Abylkair Skakov reported to the public council of Pavlodar region

The head of the region told members of the public council about the socio-economic development in 2020 and listened to their suggestions and proposals.

“Last year was the year of strengthening a role of the civil society in Pavlodar region. Activists and volunteers were involved in the fight against the coronavirus infection, solutions of the problems of the heating season and other activities.

I would like to express gratitude to you for the participation and interest. We will continue to interact with public representatives. The dialogue between the authorities and society is a two-way process”, the head of the region said.

Speaking about the socio-economic development of the region, Abylkair Skakov noted that the key branches of the real sector of the economy had shown the stable and positive dynamics. The volume of the industrial production exceeded KZ 2 trl and large enterprises did not reduce the staff. The volume of the construction industry and mechanical engineering increased in 1.3.

“There was the growth in the housing construction by 12%. 35 residential buildings (2280 apartments) were built. One third of them were given to people, who were on the waiting list for housing. It is five times more than in 2019. The housing issue is one of the most pressing issues in the region. Therefore, the reduction in the housing queue remains our priority. We try to increase the dynamics of provision of housing from the state housing stock”, akim added.

The head of the region said that small and medium-sized business should be supported, because the pandemic had influenced it negatively. He also told about 12000 entrepreneurs, who had collected tax benefits, 674 entrepreneurs would not obtain credits. The volume of business credit increased in 1.5 under the government programs, small industrial zones started working in the region. Entrepreneurs worked there without paying a rent. Young entrepreneurs began to use the unsecured lending "Zhas-Halyk.Ertis”.

Taking into account A.Skakov’s report, the members of the public council told about their problems. For example, the head of the commission on Ecology and Environmental Protection Vladimir Berkovsky supported the initiative on large-scale landscaping of the settlements. He asked to plant trees not only in the villages and cities, but also on the territory of the sanitary protection zones of the industrial enterprises.

“The areas of the sanitary protection zones of some enterprises were decreased due to the opening of the boundaries of the sanitary zones of the private enterprises and housing construction. Public organizations which are engaged in the environmental issues, propose to create one sanitary protection zone, in other words a green belt of the cities. Each company has to make a contribution, depending on the amount of hazardous substances emissions. Today, only 6% of the sanitary protection zones are planted with trees. According to the standards, hundreds of thousands of trees and bushes should be planted on their territory. We believe that this important work must be done by the enterprises within three years”, Vladimir Berkovsky noted.

The chairwoman of the commission on social and cultural development of the public council Gulbaram Nauryzbayeva recalled that the buildings of 7 small schools in Pavlodar region were in the old and thatched.

“10 schools have boiler rooms and it is very dangerous for children and teachers. There were 44 such schools in the region three years ago. It should be noted that the great work has been done, but we need to work on it in the future”, Gulbaram Nauryzbayeva noted.

Akim of the region has assured that all comments and suggestions will be taken into account. The local executive agencies will work with public representatives.
