Akmola Region and Auyl Telecom Partner to Develop Rural Internet Infrastructure

On October 13, 2026, in Kokshetau, the Department of Digitization and Archives of Akmola Region and "Auyil Telecom" LLP signed a memorandum of cooperation in the field of rural development and expanding access to broadband Internet.

The parties intend to work together to improve communication quality in rural settlements, develop telecommunication infrastructure, and expand access for residents of remote areas to modern digital services.

"We are convinced that digitization is primarily about people and social justice. It does not matter whether a large community or just a few dozen residents live in a village — we must not leave any settlement behind. High-quality Internet in rural areas provides a fundamental opportunity for development: children gain access to modern knowledge, young people to advanced professions, and local entrepreneurs to new markets. By bringing digital infrastructure to every village, we are investing in the main wealth of our region — human capital," emphasized Magzhan Yarzhan.

During the meeting, representatives of "Auyil Telecom" LLP presented the project and the main directions of its implementation. The participants also discussed prospects for further cooperation, including opportunities to attract investment and develop communication networks in rural areas.

"We strive to introduce modern digital solutions and artificial intelligence technologies in rural areas. We have concrete plans, but their implementation largely depends on infrastructure, given the scale of the country's territory: somewhere thousands of families live, and somewhere only about a dozen houses. In this regard, we have identified key areas of work, the first of which is the development of wireless Internet using FWA technology," noted Seilov Amirali Azhibekovich, General Director of "Auyil Telecom" LLP.

The signed memorandum provides for the coordination of joint actions aimed at increasing Internet accessibility in rural settlements of Akmola Region. The development of communications will expand opportunities for residents to access state and other digital services, as well as create additional conditions for the development of rural territories.

Mobile Network Coverage Expands Across Akmola Region

A new mobile communications facility operated by Kcell was commissioned in September in Ivanovka, Zerendi District. The facility provides 4G coverage, helping improve voice call quality and mobile internet access for residents and users of the Astana–Kokshetau highway.

Mobile communications and internet access have also been provided in Burevestnik, Yegindykol District. The work was carried out to fulfil an instruction issued following a meeting between the Akmola Region Akim and residents of the district on October 17, 2025.

To address the issue, the Akmola Region Department of Digitalization and Archives secured an investor who constructed an antenna mast structure. The local akimat arranged for the facility to be connected to the power supply, after which telecommunications operator KaR-Tel LLP installed a base station.

These projects aim to improve mobile connectivity and expand internet access in settlements across Akmola Region. Work to develop the region’s telecommunications infrastructure is ongoing.

Beeline Kazakhstan Launches Starlink Mobile Satellite Connectivity

Beeline Kazakhstan is introducing Direct-to-Cell satellite connectivity powered by Starlink. The technology allows compatible smartphones to connect directly to satellites in areas without terrestrial mobile network coverage.

No additional equipment is required. To activate the service, users need to update the Janymda app, enable satellite connectivity in the app, and turn on data roaming in their smartphone settings.

When users are outside the coverage area of a conventional mobile network, their smartphones can connect to the satellite network. Depending on the device and connection conditions, the network may appear as Beeline Starlink or under the network code 40104. An unobstructed view of the sky is required for a stable connection.

At launch, Beeline Kazakhstan subscribers can benefit from a two-month free promotional period. The service is available on compatible LTE-enabled Android smartphones in areas without terrestrial mobile coverage.

Currently, Starlink Mobile supports only compatible Android devices. Beeline Kazakhstan is working with smartphone manufacturers to expand the range of supported devices.

Practical Artificial Intelligence for the Real Economy: Key Outcomes of the Third Meeting of the Council for the Development of AI

The third meeting of the Council for the Development of Artificial Intelligence was held in Astana under the chairmanship of the Head of State, Kassym-Jomart Tokayev. The meeting focused primarily on practical objectives: bringing domestic technological developments into the real economy and integrating AI solutions into the day-to-day business processes of enterprises.

The President set a clear priority: scientific research and ready-to-use digital products must directly address market needs. In particular, solutions developed by researchers at Qazaq AI Research University should be designed with the actual needs of businesses in mind. This approach helps bridge the gap between academic research and the practical challenges faced by companies.

A number of specific tasks were assigned to the relevant government agencies and developers:

• Scaling successful practices. It was instructed to identify enterprises that have already transformed their business processes using artificial intelligence and replicate their successful practices across other companies.

• Commercialization of developments. Industrial AI solutions need to be introduced into real-world production as quickly as possible, with a view to their subsequent scaling and replication.

• Ensuring infrastructure. Developers should be provided with stable access to the necessary computing resources, production infrastructure and testing facilities to pilot and validate new technologies.

• Unified data standards. One of the key priorities is the development of unified approaches to building industry-specific production databases.

The practical digital transformation of the regions is now being built on the principles of openness and readiness to adopt effective technological tools where they deliver measurable benefits to the economy and citizens. The solutions discussed at the Council level set the direction for the development of the country’s entire digital ecosystem.

Smart Region: Digital Transformation of the Agro-Industrial Complex in Akmola Region

The region’s agro-industrial complex is steadily moving away from traditional «intuition-based» management towards modern operating standards built on the use of Big Data and precision agriculture technologies. The digital transformation of the sector is being carried out through the Smart Agro-Industrial Complex (Smart AIC) model, which covers key production processes.

To date, more than 3 million hectares of agricultural land have been digitized across the region, while 49 smart farms are already successfully operating. The introduction of these technological solutions enables farmers to closely monitor field conditions and optimize production costs.

The key areas of digital transformation in the agro-industrial complex include:

• Land monitoring and control. Geographic information systems and elements of artificial intelligence are used to monitor the rational and intended use of land resources.

• Automation of government support. Procedures for agricultural producers to obtain subsidies and other government support measures have been simplified, with the necessary processes now available in digital format.

• Analytical tools and pilot projects. The implementation of digital initiatives makes it possible to analyze production cycles, forecast crop yields and minimize risks.

The transition to Big Data technologies enables agribusinesses to make decisions based on objective data, increasing the overall efficiency and profitability of the agricultural sector in Akmola Region.

Providing Quality Internet Access: Another 281 Rural Settlements in Akmola Region to Be Covered

Akmola Region continues large-scale efforts to develop its digital infrastructure as part of the national project «Affordable Internet»(Qolzhetimdi Internet). The project aims to provide residents, including those in the most remote rural areas, with stable and high-speed internet access.

In total, 281 rural settlements across the region will be provided with quality internet connectivity. Technical solutions are being selected based on the distance of each settlement and local geographic conditions. Of these, 258 villages will be connected via fiber-optic communication lines, while 23 villages will receive internet access through modern satellite technologies.

Construction, installation and cable-laying works are currently underway in the Tselinograd, Zhaksyn, Zharkain, Shortandy, Bulandy, Akkol, Zerendi and Burabay districts. Construction works have already been fully completed in the village of Razdolnoye in Tselinograd District.

In particular, in Zhaksyn District, the Department of Digitalization and Archives of Akmola Region, jointly with Kazakhtelecom JSC, is carrying out the construction of backbone and distribution fiber-optic communication lines in nine villages.

The implementation of these measures will improve the quality and speed of internet connectivity and extend fiber-optic lines to local secondary schools and healthcare facilities, helping ensure equal digital opportunities for all residents of the region.

A new protocol for processing resident appeals has been approved in the Akmola Region.

Starting September 14, 2026, a new algorithm for interaction between government agencies and organizations when processing residents' appeals will take effect in Akmola Region. The document defines the procedure for receiving, registering, reviewing, and monitoring appeals submitted through the unified contact number 109, Telegram bots, and social networks. The system coordinator is the unified contact center iKOMEK109, operating under the KGU Smart Aqmola of the Regional Department of Digitalization and Archives. The center receives appeals around the clock, classifies them, forwards them to competent services, and monitors execution deadlines. The algorithm provides for four levels of appeal criticality. The response time ranges from 24 hours in cases of direct threat to life and health to 7 calendar days for low-criticality appeals. If an on-site visit is required due to a threat to the life and health of the population, responsible services must dispatch personnel to the location within three hours. Special attention is paid to the quality of responses to applicants: they must contain specific facts on the substance of the appeal, and, if available – supporting photo and video materials, as well as the details of the responsible executor.

Digital security has become a part of everyday life, especially when it comes to protecting personal data and bank accounts

In the Akmola region, systematic work is underway to prevent cybercrime and improve the legal literacy of the population.

What is drop fraud and why is it dangerous?

Drop fraud is the transfer or provision of access to your bank cards, accounts, payment instruments, and identification means to other persons. Liability also arises for conducting money transfers or payments within such dubious schemes. Fraudsters often offer "easy money" for using your banking instruments, but participating in such schemes threatens serious legal consequences.

Main rules of digital security

To avoid becoming an accomplice in a fraudulent scheme, remember the basic rules: Never give anyone your bank cards, PIN codes, SMS passwords, and login details for banking applications. Do not give access to your accounts and identification means to unauthorized persons. Ignore any offers of quick earnings if they require you to use your personal accounts or cards.

How are children and youth protected?

The Department of Digitalization and Archives of the Akmola region pays special attention to educational work with the younger generation: Starting from September 1, 2026, regular personal safety classes will be held in 523 schools and 27 colleges of the region. The training covers about 160,000 pupils and students. The lessons thoroughly examine topics of drop fraud, internet fraud, personal data protection, and safe online behavior.  As part of the legal literacy marathon "Құқықтық мәдениет" and the work of the Centers for Pedagogical Support of Parents, more than 155,000 children have been reached, and over 117,000 parents have received useful information. More than 2,600 specialized events have already been held for adults.

Security in the digital environment begins with the personal responsibility of each individual. Protect your data and do not allow malefactors to use you in others' schemes.
