Astana International Airport has received the international ISAGO Audit Certificate

JSC Nursultan Nazarbayev International Airport has successfully passed the first International Ground Handling Safety Audit (ISAGO). It is worth noting that the Astana airport is currently the only airport in Kazakhstan that has this actual ISAGO certificate.

The auditors of the International Air Transport Association (IATA) conducted an audit of the ground handling procedures at the airport, the certificate issued by the association indicates that the airport complies with internationally recognized safety standards, ground handling and recommended international practices.

Thus, the airport demonstrated high quality of service to the airline and passengers, which is confirmed by the successful completion of all 6 possible audit sections, these are: ORM (organization and management); LOD (load control); PAB (passenger and baggage handling); HDL (aircraft handling and loading); AGM (aircraft ground movement) and CGM (cargo and mail handling). The audit requirements consisted of 277 items, which the airport coped with "perfectly".

The Quality control department, the ground handling department, the ground transport division, the apron loaders division, the flight safety inspection, the aviation security, the fire and rescue flight support service, the training center and others took part in this audit.

The advantage of having an ISAGO audit certificate is to confirm a high level of safe ground handling, accident prevention, service quality assurance, as well as the involvement of airlines.

Experts from the European Commission and the European Aviation Safety Agency visited Kazakhstan to inspect progress on building the new regulatory structure

The AAK project, which is a part of Step 68 Nation Plan implementation is now halfway through the process to deliver an organization that provides the efficiency of the UKCAA and EASA regulation models, and the visit served as an external review of the project. The reports submitted by the European Commission (EC) and European Union Aviation Safety Agency (EASA), as well as ICAO virtual validation mission and the US Transportation Security Administration (TSA) visit included observations on progress made in the focus areas. The EC and EASA experts evaluated the steps taken by the Civil Aviation Committee (CAC) and the Aviation Administration of Kazakhstan (AAK) to ensure certification and oversight of air operators in compliance with the relevant international safety standards.:

The following key areas of CAC and AAK activities were subjected to evaluation:

-        The organization and resources;

-        Aviation regulations;

-        Personnel licensing and training;

-        Oversight of air operators;

-        Safety Management;

-        Training and standardization of inspecting staff.

Following the evaluation, it was reported that the aviation regulator is making a good progress and should reach its planned target ICAO effectiveness of 90% in the next full audit of Kazakhstan which is due late 2023 early 2024. Areas for improvement are Air Accident Investigation safety reporting, Just Culture, and organizational and financial structure to maintain the integrity of the UK and EASA models.

The reports detailed areas where further work is expected to reach the required efficiencies. Peter Griffiths, AAK Director General, said: ‘As we build the regulatory model for Kazakhstan, it is necessary to conduct a comprehensive and thorough peer review of the progress. These reports are very welcome as they contain views on what still needs to be done to achieve the desired completion. However, the reports indicate we are on the right path, thus we are confident that we will achieve the goal set by the President for the Aviation Industry of the country’.

The next steps are to conclude a contract with the European Aviation Safety Agency for the three-year support, that includes support from Ireland assisting with oversight of Air Astana fleet registration changes. Following the inspection by the USA TSA we will start discussions on FAA Cat 1 in the spring of 2022.

Kazakhstan has implemented the Global Reporting Format for runway surface conditions

Aviation Administration of Kazakhstan JSC successfully completed the work on implementation in the civil aviation of the Republic of Kazakhstan the ICAO standards for the application of the Global Reporting Format for runway surface conditions.

As a result, since November 4, 2021 the operators of certified aerodromes of the Republic of Kazakhstan began evaluating and transmitting runway surface condition reports according to the new ICAO methodology. With the implementation of GRF, the Republic of Kazakhstan was the first to publish SNOWTAM snow alerts to flight crews. The first airports to publish SNOWTAM were Kostanay, Pavlodar and Almaty.

One of ICAO's global safety objectives is to ensure the safety of runway operations. In particular, to reduce the number of aircraft runway excursions, since the proportion of aircraft accidents attributable to cases of aircraft runway excursions is approximately 15%, with this category of accidents accounting for 50% of all fatal aircraft accidents. 80% of runway excursions are due to the contaminations of runway.

The GRF methodology aims to improve flight safety by preventing aircraft excursions by ensuring a uniform approach to runway condition assessment and reporting of runway surface conditions worldwide. By comparing runway condition reports with aircraft performance data provided by the aircraft manufacturer, the flight crew can calculate take-off and landing performances for a safe landing.
