020.

As you know, the Ministry of health has officially stated that to date, nine Kazakhstanis have been diagnosed with signs of coronavirus. There is a risk of spreading. The virus was imported from outside. Infected citizens are under medical supervision. The people they came in contact with have been identified and are also under medical supervision. Earlier than many countries, Kazakhstan created a special expert staff and an interdepartmental Commission at the Government level, and adopted a plan to counter the spread of the virus. The coronavirus pandemic declared by the world health organization has acquired a threatening scale. Therefore, in accordance with the Kazakh legislation, I signed a Decree on the introduction of a state of emergency on the territory of our country. The state of emergency has been in effect since 8 a.m. on March 16, 2020 and will last for 30 days.If necessary, the mode can be extended. The decree provides for the necessary preventive and preventive actions. Public order protection is being strengthened. A ban on holding mass events has been introduced. Many Kazakhstanis made plans for the upcoming holidays, some wanted to attend concerts, some sports competitions. Unfortunately, for the sake of our General health, we will have to refrain from this. At the same time, restrictions are being imposed on the functioning of large retail facilities, but grocery and other stores that sell essential goods, including those located inside shopping and entertainment centers, will continue to operate. The functioning of markets will be determined by the state Commission on the basis of proposals from local Executive bodies.Entertainment centers, cinemas, theaters, exhibitions, and other objects with a large crowd of people are temporarily closed. School children are sent for early holidays, and University and College students are transferred to online training. This will make adjustments to the educational process, but children's health is our priority. Citizens should refuse to hold mass meetings related to family and memorial celebrations. Restrictions on entry and exit from the territory of the Republic of Kazakhstan are being introduced. Please treat this with understanding. However, the above measures do not apply to freight transport. The sanitary and epidemiological regime has been strengthened at checkpoints on the state border, at railway stations and at airports. On my instructions, funds have been allocated from the Government reserve to purchase medicines, test systems and laboratory equipment. The country's hospitals have sufficient bed capacity. I would like to emphasize that the state authorities have developed plans for organizing sanitary and anti-epidemic measures. I call on the citizens of Kazakhstan to provide the necessary assistance to the authorized services.All of us in this situation need to show responsibility and discipline. At the first sign of illness, you should immediately contact the medical services at your place of residence. Evasion of medical examination and violation of the quarantine regime will be punished.At the same time, it is necessary to remember simple ways to care for yourself and your loved ones: to wash your hands regularly, to observe sanitary hygiene, to try to avoid places of mass accumulation of people.These days, the burden is on health workers. Much depends on their professionalism and human participation. This difficult stage in the life of the country our doctors must pass with honor and do everything necessary to preserve the health of Kazakhstanis.Dear compatriots! We have seen the extremely negative impact of coronavirus on the global economy. In fact, it is a matter of reformatting the entire world economic system.Kazakhstan feels the consequences of this enormous crisis. But despite the economic disasters, we will take all necessary measures to prevent the rise of social tensions and unemployment.
Thanks to the visionary policy ofElbasyNursultanAbishevichNazarbayev, the international reserves of our country have reached about 90 billion dollars. This is a serious guarantee of the stability of our economy and the fulfilment of the social obligations of the State.
We are reorienting budget spending to those areas that will have the maximum effect on employment and business. At least 300 billion tenge will be allocated to support domestic entrepreneurs and create new jobs.The level of lending to business should not be allowed to decline. To fill the domestic market and stimulate production, funding for the «Economy of Simple Things» program will be increased.In the wake of excitement, speculative price overruns are unacceptable. On my instructions, the Government and the akims of all levels will take this issue under strict control.I also signed the Decree "On Measures to Ensure the Stability of the Functioning of the State."This document will improve the efficiency of state bodies, strengthen the vertical power and quickly make all necessary decisions in the context of the crisis, including in the tax sphere, if necessary.The decree gives the right to carry out the necessary purchases of medicines and other means in a simplified manner, mainly from domestic producers. Thus, we will save precious time and money, which is very important in the current emergency circumstances.I am convinced that the wisdom and high civic responsibility of our people, the concerted actions of society and the State will allow us to overcome all difficulties. Those who spread provocative information and try to sow panic will be punished according to the law.I call on all citizens of Kazakhstan to remain calm, to help each other, to protect themselves and loved ones. The strength of the spirit of our people, the optimism inherent in us and the positive attitude towards life today are particularly important.

In considering the responsibility of managers, in addition to these conditions, the key importance is alsothe existence of a link between a corruption offence committed by a subordinate and the fault of the manager in the failure to perform or improper performance of official duties to prevent the commission of corruption offences.
At present, on behalf of the Presidential Administration, the Agency for CivilService Affairs, together with the Supreme Court, the Prosecutor General 's Office and the Anti-Corruption Agency, has developed an appropriate algorithm for action.
According to the algorithm, State bodies, organizations and entities of the quasi-public sector are obliged to monitor the legally binding convictions of courts, terminated criminal cases against the relevant officials.
At present, State bodies are already working in accordance with the established procedure of interaction. The Agency for civil service Affairs is responsible for coordinating work on this issue.
