The procedure for rendering the state service "Provision of a land plot for the construction of an object within the settlement" through the portal of "electronic government"

In accordance with the Rules for the provision of state services "Provision of a land plot for the construction of an object within a settlement", approved by Order of the Minister of Agriculture of the Republic of Kazakhstan No. 301 dated October 01, 2020, it is provided by local executive bodies of regions, cities of republican significance, the capital, districts and cities of regional significance, akims of cities of district significance, settlements, villages, rural districts (hereinafter – the service provider).

To receive a state service, individuals and legal entities (hereinafter referred to as the service recipient) send the service provider via the portal:

The first stage:

1) an application for the provision of a land plot for the construction of an object within the settlement in the form of an electronic document certified by the electronic digital signature of the service recipient;
2)an electronic copy of the layout of the land plot.
The second stage: the final agreed act of choice.

It is not allowed to demand documents from service recipients that can be obtained from information systems.

The form of public service provision is electronic.

The state service is provided by the service provider in two stages.

The first stage: the preparation of the act of choosing a land plot with its situational scheme, architectural and planning tasks - within 28 (twenty-eight) working days.
The second stage: when approving the final act of selection and payment for the services of land cadastral works by the service recipient, making a decision on granting the right of land use to the land plot with the application of the land cadastral plan-within 18 (eighteen) working days.

The result of the provision of public services: the decision of the service provider to grant the right of land use to a land plot with the application of the land cadastral plan, or a reasoned response to the refusal to provide a public service.

The amount of payment charged from the service recipient when providing a public service, and the methods of its collection in cases provided for by the legislation of the Republic of Kazakhstan: The cost of public services is calculated in accordance with paragraph 28, approved by the order of the Acting Minister for Investment and Development of the Republic of Kazakhstan dated January 26, 2016 No. 87 "On approval of prices for goods (works, services), produced and (or) sold by the State Corporation "Government for Citizens "(registered in the Register of State Registration of Regulatory Legal Acts No. 13353). .
Payment for the cost of public services is carried out in cash and non–cash form through second-tier banks and organizations that carry out certain types of banking operations, as well as in non-cash form through the payment gateway of "electronic government"(hereinafter-PSHEP).
The production of a land cadastral plan for a land plot for orphans and children left without parental care for the period until they reach the age of eighteen is carried out free of charge.

The portal's work schedule is around the clock, except for technical breaks due to repair work (when the service recipient applies after the end of working hours, on weekends and holidays according to According to the Labor Code of the Republic of Kazakhstan dated November 23, 2015, the application is accepted and the result of the provision of public services is issued on the next working day).
