During the seminar, D. Sengerbayev, Head of the Control Department in the Field of Social Protection of the Population, highlighted the key provisions of the Administrative Procedural and Process-Related Code and explained the specific features of its application in the activities of government bodies, as well as its practical significance. In addition, participants’ questions were answered and an exchange of views took place.
The event was aimed at improving the legal awareness of civil servants and ensuring the effective application of administrative procedures.

During the preventive control, the basic requirements of the "Social Code of the Republic of Kazakhstan" dated April 20, 2023 No. 224 – VII were clarified, in addition, explanations were given to the basic requirements of the Law of the Republic of Kazakhstan "On Combating Corruption".
According to the violations identified, regulations have been introduced to eliminate violations.

According to the violations identified, an order has been issued to eliminate violations.
In addition, during the preventive control, meetings were organized with recipients of services in the villages of Koktobe and Kyzylzhar in order to monitor the provision of special social services by social workers of the OSiSP.

Mazhitov and A.M. Akylbek, conducted preventive control at the Department of Employment and Social Programs of the Talgar district from April 14 to 17, 2025.

🔹In order to ensure the legal rights of persons with disabilities and create an accessible environment for them, the following are currently being implemented: the Concept of Inclusive Policy in the Republic of Kazakhstan for 2025-2030, the Roadmap of the Amanat Party for 2023-2027 and the Halykpen Birge project, developed on behalf of the Head of State.
🔹The Amanat Party Roadmap provides for adaptation work for more than 40,000 facilities included in the Interactive Accessibility Map from 2023 to 2027. 20% of the facilities are subject to adaptation annually. Thus, in 2023 - 20% of the facilities on the Map, in 2024 - 40%, in 2025 - 60%, in 2026 - 80%, in 2027 - 100%. Currently, 22,777 facilities have been fully adapted across the country.
🔹By the end of 2024, it was planned to carry out adaptation at 547 facilities in the Almaty region; the region exceeded the plan, adaptation was carried out at 665 facilities.
🔹In addition, following the results of 2024, within the framework of state control, the Department of the Committee for Regulation and Control in the Sphere of Social Protection in the Almaty Region conducted 65 inspections of social infrastructure facilities in the areas of public administration, healthcare, social protection, culture, private entrepreneurship, trade, etc. Of these: 43 - within the framework of preventive control, 22 - unscheduled inspections.
🔹Based on the results of the inspections, 55 orders were issued to eliminate the identified violations, and 6 administrative fines were imposed in the amount of 887,926 tenge.

🔹On February 07 of this year, the Department for Control in the field of Social Protection of the Population of the Department of the Committee for Regulation and Control in the Field of Social Protection of the Population in the Almaty region conducted explanatory work with organizations engaged in the provision of special social services in semi-stationary conditions in accordance with the items on the list of basic requirements approved by the order of the Minister of Labor and Social Protection of the Population of the Republic of Kazakhstan dated February 28 June 2024, No. 230 "On Approval of the Rules for the Provision of Public Services «Issuance of licenses for the provision of special social services».
🔹In order to implement the rights of persons with disabilities and state control over compliance with the requirements of the Social Code of the Republic of Kazakhstan dated April 20, 2023 No. 224-VII, the head of the Department for control in the field of social protection of the population – state inspectors of social protection (GISZ) Department of the Committee for Regulation and Control in the field of social protection of the population of the Ministry of Labor and Social Protection of the Population of the Republic of Kazakhstan in the Almaty region Sengerbaev D. and chief specialist of GISZ Mazhitov M. From November 25 to 29 of this year, preventive control was carried out in the Department of Employment and Social Programs of the Zhambyl district (hereinafter – the OSiSP).
