Attraction of investments and preparation for the heating season were discussed in the regional akimat
Acting Head of the Department of Entrepreneurship and Industrial and Innovative Development Sagynysh Nurkimbayev told about the pace of attracting investments to the region at the staff meeting. During the first half of the year, 217 billion tenge was invested in the fixed capital of the Pavlodar region. This is almost 15% more than in the first half of 2020.
- We set two tasks for ourselves: to retain and implement existing investment projects and attract new investors, - Sagynysh Nurkimbayev said. - To solve the first task, the investment headquarters has formed a pool of projects for 2021-2025. It consists of 174 projects totaling 1.9 trillion tenge. To solve the second task, we are working on identifying niche projects together with the Ministry of Foreign Affairs, developing an industrial zone in Ekibastuz, developing projects on the territory of the special economic zone "Pavlodar". Since the beginning of the year, 9 new projects worth 112 billion tenge have already been implemented.
As the speaker noted, the main problem of all investors is obtaining technical conditions for the implementation of their project. The Governor of Pavlodar region reminded that the solution of these and other similar issues is one of the tasks of the regional investment headquarters.
– Our task is to review all business processes related to attracting investments in the direction of optimization,-said Abylkair Skakov. - An investor who comes to the region should see the preparatory work for the implementation of the project. From year to year, we are faced with problems of obtaining technical conditions, land issues and others. Everyone who participates in the process of attracting investments, issuing their permits or conclusions, should simplify these procedures.
Yerzhan Salkhanov, Head of the Department of Energy and Housing and Communal Services, told about how the Pavlodar region is preparing for the upcoming heating season. In general, 12.4 kilometers of heating networks are planned for repair and reconstruction in the region this year. 5.6 kilometers of this volume have already been passed. As for the TM-42 heating main and the PNS-6 pumping station being built in Pavlodar, they should be ready on September 15.
- The past winter has shown how vulnerable our heating system is, - the head of the region stressed. - It is necessary to conduct high-quality training, coordinated work with public utilities is very important. Their emergency crews should be fully prepared for the upcoming heating season.
319 high-rise buildings of Pavlodar, in which underfloor heating was recorded last winter, are being transferred to Pavlodar Thermal Networks LLP for maintenance this year. As the akim of the regional center Asain Baykhanov said, the company will also deal with intra-house networks of problem homes. - The corresponding schedule was approved, meetings were held with the residents of these high-rise buildings, - he noted. - We have maximally compressed the terms of all processes in order to connect 2/3 of these houses to the central heating system before the start of the heating season and check their readiness.
Abylkair Skakov reminded that they should prepare for winter not only in cities, but also in rural areas. First of all, this concerns the delivery of coal to schools, hospitals and other social facilities. In addition, the mayor instructed to prevent a speculative increase in prices for solid fuel – its cost should be at the level of last year.
