Kostanay city maslikhat is a representative body that, in accordance with the legislation of the Republic of Kazakhstan, expresses the will of the city's population and determines the measures necessary for its implementation, taking into account national interests, monitors their implementation. The current composition has one more Deputy than the previous convocation.

Previously, the maslikhat consisted of 19 deputies, currently 20 deputies. Of the 20 deputies in single-mandate constituencies, 14 are from the Amanat Party, 3 are from the Auyl Party, 2 are from the AK Zhol party and 1 is from the Respublica party. The maslikhat of the new convocation consists of 11 men and 9 women. The youngest deputy is 29 years old, the oldest is 63 years old. The average age of Deputies is 45 years (in the previous convocation-49 years).

Six of the twenty deputies worked in the previous convocation. The composition of Deputies has changed by 70%. In general, the new lineup is significantly different from the previous one. In addition to the growth of the number of women, the number of business representatives in the city maslikhat also increased significantly. If earlier there were 7 entrepreneurs, now 9. Deputies of the city maslikhat perform their functions on an exempt basis, with the exception of the chairman of the city maslikhat, who performs his functions on an exempt basis. Within its competence, the maslikhat approves plans, economic and social programs for the development of the relevant territory, the local budget and reports on their implementation; resolves issues of the local administrative-territorial structure referred to its jurisdiction, regulates land relations in accordance with the land legislation of the Republic of Kazakhstan, as well as other issues in accordance with the current legislation of the Republic of Kazakhstan.

2 permanent commissions have been established in the maslikhat to carry out the functions of preliminary consideration of issues submitted for consideration by the sessions, assistance in the implementation of decisions of the maslikhat and control:

- on budget, economics, management and self-government issues,

-social issues, family and demographic policy and communication with public associations on issues of legality, law and order and work with the public.

In order to discuss the most important and socially significant issues, public hearings are held with the participation of Deputies, executive bodies, organizations, mass media and citizens. In addition, the commissions monitor the implementation of decisions of the maslikhat, adopted programs and other acts of state authorities and management bodies. Standing committees are responsible to the maslikhat that elected them and report on their activities at least once a year.

Deputies pay special attention to working with the population in their districts. In accordance with the current legislation, Deputies of the maslikhat are obliged to keep in constant contact with voters, constantly inform them about the work of the maslikhat, the activities of its standing committees, and the implementation of decisions of the maslikhat. Deputies also receive citizens on personal issues. Holding sessions of the maslikhat, meetings of its bodies, introducing and considering issues to them, the procedure for creating and electing maslikhat bodies and other organizational and procedural issues are determined by the regulations of the maslikhat, which are approved at the session.
