considers appeals, applications, complaints from citizens, takes measures to protect the rights and freedoms of citizens;
facilitates the collection of taxes and other obligatory payments to the budget;
develops and submits to the higher akimat for approval by the relevant maslikhat budget programs, the administrator of which is the akim’s office;
promotes the implementation by citizens and legal entities of the norms of the Constitution of the Republic of Kazakhstan, laws, acts of the President and Government of the Republic of Kazakhstan, normative legal acts of central and local government bodies;
within its competence, regulates land relations;
ensures the preservation of the state housing stock of the rural district, as well as the construction, reconstruction, repair and maintenance of highways in the rural district;
promotes the organization of peasant farms and the development of entrepreneurial activity;
within its competence, organizes and ensures the implementation of legislation on issues of conscription and military service, civil defense, as well as mobilization preparation and mobilization;
organizes the performance of notarial acts, registration of acts of civil status in the manner established by the legislation of the Republic of Kazakhstan;
organizes work to preserve historical and cultural heritage;
identifies low-income people, makes proposals to higher authorities to ensure employment, provide targeted social assistance, organizes services for lonely elderly and disabled citizens at home;
promotes the development of local social infrastructure;
organizes public transport;
in case of need for emergency medical care, organizes the delivery of patients to the nearest health care organization providing medical care;
interacts with local authorities;
carries out statistical household accounting;
takes part in the work of sessions of the district maslikhat when approving the local budget;
ensures the activities of preschool education and training organizations, cultural institutions;
organizes, within its competence, water supply to populated areas and regulates water use issues;
organizes works on improvement, lighting, landscaping and sanitary cleaning of populated areas;
organizes the burial of the homeless and public works to maintain cemeteries and other burial places in proper condition;
makes proposals to the district executive body on organizing transport links with the district center, and also organizes free transportation for students to school and back in rural areas;
bears responsibility for the implementation of the functions assigned to him before the district akim, on issues within his competence.
