The middle class is the basis of the economy of developed countries. Therefore, Kazakhstan pays close attention to its formation. This is all the more important in the context of a pandemic.

During the emergency, many tax breaks were adopted, which had a positive impact on the state of small and medium-sized businesses. Among them are the exemption of certain industries from property tax, deferred tax payments, refusal of compulsory tax collection measures, and others. A popular measure was the exemption from taxes and payments from the payroll. For small and medium-sized businesses, the exemption lasted 6 months, for large businesses-3 months. But only a part of the affected industries were able to take advantage of this measure.

It is therefore very important that the President in his Message of September 1 instructed to end of the year to release the SME from deductions in off-budget funds from payroll (social security and pension payments and deductions in Fund of obligatory medical insurance).

In addition, the accrual of lease payments for state property and property of quasi-public sector entities has been suspended. the lease exemption is granted from September 1.
