1. General Provisions:

2) Information about public services:

The State Institution "Education Department of Beimbet Mailin District" of the Education Department of the Akimat of Kostanay region together with subordinate educational organizations (schools, nurseries, kindergartens, additional education) provide 23 public services.

1. Issuance of certificates of custody and guardianship.
2. Establishment of custody or guardianship over an orphan child (orphans) and a child (children) left without parental care.
3. Issuance of certificates for the disposal of the property of minor children and registration of inheritance for minor children.
4. Enrollment of preschool children (up to 6 years old) for referral to preschool organizations.
5. Acceptance of documents and enrollment of children in preschool educational organizations.
6. Acceptance of documents and enrollment in educational organizations, regardless of departmental subordination for training in general education programs of primary, basic secondary, general secondary education.
7. Reception of documents for the organization of individual free education at home for children who, due to health reasons, for a long time cannot attend organizations of primary, basic secondary, general secondary education.
8. Acceptance of documents and enrollment in the organization of additional education for children to provide them with additional education.

9.Provision of free and reduced price meals to certain categories of students and pupils in general education schools.

10. Acceptance of documents and issuance of directions for the provision of recreation in country and school camps to certain categories of students and pupils.
11. Issuance of a permit for training in the form of external studies in organizations of basic secondary, general secondary education.
12. Assignment of payment of benefits to guardians or trustees for the maintenance of an orphan (orphans) and a child (children) left without parental care.
13. Transfer of the child (children) to foster care and the appointment of payment of funds for the maintenance of the child (children) transferred to foster care. 14. Registration of persons wishing to adopt children.
14. Appointment of a lump sum payment in connection with the adoption of an orphan child and (or) a child left without parental care.
15. Issuance of duplicate documents on basic secondary, general secondary education.
16. Acceptance of documents for participation in the competition for the replacement of heads of state institutions of secondary education.
17. Acceptance of documents for attestation for the assignment (confirmation) of qualification categories to pedagogical workers and persons equated to them of educational organizations implementing programs of preschool education and training, primary, basic secondary, general secondary, technical and vocational, post-secondary education.
18. Issuance of permission for parents who have been deprived of parental rights to visit the child, without negatively influencing the child.
19. Transfer of the child (children) for upbringing to a foster family and the appointment of payment of funds for their maintenance.
20. Provision of free transportation to educational institutions and back home for children living in remote rural areas.
21. Issuance of a decision of the guardianship and guardianship authority on taking into account the opinion of a child who has reached the age of ten
22. Acceptance of documents for the transfer of children between educational institutions.

Through the State Corporation "Government for Citizens" - 7 government services are provided. On a paid basis, the Children's Art School of the Beimbet Mailin district provides the state service “Acceptance of documents and enrollment in the organization of additional education for children to provide them with additional education”. Provide in electronic form - 20 government services in paper form 3 government services. Approved by the rules for the provision of public services - 23 public services. 3) The most demanded government services are:

-«Provision of free and discounted meals to certain categories of students and pupils in secondary schools»;

- «Acceptance of documents for attestation for the assignment (confirmation) of qualification categories to teachers and persons equated to them of educational organizations implementing programs for preschool education and training, primary, basic secondary, general secondary, technical and vocational, post-secondary education».

- «Enrollment of preschool children (up to 6 years old) for referral to preschool organizations».

In total, according to the results of 2020, the State Institution "Education Department of the Beimbet Mailin District" provided 2538 services, of which 169 (6.65%) public services were provided directly through the local authorities, 97 (3.8%) services were provided through the PSC, through the portal Electronic government (hereinafter referred to as EGP) - 83 (3.2%) services, through information systems - 2189 (86.2%) services.

2. Work as service recipients:

1) Information about the provision of public services is posted on the Internet resource of the district akim.

2) The main specialists of the education department provide methodological assistance (standards of public services, report forms, instructions) to schools in the district, institutions with additional education, day nurseries, and practical assistance is also provided.

3) In order to improve the quality of the services provided, one seminar-meeting was held on the topic "Explaining the provision of public services by educational institutions and preschool organizations."

4) In the department of education, schools of the district, in institutions with additional education, nursery-kindergartens, there are stands with samples of the rules of public services.

3. Activities to improve the processes of rendering public services:

1) The results of optimization and automation of public services are the simplification and acceleration of the process of rendering public services provided in the State Institution "Education Department of Beimbet Mailin District";

2) To improve the quality of the provision of public services, the Education Department works closely with the State Corporation "Government for Citizens". 4. Control over the quality of the provision of public services:

1) there were violations in the timing of the provision of public services. The education department did not receive any complaints about the state services provided by educational institutions.

2) Every month, in order to monitor and track the quality of the provision of public services to the education department of the district school, institutions with additional education provide a report on the number and quality of services provided.

3) There was no internal control over the quality of the provision of public services.

In order to improve indicators in terms of quality, timeliness, satisfaction of service recipients, ensure transparency in the provision of public services and further improve the activities of state bodies in the provision of public services, in accordance with the approved action plan for 2020-2021, work has been carried out and continues in the following areas: - work is carried out on an ongoing basis to eliminate the causes of violations of the established deadlines for the provision of public services in all authorized bodies of the district that provide public services;

Responsible persons for the provision of state services are assigned by the relevant legal acts. The system of interchangeability of responsible employees is being worked out, the timeliness of the provision of services is monitored, and the analysis of customer satisfaction with the provision of public services.

In order to further provide individuals and legal entities with affordable and high-quality public services, including in electronic format, in 2021, explanatory work with the population will continue on the possibilities of obtaining public services through PSCs and the electronic government portal in the media.

The report on public services will be published in the media on the website of the district akim Beimbet Mailin. And also the information “Report on public services for the 1st quarter of 2021” was published in the regional newspaper “Aiet shamshyraǵy” on April 29, 2021, No. 17.

In general, work during 2021 will be aimed at increasing the satisfaction of service recipients with the quality of the provision of public services.

Specific measures for the implementation of the tasks set, purposeful work to eliminate shortcomings and solve problematic issues will improve the performance of state bodies in terms of timeliness and quality in the provision of public services.
