The ethics commissioner is a civil servant carrying out activities to ensure compliance with the norms of official ethics and prevention of violations of legislation on civil service, combating corruption and the Code of Ethics of civil servants of the Republic of Kazakhstan (hereinafter - the Code of Ethics), as well as advising within the limits of its functions of civil servants and citizens.

1. Уполномоченный по этике – государственный служащий, осуществляющий деятельность по обеспечению соблюдения норм служебной этики и профилактики нарушений законодательства о государственной службе, противодействии коррупции и Этического кодекса государственных служащих Республики Казахстан (далее – Этический кодекс), а также консультирующий в пределах своих функций государственных служащих и граждан.

2. Уполномоченный по этике руководствуется в своей деятельности законами Республики Казахстан от 23 ноября 2015 года \"О государственной службе Республики Казахстан\", от 18 ноября 2015 года \"О противодействии коррупции\", Этическим кодексом, настоящим Положением, а также иными актами законодательства Республики Казахстан.

Самостоятельная должность уполномоченного по этике вводится в центральных государственных органах (за исключением правоохранительных и специальных государственных органов, а также Министерства обороны Республики Казахстан), имеющих территориальные подразделения либо территориальные подразделения ведомств, загранучреждения, а также в аппаратах акимов областей, городов республиканского значения, столицы.

В государственных органах, не имеющих территориальных подразделений либо территориальных подразделений ведомств (за исключением правоохранительных и специальных государственных органов, а также Министерства обороны Республики Казахстан), ведомствах и территориальных подразделениях центральных государственных органов, территориальных подразделениях ведомств центральных государственных органов, загранучреждениях, ревизионных комиссиях, аппаратах акимов городов областного значения, районов, районов в городах функции уполномоченного по этике возлагаются на служащих этих государственных органов.

Функции уполномоченного по этике возлагаются на государственного служащего, занимающего руководящую должность, а также снискавшего признание и уважение в коллективе.

3. Лица, занимающие самостоятельную должность уполномоченного по этике, координируют и осуществляют методологическое руководство уполномоченных по этике ведомств и территориальных подразделений, загранучреждений, местных исполнительных органов районных уровней, входящих в структуру данных государственных органов, и подчиняются ответственному секретарю центрального исполнительного органа, а в случаях отсутствия ответственных секретарей или указанных должностных лиц – руководителю аппарата государственного органа либо лицу, имеющему право назначать и освобождать от должности.

This institute aims at protecting human rights from encroachments from state officials, ensuring the development of legislation, elaborating and introducing educational programs. The entire activity of Ombudsman is fulfilled in conformity with the international commitments of Kazakhstan under the ratified Conventions of the UN and with reference to the practice of the similar institutions around the world. Besides that, Ombudsman closely cooperates with NGOs, mass media and international organizations. Principles of Ombudsman’s activities are publicity, objectivity and impartiality.

This institute is called to protect human rights from the encroachments of state officials, to ensure the development of legislation and law enforcement practice, to develop and implement educational programs. All activities of the Ombudsman are built in accordance with the international obligations of the Republic of Kazakhstan on ratified UN conventions and with reference to the world practice of the work of such institutions. The Ombudsman also works closely with non-governmental organizations, the media and international organizations. The principles of work of the Ombudsman are publicity, objectivity and impartiality.

In 2005, he graduated with honors from Al-Farabi Kazakh State University with a degree in International Law.

In 2015, he completed graduate-level programs in Criminal Justice at the University of the Virginia, USA (Certificate), and at the FBI National Academy, Quantico, USA (Diploma).

In 2018, he earned a Master's degree diploma in International Law in Armed Conflict at the University of Geneva, Switzerland.

2006–2016 – served in the prosecution authorities of Almaty and the Prosecutor General’s Office.

2016–2022 – undertook diplomatic service at both the Permanent Mission of Kazakhstan to the United Nations Office and other international organizations in Geneva and the Embassy of the Republic of Kazakhstan to the Swiss Confederation.

2022 – Head of the International Legal Cooperation Service of the Prosecutor General’s Office.

2022–2026 – Commissioner for Human Rights in the Republic of Kazakhstan (after being elected by the Senate of the Parliament).

On 24 August 2026 аppointed Commissioner for Human Rights in the Republic of Kazakhstan by Decree of the Head of State.

He has been awarded with the 2nd degree Order of «Aibyn», the Order of «Parasat», medals and other distinctions.
