According to the results of 6 months of 2021, the Department of the Committee for Technical Regulation and Metrology of the Ministry of Education and Science of the Republic of Kazakhstan conducted a total of 44 inspections in the city of Almaty, 15 of them-preventive control and supervision with a visit to the subject (object), 13 – unscheduled inspections on appeals and applications, 3 – according to the requirements of the prosecutor's office, 13 - on the execution of issued prescriptions based on the results of preventive control and supervision with a visit to the subject (object).
In 28 inspections, violations of the legislation of the Republic of Kazakhstan in the field of technical regulation, accreditation and ensuring the uniformity of measurements were established, which amounted to 64% of the total number of inspections.
In addition, 3 joint inspections were conducted with the Prosecutor's Office of Almaty and the city districts for compliance with the requirements of the legislation of the Republic of Kazakhstan in the field of ensuring the uniformity of measurements:
As a result, violations of Article 19 of the Law of the Republic of Kazakhstan "On ensuring the uniformity of measurements"were established in all 3 cases.
According to the results of inspections for 6 months, 132 certificates of conformity, 40 declarations of conformity, 5 certificates of management systems, 51 certificates of verification were revoked and suspended, a total of 511 units were reviewed. measuring instruments, of which 344 units are unsuitable for use, as well as 3 certificates of expert auditors for confirming compliance for a period of 6 months with the imposition of administrative fines in the amount of 787,590 (executed – 787,590) tenge, 2 certificates of verifiers of measuring instruments for a period of 6 months with the imposition of administrative fines in the amount of 525,060 (executed-525,060) tenge were suspended, in addition, by the Specialized Interdistrict Administrative Court of Almaty on the basis of the Department's material initiated on 1, an expert auditor for determining the country of origin of the goods of the expert organization "CT-KZ Expert" LLP was imposed an administrative fine in the amount of 29,170 tenge (executed - 29,170) for violating the procedure for issuing expert certificates for obtaining a certificate of origin of goods, with the suspension of the expert auditor certificate for a period of 6 months.
It should be noted that on July 01, 2021, the new Law of the Republic of Kazakhstan "On Technical Regulation" signed by the President of the Republic of Kazakhstan on December 30, 2020 came into force.
Expected results from the adoption of the new Law of the Republic of Kazakhstan "On Technical Regulation:
- improving product safety in the domestic market;
- creating conditions for competitive and high-quality domestic products;
- improving the effectiveness of state control;
- ensuring the reliability of conformity assessment procedures;
- bringing national legislation in the field of technical regulation into line with supranational legislation within the framework of the EAEU.
