On October 14, 2026, a roundtable dedicated to World Standards Day was held in Astana. Participants discussed the development of the national standardization system, support for domestic manufacturers, the introduction of innovative technologies, and the expansion of Kazakhstan’s export potential.
During the meeting, the results of work in the field of standardization were presented, and key priorities for the sector’s further development were identified.
As Zhanna Yessenbekova, Chair of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan, noted, the role of standardization is growing significantly and is becoming one of the key instruments of the country’s technological and economic development.
“Today, standardization is no longer just a system of requirements for finished products. It is becoming a tool for technological development and for supporting production, investment, and access to new markets. We are moving from standards that formalize established practices to standards that proactively create the conditions for technological advancement,” Zhanna Yessenbekova emphasized.
One of the key priorities remains providing support for investment projects at their early stages. During production planning, companies receive assistance in refining technical requirements, selecting standards, and identifying the infrastructure needed to ensure quality.
In the petrochemical sector, a standard for multilayer polyethylene film is being developed, taking into account modern production technologies. The meeting also addressed KazStandard’s involvement in preparing the regulatory framework for Alatau City.
Particular attention is being paid to the quality and safety of products and services used in everyday life. Standards have been adopted for video surveillance systems, the refrigerated and frozen transportation of goods with temperature monitoring, and electronic medical records and documentation. Standards have also been approved for electric vehicle charging stations. These standards establish requirements for verification and metrological support to ensure reliable measurement and accounting of the electricity supplied.
The regulatory framework for artificial intelligence (AI) and scientific activities is also being developed. In 2025, seven national standards in the field of AI were approved for the first time. They cover architecture, data, risk management, and privacy.
In 2026, the standard “Scientific Research and Introduction into Production” was adopted. It addresses the assessment of technological readiness of developments, the digitalization of research, and the principles governing the handling of scientific data.
It should be noted that the Unified Fund of Regulatory and Technical Documents currently contains 76,174 documents, including 9,789 national standards. The implementation rate of national standards stands at 74%.

The Department of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan for the Zhambyl Region conducted an unscheduled inspection of one of the gas stations in the city of Taraz, based on a citizen's appeal.
During the inspection, it was established that a fuel dispenser used for dispensing petroleum products to consumers was in operation without a valid verification, as confirmed by a verification certificate.
In accordance with the legislation of the Republic of Kazakhstan, measuring instruments used in the dispensing of petroleum products are subject to state metrological control and must undergo mandatory verification during their operational period.
Based on the inspection results, the entrepreneur was held administratively liable under Article 419 of the Code of the Republic of Kazakhstan on Administrative Offenses. The amount of the administrative fine was 230 Monthly Calculation Indices (MCI).
Under a simplified procedure, the entrepreneur paid 115 MCI, which amounts to 497,375 tenge.
Furthermore, the entrepreneur was issued an order to eliminate the identified violations and bring the activities into compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of ensuring measurement uniformity.
The Department reminds that compliance with the requirements in the field of ensuring measurement uniformity is an important condition for protecting consumer rights and ensuring the reliability of measurements in the sale of petroleum products.
As part of a prosecutor's inspection conducted in the Abai region, the Department of the Committee for Technical Regulation and Metrology identified violations of the requirements of the legislation of the Republic of Kazakhstan in the field of ensuring measurement uniformity.
Based on the inspection results, the District Operational Unit (DOU) was held administratively liable under Article 419, Part 1, Clause 2 of the Code of the Republic of Kazakhstan on Administrative Offenses. The amount of the administrative fine was 994,750 tenge.
The District Operational Unit is an organization responsible for the operation, technical maintenance, and current repair of military infrastructure facilities, including buildings and structures of military townships that are on the balance sheet of authorized state bodies. The activities of the DOU are aimed at ensuring the uninterrupted functioning of heat, water, and power supply systems, maintaining utility networks and equipment, monitoring technical parameters, accounting for consumed resources, and maintaining the proper technical condition of military facilities.
In performing these functions, the DOU uses various measuring instruments, including heat, water, and electricity meters, as well as measuring devices for pressure, temperature, flow, and other parameters. The accuracy of these instruments directly affects the correctness of calculations, the reliability of military infrastructure facilities, and their operational safety.
The inspection revealed that the DOU's activities involved the use of measuring instruments that had not undergone mandatory state verification, which constitutes a violation of the requirements of the legislation of the Republic of Kazakhstan in the field of technical regulation and metrology. The use of unverified measuring instruments can lead to inaccurate resource accounting, distortion of actual indicators, and the emergence of risks to the sustainable functioning of military facilities.
The Department of the Committee for Technical Regulation and Metrology notes that compliance with the requirements for verification of measuring instruments is an integral part of the operational activities of organizations servicing military infrastructure facilities. Ensuring measurement uniformity in this area is of particular importance, as it is directly related to the reliability of engineering systems, accounting discipline, and the protection of state interests.
By order of the President of the Republic of Kazakhstan, a new standard for the transportation of temperature-sensitive goods has been approved in the country. This concerns the delivery of products that require strict adherence to the temperature regime at all stages of transportation, including intermediate transshipment and storage.
By the order of the Chairman of the Committee for Technical Regulation and Metrology of the Ministry of Trade and Integration of the Republic of Kazakhstan dated April 29, 2026, No. 22-NQ, ST RK ISO 23412-2026 "Indirect services for the delivery of refrigerated cargo with temperature control. Land transportation of cargo with intermediate transshipment" has been adopted. The document came into force on May 10, 2026.
The new standard establishes requirements for the land transportation of temperature-sensitive goods. These include food products and other goods for which it is important to maintain a stable temperature during delivery. The document covers the entire transportation process: cargo acceptance, transportation, storage, intermediate transshipment, and temperature monitoring.
The standard also regulates the interaction between carriers and users of refrigerated delivery services.
It is expected that the implementation of ST RK ISO 23412-2026 will help reduce the risks of product spoilage, prevent breaks in the cold chain, and improve the quality of logistics services. The document was developed within the framework of the Concept for the Development of Transport and Logistics Potential of Kazakhstan until 2030.
Previously, there were no unified requirements in Kazakhstan for the provision of indirect refrigerated delivery services with intermediate transshipment. The new standard is intended to increase the reliability of transportation, enhance control over temperature regimes, and strengthen consumer trust in the refrigerated logistics sector.
