Information on the work done by the State Institution "Department of Housing Relations and Housing Inspection of Semey, Abai region" for the first half of 2026
There are 1,588 multi-family residential buildings in the city of Semey, of which:
connected to central heating - 1346 houses;
223 houses are not connected to central heating.
These houses are served by management bodies and service organizations in total - 626 of them:
AXIS (Association of Property Owners) - 151;
NSO (Direct joint management, houses up to 16 apartments) - 141;
KSK (Cooperative of apartment owners), PKSK (Production cooperative of apartment owners) - 149;
Residential complex (Housing cooperative) - 4;
Service organizations (IP, LLP, PC) - 97;
Houses that do not have governing bodies, but have senior housemates - 97 of them:
49 houses are officially recognized as emergency;
16 houses were recognized as dilapidated.
In February 2026, technical inspections of 8 apartment buildings were carried out, of which 5 houses were officially recognized as emergency.
Also in June 2026, public procurement of technical inspection services for 10 more multi-apartment buildings was carried out. To date, the contractor has been identified. According to the terms of the contract, the completion period is 30 calendar days.
As of the current date, the state registration of condominium facilities (with registration of an act on a land plot) has been carried out in 752 multi-apartment residential buildings. Every year, according to residents, an average of 36 condominium facilities are registered at the expense of budgetary funds.
In 2026, a competition was announced for the state registration of condominium facilities in 20 multi-family residential buildings. Based on the results of the competition, a contractor was identified to carry out work on the state registration of condominium facilities.The department's specialists also review daily the requests received through the E-atinish program. 260 applications were received in 6 months of 2026. For all requests, the department's specialists provided clarifications on the issues set out in the requests, in accordance with the requirements of current legislation.
In addition, 140 applications were received through the E-Licensing information system in 2026 for government services for the registration of hazardous technical devices (elevators, escalators, gas storage units), as well as for the approval of projects for the installation of elevators and gas storage units.
As of the current date, 56 elevators have been registered, and 52 projects have been approved for the installation of dangerous technical devices.
The department's specialists also held 44 meetings with the owners of apartments and non-residential premises on the maintenance of the common property of the condominium facility and the creation of a form of management.
We also inform you that this year, the department's specialists, together with the specialists of the Ministry of Emergency Situations, conducted field visits and conducted explanatory work with employees of the city's gas filling stations, posting them on the official social network Instagram.
Preventive maintenance has also been carried out in apartment buildings to ban the use of gas cylinders in apartment buildings above 2 floors, with the delivery of memos and materials.
As part of the Housing and Communal Infrastructure Development Concept for 2023-2029, citizens on the housing waiting list can participate in the 2-10-20 and 5-10-20 government programs. The programs are implemented through Otbasy Bank.
From the first half of 2026 to the present, 84 housing certificates have been issued.
In December 2025, 327 apartments were purchased for citizens on the housing waiting list. To date, lease agreements have been signed with 294 waiting list members.
In 2026, the Abai Zhastary housing program was implemented, under which 30 people received housing. Program conditions: age up to and including 35 years, lack of ownership of housing and mandatory waiting list for housing.
From the first half of 2026 to the present, 121 citizens have privatized housing provided from the state housing stock.
As of 2026, the sector for the seizure of land for state needs has filed 6 lawsuits by the akim of Semey for the forced alienation (purchase) of land for state needs with payment of monetary compensation, of which 2 are ongoing cases from 2025.
Of these, 4 court decisions have entered into force, including 2 on the construction of a Congress Hall (claims satisfied) and 2 on the construction of a polyclinic for 300 visits (claims denied).
There are 2 cases under consideration: 1 for the construction of a Congress Hall and 1 for the construction of a school.
The Court of Cassation considered 5 cases on the construction of the Congress Hall, the court decisions remained unchanged.
