«AQMOLA – ADALDYQ ALAŃY» - project of specific cases

In his Address to the people of Kazakhstan dated October 5, 2018, «Increasing the well-being of Kazakhstanis: increasing income and quality of life», the Head of State N. A. Nazarbayev notes the need to continue vigorous activities aimed at improving the well-being of the people, including through anti-corruption.

In this regard, the President instructed to spread the capital's experience in implementing the anti-corruption strategy within the framework of the «Regions free from corruption» projects. In Akmola region this initiative was launched under name - «AQMOLA – ADALDYQ ALAŃY».

One of the priority directions of this activity is to eliminate domestic corruption and create comfortable conditions for residents of Akmola.

To achieve these goals, measures will be implemented to identify and eliminate corruption risks, optimize business processes, eliminate bureaucratic barriers, protect the rights of service recipients, improve conditions for visitors to government agencies and automate procedures to reduce direct contacts between civil servants and the public when providing public services. These measures relate to such areas as education, health, social protection of the population, architecture, urban planning and land relations, state revenue agencies, as well as judicial and law enforcement agencies, which in turn will help ensure transparency and full access of the population to information in these areas. The issue of increasing the personal responsibility of top managers when their subordinates commit corruption offenses will also be considered. In short, this project will be a project of concrete actions to address issues of concern to people.

Another important activity of the project «AQMOLA – ADALDYQ ALAŃY» is to create conditions for the implementation of public control, as an effective mechanism that ensures the priority of public interests. For this purpose, it is planned to introduce an interactive map of public control in the Akmola region and system monitoring of public procurement.

The interactive map of public control was first tested last year in the city of Astana. Thanks to it, important information about budget expenditures for construction, repair and maintenance of social facilities in the capital became available and understandable to the population in real time. The map provides access to information about suppliers, allocated amounts, construction deadlines, warranty obligations, and construction details. Anyone can monitor these processes 24 hours a day, check them with the documentation, and in case of discrepancies, report them to the authorized body, attaching the appropriate photo and video materials.

In addition, the public budget resource.kz automatically analyzes the amount of funds spent and compares them with similar objects. In the case of significant over or understatement of costs, the system indicates the risk zone, thereby automating control of the society. Moreover, data Analytics allows you to prevent so-called team movements, when a particular head of a government Agency is followed by certain suppliers and wins a tender. The system will also allow not only to evaluate the quality of suppliers ' work and provide comments, but also to identify cases when the same participants in public procurement are determined as winners of competitions.

In General, the interactive map of public control initiated by the project fully reflects the initiatives of the Head of state, voiced in the Address to the people of Kazakhstan, which are aimed at increasing the transparency of the activities of state bodies and simplifying access to information.

Taking into account the fact that corruption occurs during a crisis of values, which is expressed in the public consciousness through the prevalence of material goods over spiritual ones, an important role in the project will be taken by the work on the formation of an anti-corruption culture of the population of the Akmola region. Working in this direction, the project «AQMOLA – ADALDYQ ALAŃY» aims to encourage in the minds of every citizen of Akmola the idea that the rejection and prevention of corruption is not the sole responsibility of authorized bodies, but the civil position of each of us. It is necessary to give up the desire and temptation to solve their issues by circumventing the law by giving a bribe, gift, or tribalism and lobbying private interests.
