In accordance with article 24 of the Law of the Kazakh SSR "on local self-government and local councils of people's deputies of the Kazakh SSR" and the decree of the akim of the Ural region of February 14, the district Executive Committee was abolished, the district administration was established, and the district akim began its work on February 28, 1992. The administrative management system consisted of the district's mayor, his three deputies, and the administrative and General Department.
The departments of economy and language were created, as well as the Department of youth, tourism and sports. There were permanent commissions of the administration - the administrative Commission and the adolescent Commission. On March 10, 1994, in accordance with article 29 Of the law "on Executive authorities", the district administration was recognized as the administration of the district akim, the chief of staff was introduced, and a new organizational and ideological Department was opened. The "onomastic Commission" was created at the office. In 1995, the Department of social analysis and political analysis was re-opened and the organizational and ideological Department was transformed into the organizational and personnel Department.
On 15 February 1996, the head of the language Department and the chief of staff were abolished. On September 2, 2001, the chief of staff was appointed by the decision of the district akim "on the composition of the administration of the Karatobe district".
