State Institution "Department of Housing and Communal Services and Housing Inspection of Enbekshikazakh district"" On Approval of the Rules for issuing Housing Certificates " was approved by Order No. 417 of the Minister of Industry and Infrastructure Development of the Republic of Kazakhstan dated June 20, 2019 (Registered with the Ministry of Justice of the Republic of Kazakhstan on June 21, 2019 No. 18883), and also provides the state service "Issuance of housing certificates" in accordance with the decision of the Maslikhat of the Almaty region of July 25, 2019 No. 50-255 "On determining the size of housing certificates and the list of categories of their recipients in the Almaty region".

The List, taking into account the need for specialists in the field of health, education, culture, sports and other industries, provides for the categories of recipients, as well as categories of socially vulnerable segments of the population: families with or raising disabled children, mothers with many children, awarded with the "Altyn Alka", "Kumis Alka" pendants or previously received the title "Mother-Heroine", as well as awarded with the Orders of "Maternal Glory" of the I and II degrees, large families, as well as single-parent families. The amount of the housing certificate is determined in a single amount of no more than 1 (one) million rubles. tenge for each recipient.

The housing certificate as a social assistance is provided if the applicant and his / her family members (spouse, minor children) permanently residing with him / her have an average income from labor and / or business activities (excluding pension contributions, individual income tax and other mandatory contributions) for the last 6 (six) months, which does not exceed 2 (two) indicators of the subsistence minimum per month for each family member (spouse, minor children), established by the legislation for the current financial year.

In case of exceeding the established threshold for the average income for the last 6 (six) months for each family member (spouse, minor children), the housing certificate is provided as social support in the form of a budget loan.

Social assistance is provided on a gratuitous and irrevocable basis.

Social support is provided in the form of a budget loan on the terms of payment, repayment, urgency in accordance with the requirements of budget legislation.
