This year, the Head of State instructed the Prosecutor General's Office to create Call centers to protect the rights of entrepreneurs from illegal actions of monitoring groups to control restrictive measures.
Currently, the Call Center of the Prosecutor's Office of the West Kazakhstan region operates around the clock and takes measures to reduce administrative barriers for entrepreneurs during quarantine.
For example, the chief state sanitary doctor of the Chingirlau district, the entrepreneur Izmailova G. H., incorrectly explained the restrictive measures introduced in connection with the epidemiological situation, after which, from her, the Call Center of the prosecutor's office received a corresponding message.
The Regional Prosecutor's Office of the Department of Sanitary and Epidemiological Control of the region is focused on conducting the necessary explanatory work with entrepreneurs of the region on the introduced restrictive measures.
In turn, the entrepreneur positively assessed the work of the Call Center and sent a letter of gratitude to the prosecutor of the region.

For example, the authorized body in the field of architecture and construction conducted an unjustified inspection of an apartment building under construction by a small business entity in the absence of a mass threat to the life and health of the population.
In general, the appointment of unjustified inspections during the period of the moratorium is stopped by the regional prosecutor's office by refusing to approve their registration with the Department for Legal Statistics and Special Records.
Thanks to the measures taken, 28 unjustified inspections of entrepreneurs were prevented, including 10 small and micro-business entities.

The Prosecutor's Office of the West Kazakhstan region organized an action "Open Day" for graduates of law faculties, including those left without parental care and having the status of "orphans".
The action was held in the format of a personal reception of students by the prosecutor of the region Zhandos Umiraliev.
The prosecutor of the region noted that the selection of law enforcement agencies is more strict than in ordinary legal organizations. Candidates are subject to high requirements, both in terms of knowledge and personal qualities, so when applying for a job, candidates pass tests, undergo psychological research, interviews and preliminary practice at the Academy of Law Enforcement Agencies under the Prosecutor General's Office of the Republic of Kazakhstan. In all this, the main thing is the desire of the candidate and his purposefulness.
At the same time, the prosecutor's office is ready to support everyone, especially children from orphanages, orphans and children left without parental care in employment both in the prosecutor's office and other law enforcement agencies.
The meeting was organized with the aim of providing accessible advice, as well as improving labor and moral education, the formation of high moral qualities, discipline, independence and a culture of behavior in each student.
The children got acquainted with the main activities of the prosecutor's office, visited the museum.
In addition, everyone was able to get individual legal advice and qualified assistance on an exciting issue.
On behalf of the regional prosecutor, a mentor was assigned to each pupil of orphanages, orphans and children left without parental care.
A regular meeting of the Coordination Council for Ensuring Law and Order and Combating Crime was held under the chairmanship of the Prosecutor of the West Kazakhstan region Zhandos Umiraliyev.
During the meeting, the regional prosecutor expressed particular concern about the increase in violence against children.
Threats to children of all ages are becoming acute today.
If in 2020, 7 children became victims of rapists, then in 2021 - already 16.
The reasons for the increase in sexual crimes are different: access to porn sites, alcoholism, and above all the antisocial lifestyle of parents, and the unfavorable environment surrounding the child.
The prosecutor of the region noted that in order to prevent such crimes, it is necessary to form a system of coordinated actions that should unite the efforts of both law enforcement and judicial bodies, educational and medical institutions, and society as a whole.
In addition, following the results of the meeting, the regional prosecutor instructed the territorial prosecutors to ensure proper coordination of the activities of the authorized bodies for the prevention and prevention of criminal offenses against sexual integrity, including minors, and to strengthen supervision over the investigation and disclosure of criminal assaults.
On 25.05.2021, the Prosecutor's Office of the Kaztalovsky district held a round table on the topic "Introduction of a new Administrative Procedural Code" and "Protection of the rights of entrepreneurs".
The event was attended by judges of the district court, justice, heads of police departments, state revenue and local executive bodies, as well as a representative of the district branch of the Chamber of Entrepreneurs "Atameken".
During the discussion, it was noted that from July 1 this year, a new Administrative Procedural Code will come into force on the territory of the country for our society and the legal system, the main purpose of which will be "protection of the rights and legitimate interests of citizens from illegal actions of state bodies".
From the same date, the current Laws of the Republic of Kazakhstan "On Administrative Procedures" and "On the procedure for considering appeals of individuals and legal Entities" will become invalid and will cease to apply.
The adoption of such a Code will increase the transparency and efficiency of the activities of state bodies, strengthen guarantees for the protection of the rights of citizens and businesses in the decision-making process of state bodies when considering disputes, reduce corruption risks and the burden on the judicial system.
This institution allows you to quickly resolve citizens ' issues, save time and court costs. A distinctive feature of the new type of legal proceedings will be the increased activity of the court in the process of collecting evidence. Now the court is obliged to find out the relevant circumstances of the dispute, collecting evidence independently. There is an institution of judicial control over the execution of judicial acts.
It is also noted that the incoming law provides for the possibility of concluding a reconciliation agreement at all stages of the administrative process before a decision is made. Until recently, this was not possible. For example, the state revenue authorities must sue the person on whom the penalty is imposed until the last court instance, if the decision was not made in their favor.
Thus, this novelty equated the rights of an individual with an official.
Issues related to the protection of the rights of entrepreneurs were discussed separately.
At the meeting, it was noted about the ban on inspections of small and medium-sized businesses, on the creation by the state of maximum comfortable conditions for business development.
Attention is focused on the issues of legal regulation of the spheres of relations affecting the rights of entrepreneurs and the existing administrative barriers. The issues of changing the purpose of land plots owned by business entities, holding competitions and issuing land plots for peasant farms were raised.
An important agenda was the registration of real estate (shops, etc.) in the PSC authorities and the implementation of the "Ashyg" application in food and restaurant facilities.
All relevant questions were answered.
The participants of this event positively noted and expressed their readiness to work with the new Code.
The prosecutor's Office of the West Kazakhstan region held an extended meeting of the board, where the results of the prosecutor's checks of compliance by the authorized bodies with the legislation on public procurement and on the state of legality in the consideration of cases of administrative offenses were considered.
The meeting was attended by the heads of law enforcement and local executive bodies, the Management of the Committee on Legal Statistics and Special Accounts, as well as representatives of authorized bodies in the field of public procurement and administrative practice.
The prosecutor of the region Zhandos Umiraliev drew attention to the fact that the needs of the state are met through the mechanism of public procurement.
For these purposes, a large amount of budget funds is allocated, and therefore, this area is subject to high corruption risks.
Therefore, the prosecutor's office pays special attention to compliance with the legislation on public procurement, and coordination work is constantly carried out to prevent systemic and serious violations in this area.
In total, the prosecutors and the Department of Internal State Audit canceled and changed 1,635 tenders for a total amount of more than 51 billion tenge.
According to the results of the board, clear tasks were defined for all heads of state bodies of the region, aimed at implementing and protecting the rights and freedoms of entrepreneurs, and the legitimate interests of the state.
A number of specific recommendations and instructions aimed at strict compliance with the requirements of the legislation on public procurement are given.
At the same time, at the initiative of the Department of the Committee on Legal Statistics and Special Accounts for the West Kazakhstan region, the meeting discussed the state of legality in the consideration of cases of administrative offenses.
It is noted that within the framework of the audit conducted by the Department of the Committee on Legal Statistics and Special Accounts, together with employees of the Regional Police Department, raids were carried out to identify drivers of vehicles with fake state registration license plates.
As a result of joint work, 25 drivers were detained, the cars were placed in a penalty parking lot.
These drivers were driving vehicles despite the fact that they were arrested on the basis of the decision of the bailiffs.
During the development of the agro-industrial complex "AVTOURAGAN", 157 drivers were identified, who had 223 unpaid fines totaling 1 million 625 thousand 435 tenge, of which 201 fines were collected in the amount of 1 million 491 thousand 870 tenge.
In order to prevent such violations, a number of organizational measures have been taken to ensure the rule of law.
