Innovations

Today, significant work is being done to develop innovations, build an innovation ecosystem and create a knowledge-based economy in Kazakhstan, within the framework of the implementation of the National Development Plan of the Republic of Kazakhstan, State Programs of Digital Kazakhstan, and industrial and innovative development of the Republic of Kazakhstan.

The level of innovative activity of enterprises in the country at the end of 2019 showed an increase, amounting to 11.3%. For comparison, in 2018 the indicator was 10.6%, and a year earlier - 9.6%.

Compared to 2018, in 2019, the volume of innovative products in Kazakhstan increased by 4.7% and amounted to 1,113.6 billion tenge, while its share in the total GDP is 1.60%.

In the rating "Global Innovation Index" Kazakhstan has improved its position to 77th place (79th place in 2019). According to the Global Competitiveness Index of the World Economic Forum, Kazakhstan ranked 95th in 2019 by the factor "Innovation potential" (no assessment was carried out in 2020). At the same time, in 2020 Kazakhstan returned to the Bloomberg Innovation Index rating (top 60 countries), taking 59th place.

To systematize work to increase the share of innovative goods, works and services, to promote the development of technological entrepreneurship, the necessary legislative and institutional framework and infrastructure have been created. Constant work is underway to improve legislation based on the best international experience.

In general, in order to systematically scale up the experience gained in the field of technological development within the industrial policy, legislative initiatives were initiated and sent to the Parliament, allowing to ensure strategic and long-term technological development of priority areas of industry. It is proposed that key technologies should be identified in all industries through technological foresights, technological competence centers, technological platforms and targeted technological programs have to be developed.

For example, there are such institutions for the development of state support for innovations as the “Engineering and Technology Transfer Center” JSC, the Autonomous Cluster Fund “Park of Innovative Technologies”, “QazTech Ventures” JSC, a subsidiary of the “Baiterek” National Management Holding” JSC, a World Bank’s "Fostering productive innovation" project is being implemented.

At the end of 2020, the World Bank’s project “Stimulating Productive Innovation” was extended for another 2 years, which will allow attracting funds in the amount of about 5 billion tenge for the development of technology consortia, the creation of centers of excellence and the implementation of innovative programs.

In addition, in order to stimulate private venture capital in the seed stages, agreements with the World Bank were extended to create a domestic early financing venture fund, the total amount of which will be about US $ 20 million.

A separate area of the innovation system is the provision of innovation grants. This mechanism is fixed by Chapter 24 “State support for industrial and innovative activities” of the Entrepreneurial Code of the Republic of Kazakhstan.

An innovation grant is understood as budgetary funds provided to the subjects of industrial and innovative activities on a gratuitous basis for the implementation of their industrial and innovative projects within the framework of the priority areas for the provision of innovative grants.

In total, innovative grants were provided for 312 projects, as a result of the implementation of which about 4 thousand jobs were created, innovative products were produced for 223.7 billion tenge, taxes were paid in the amount of 16.8 billion tenge.

Also, according to the current legislation, subsoil users must allocate 1% of the production costs incurred by them in the previous year to finance innovative projects. For example, the total amount of funds raised from subsoil users from 2015 to December 2020 amounted to about 19 billion tenge. These funds were used to finance 137 projects of participants in the innovation cluster "Park of Innovative Technologies" to solve technological problems of subsoil users in the amount of 9.6 billion tenge.

The measures taken are aimed at the formation of an innovation ecosystem, a source of new technologies, new industries, new material goods and important advantages for the country, the creation of unique products with high added value.
