This was announced by Anar Zhailganova, the head of the Agency at the board meeting of the state body to discuss the results of its work in 2019, tasks for the upcoming period and plans for their implementation.
Speaking at the board meeting, A. Zhailganova emphasized that preventive measures and monitoring of social networks had a significant impact on the positive change in the disciplinary practice, and the number of ethical violations by public servants has decreased. As the head of the Agency noted, over the past period the Ethics Councils held 165 meetings and considered 1,118 issues. There is an annual increase in the number of citizens consulted by members of the Ethics Councils. For example, over the past year their number constituted 7592 citizens, while in 2015 it was only 1756. It was pointed out that large-scale preventive work increased the level of responsibility of employees. “As a result, over the past 4 years, the number of ethical violations has decreased by almost 2.5 times, from 746 to 319. According to studies conducted in 2019 by the “Kogam-Consulting” company, 80.3% of the respondents believe that the ongoing reforms have allowed to achieve the customer-orientation and make the public service more open and transparent,” said A. Zhailganova. In 2019, additional rules aimed at minimizing offenses were adopted in the legislation. New amendments introduced the responsibility of managers for corruption offenses committed by their subordinates and career advancement restrictions for those who have committed ethical violations. Other amendments include the disciplinary liability of the heads of state bodies for the improper fulfillment of powers to prevent corruption offenses and the rotation of political appointees for the prevention of corruption offenses and the effective use of professional and managerial experience.
