On June 24, 2021, a regular meeting of the Audit Commission took place.
At a meeting of the Audit Commission, the results of the state audit of the effective use of funds for the creation of a digital educational infrastructure were summed up.
Summing up the results of the state audit of the effectiveness of the use of budgetary funds allocated for the digitalization of education, it can be noted that the Department and its subordinate organizations have sufficiently carried out the digitalization of education.
At the same time, the audit revealed violations in the total amount of 5,673.6 thousand tenge, including financial violations subject to reimbursement to the budget in the amount of 30.2 thousand tenge, ineffective planning of budget funds in the amount of 3,965.2 thousand tenge , ineffective use of budget funds in the amount of 1,678.2 thousand tenge, 31 procedural violations and 13 shortcomings.
During the audit and prior to the meeting of the Audit Commission, it was reimbursed in full.
Based on the results of the audit, the State Institution "Education Department of the Karaganda Region" made recommendations on compliance with the legislation of the Republic of Kazakhstan, improving financial discipline.

As part of the celebration of the 10th anniversary of the formation of the audit commissions, on April 30, 2021, the audit commission in the Kostanay region held a chess tournament online among employees of the external governmental audit and financial control bodies.
Yerlan Omrkazyuly Beisembinov, the chief inspector - state auditor of the quality control department of the auditing commission for the Karaganda region, who took 3rd place in the chess tournament among men, was awarded the prize-winner's cup and diploma of the chairman of the audit commission for the Kostanay region, Dmitry Anatolyevich Kostyukov.
The audit commission summed up the results of the competition for the title "The best state auditor of the audit commission in the Karaganda region", timed to coincide with the 10th anniversary of the founding of the external governmental audit body.
According to the results of the competition, the title of "Best State Auditor of the Auditing Commission in the Karaganda Region" was awarded to the first place state auditor Gulmira Mukhitovna Tulenova.
The second and third places were shared by state auditors Larisa Tyulyuhanovna Akhmetbekova, Lyubov Yurievna Pankratova and, accordingly, Erkebulan Erzhanovich Algozhin, Seraly Karibuzovich Nabiev.

At the meeting of the Auditing Commission, the results of the state audit of planning and execution of the regional budget, the use of budget funds for individual budget programs for 2020 were summed up; analysis of the implementation of the development program of the Karaganda region for 2016-2020.
According to the results of the meeting, it was noted that the consistent implementation of the activities of the Development Program of the Karaganda region in 2016-2020 ensured the progressive socio-economic development of the region, the improvement of transport, engineering and communication infrastructure, the solution of a number of problems in the provision of housing and social facilities.
At the same time, ineffective interagency interaction of executors / co-executors of the GDT, improper control by regional administrators of the implementation of budget programs, their failure to take timely effective measures to ensure the fulfillment of contractual obligations by suppliers and contractors became constraining factors for the development of the region - in 2020 6 target indicators were not achieved, 39 were not implemented. activities of the Program.
Management of subjects of the quasi-public sector of regional communal property for a number of years has not led to a stable positive dynamics of the results of their financial and economic activities. The reasons for unprofitableness remain - ineffective tariff policy and management of working capital, high depreciation of fixed assets.
The transfer of objects to trust management did not provide, in a number of cases, the expected investment investments due to the formal definition of the terms of contracts and improper implementation by the trustees of the obligations assumed.
The main parameters of the regional budget have been fulfilled.
At the same time, the recommendations of the Audit Commission for the Karaganda region on ensuring strict compliance with budget legislation, establishing constructive interaction between regional administrators of budget programs and the finance department to justify budget applications, formulate budget programs and ensure the effectiveness and efficiency of expenditures have not been properly implemented.
