The meeting of the Anti-corruption Commission was held in Pavlodar region
The issuance of subsidies for social jobs, the registration of migrants at the addresses of rented housing will now be monitored more carefully. Today, the regional akimat summed up the results of an external analysis of corruption risks in the field of social protection and employment of the population.
As the head of the Anti-Corruption Service Department Darkhan Kurakbayev noted, according to the results of the analysis, more than 30 violations in the work of employment centers were identified. For example, for the provision of state grants for business development, there are facts of transferring grant funds to third-party accounts, transferring a grant to one participant twice, as well as providing grants to persons who already have a permanent workplace. 5 people were brought to disciplinary responsibility for the violations committed, 2 were dismissed from their posts.
More than 20 violations were identified in the organization of social workplaces and public works, of which 14 were confirmed. Disciplinary penalties were taken against 8 employees of employment centers, 4 employees were dismissed from their posts.
For example, in Ekibastuz, an employment center in one of the farms employed a citizen who was actually outside the Republic of Kazakhstan and could not work for a farmer. In this case, the employment center obliged the employer to reimburse the illegally paid subsidies in the amount of 420 thousand tenge by the end of this year. Three more citizens did not actually work at the facilities where the employment centers of the cities of Ekibastuz and Pavlodar were employed, while their wages were subsidized in the amount of about 1 million tenge. There were similar facts in the Zhelezinsky district.
In addition, according to Darkhan Kurakbayev, there is no proper control of migrants at their place of work and residence. In this regard, the profile management is recommended to regulate in detail the procedure for granting subsidies for rental housing.
Following the results of the review, the head of the region, Asain Baykhanov, instructed the Department for the Coordination of Employment and Social Programs and the akim of Cities and Districts to ensure high-quality implementation of all recommendations, conduct a thorough internal analysis of corruption risks with the involvement of Anti-Corruption Service employees. In addition, the relevant department was instructed to develop recommendations on the organization of mandatory video recording of the meeting of the commission for the selection of business projects, as well as to determine the mechanism for effective monitoring of the actual residence of displaced persons and Candace in the region.
